Meeting Monday On Hazard Mitigation Plan

hazardmitigA planning team is continuing its update of Potter County’s Hazard Mitigation Plan. Members have been immersed in a comprehensive effort to reduce risks, ranging from man-made hazards to floods, hurricanes, wildfires, tornadoes, earthquakes or dam failures.

 Eventually, Potter County’s plan will be submitted for approval by federal and state emergency management agencies before being proposed for adoption by the county, townships and boroughs. Cost of the plan is covered by the federal government. GMR Consulting of Coudersport is the overseer.

Among the common mitigation actions are enforcement of building and flood plain management codes and environmental regulations; maintenance of roads, culverts, dams and bridges; standards for retrofitting of structures and new construction; protection of critical facilities; planning and public education.

A copy of the draft plan will be posted on the website starting on Monday, Dec. 17. 

A public meeting will be held in the Gunzburger Building auditorium at 6:30 pm on Dec. 17. Public comment can be made at that meeting, or in writing no later than Jan. 17, sent to: Micki Brown, GMR Consulting, 9 Niles Hill Road, Coudersport PA 16915.

Interesting how GMR Consulting got this no bid contract, and "M" got the 911 tower survey no bid contract, and the beat goes on. It's who you know, not what you know or what you can do, when it comes to Potter County Department of Emergency Services. That agency is an expert at taking care of it's own.

And just how much money did Goodwin, Menard, Rotello pocket from the taxpayers on this? Was this really a sweetheart deal with Emergency Services and no bids?

It would be nice if this plan would be posted a week or so BEFORE the date of the public meeting. Just how is anyone suppose to be able to have questions on a plan they haven't had time to review? Or, is that the plan? We're not talking about a 10 page document here people.....

I agree with 9:30. That website has been a joke since it was launched. It has been almost a year since they updated it as far as I can tell. How much money is GMR getting for this and was this really a sweet deal with no bids?

I have some major questions.Whats the price? What major jobs have they done in the past ? How long have the been in business? What law firm represents them? Have they ever been involved in a lawsuit? Do they carry multi million dollar bonds (insurance)? What qualifies them to do inspections on all these things mentioned? Do they have an office open so the public can look at their records? ?Do any of them have engineering degrees? I think the countys lawyer and commissioners should take a closer look at all this before moving forward with anything! No more behind closed door deals!

My understanding is that this meeting is where the draft of the plan update will be released for review and everyone will then have 30 days to review and make comment on it. I may have misunderstood, but that was how I read it.
