Non-essential use of water of the Roulette Township water system is still banned. Normal pressure has returned to most of the system due to regulation of use. The township is working to bring another well online, but restrictions are necessary to make sure everyone has water. Officials will issue public statements when there is a change of status for the water system.
Activities prohibited during the emergency include lawn-watering, irrigation of gardens, trees and shrubs, washing of sidewalks, patios, tennis courts, and such operation of water fountains, artificial waterfalls and reflecting pools, and washing of vehicles. A complete list of prohibited uses and exceptions is available at the township building during regular business hours.

Then why are people out watering their lawns & gardens? I've seen several people doing it.
I guess they don't read Solomon's Words online. They can get big fines and jail time for using water for prohibited uses.
