A Wellsboro man has been charged with Theft by Deception after he failed to install a septic tank as agreed after being paid in advance by a Philadelphia man.
Stephen Kascmar Jr., 35, of 280 Austin Road, Wellsboro, PA, was cited by State Police. Trooper Mark A VanVolkenburg said Kascmar obtained payment for a septic tank and labor to install it for Timothy Tex Issel of Philadelphia on May 17, 2012. Kascmar failed to provide the agreed upon services to the victim and would not return calls from the victim.
