Census Update: Potter County Population Loss Subsides

Census Update: Potter County Population Loss Subsides

July 7th, 2014
census-bureauOne-third of the way into the decade, Potter County has apparently stopped the bleeding when it comes to population loss. U.S. Census Bureau estimates set Potter County’s population at 17,497 at the end of 2013, which is slightly higher than the official count of 17,457 in the 2010 census. The mid-term report still shows an out-migration of younger segments of the population, coupled with death rates surpassing birth rates. About five people die for every four babies born in Potter County.
There were an estimated 18,300 Potter County residents in 2002, a modern-day high. That’s when Adelphia Communications Corp. plunged into bankruptcy and many families moved out. Population loss has a ripple effect on the economy. Not only do the tax base and local spending decline, the Census Bureau estimates that for every individual lost a county receives $10,000 less in federal and state funds through more than 50 grant programs, including support for education, transportation, health and human services, housing, criminal justice, employment services and environmental protection.

Potter County Resolution Added To National Assn. of Counties Official Platform

Paul W. Heimel Just nailed that second winning vote on the more significant resolution from a local perspective -- places such as Cole Hospital, Dickinson Center Inc., and other health care providers could benefit and local veterans would have closer access to care, more choices and less waiting time. Now the heat gets put on Congress to make it happen. Bottom line is we now have thousands of counties all across the country as certified allies for this and we have licensed, respected, connected lobbyists taking it on as a mission.

Preston Roger Abbey, 90, of 670 East Main St, Bradford, PA

Preston Roger Abbey
Preston Roger Abbey, 90, of 670 East Main St, Bradford, PA, passed away July 10, 2014 at the Bradford Ecumenical Home following a brief illness.

Born on Easter Sunday, April 20, 1924 in Smethport, he was a son of William Hugh and Geneva Belle (Owens) Abbey.

On June 24 1950 in Port Allegany, he married Lois A. (Hanna) Abbey.

WWII Veteran
Preston graduated from Port Allegany High School and entered the U.S. Marine Corps where he served on the USS Guam during WW2. Upon returning from the War, he studied architecture at Williamsport Community College for two years. After completion, he did an internship with Raymond Hall Architects.

Once Preston passed his architectural boards, he decided to move to Bradford with his young family and worked for Earl Wheeler. He later established Abbey, Hemingway and Coatsworth and in 1980 renamed the firm Preston R. Abbey and Associates Inc. He designed numerous banks, schools, churches, and hospitals. Among his accomplishments were the buildings for Zippo, Kendall, Floyd C. Fretz Jr. High School, the Bradford Club, Fisher Price, Little Tykes, and several of the buildings for the University of Pittsburg at Bradford. One cannot help but pass by one of the numerous buildings that Preston designed when driving around his home town.

After retiring in 1988, Preston pursued his love of nature by painting wildlife landscapes. His work was exhibited at several locations in Bradford but he was particularly honored when his entire collection was displayed at the Pitt Bradford Benefit Auction a few years ago.

Preston grew up loving the outdoors. He was an avid fisherman and bird hunter. Depending on the season he kept either his fishing tackle or hunting gear at the ready in his car. Often he would stop on the way to or from business meetings in the area to throw a fly or look for a grouse. He also loved golf and fit in a round whenever he could. His short game was renowned. Always an able athlete, he taught the valuable lesson of losing and winning with grace and dignity. He was a patient teacher to anyone who wanted to learn about his hobbies. He went to great lengths to help everyone. He cared deeply for his community and showed it by giving generously of his time and talents. He was often an anonymous donor to charitable causes.

Preston was a member of The First Presbyterian Church and many clubs and organizations, including: The Pennhills Country Club, The Bradford Club, F&AM Lodge 749, Zem Zem Shrine of Erie and The American Institute of Architects.

In addition to his wife of 64 years, he is survived by one son, Paul (Connie) Abbey of Cleveland, OH, and three daughters, Lisa (Steve) Bastedo of Atlanta, GA, Lynne (Jim) Gokey of Cincinnati, OH, and Leslie (Randy) Yokeley of Atlanta, GA. (Barbara) Abbey of Marshburg; a sister; Mary Lou (the late Cy) Dann of Port Allegany and several nieces and nephews.

In addition to his parents, he was preceded in death by a sister, June (the late George) Howard.

Military honors will be accorded in the sanctuary following the service. Burial will be in Fairview Cemetery in Port Allegany.

Many brave men and women have given their lives for us, our country and our principles. It is important to always remember the service and sacrifice of these soldiers, sailors, airmen, marines and guardsmen.

On Saturday, July 12, I will join with VFW Post 6611 and others in a ceremony dedicating the State Route 1022 (Mill Street) bridge over Pine Creek in Galeton Borough, Potter County, as the Specialist Clark Robert Douglas Memorial Bridge. Please join us in paying tribute to this young man who died while serving our country in Vietnam. The ceremony begins at 1 p.m. at the bridge.

Earlier this week, the General Assembly approved and the governor signed legislation to name additional bridges in the county.

 • The bridge on Route 49 over the Cowanesque River between Dennis Hill Road and Church Street in Harrison Township will be re-named the Private First Class Roger P. Downey Memorial Bridge.
 • The West Chestnut Street bridge in Coudersport Borough will be re-named the Private Edwin Tubbs Memorial Bridge.
 • The Route 872 bridge near the border of Coudersport Borough and Eulalia Township will be re-named the Specialist Donald Stiles Memorial Bridge.

Doe Licenses Go on Sale Monday

The Pennsylvania Game Commission will begin accepting applications for the first round of doe license sales this Monday, July 14. The number of licenses has been reduced by nearly 60,000, so hunters who want a license should submit their applications sooner rather than later. In-state applicants only are being accepted for the first two weeks.

Antlerless deer license applications must be mailed directly to a county treasurer’s office and be mailed in the official pink envelope issued to hunters at the time they purchase their general hunting licenses.

Additional information about doe licenses can be found here.

Slow Down, Save a Life

The summer season is the busiest for road maintenance crews throughout the state, and PennDOT is reminding drivers to take extra precautions in work zones.

State law requires motorists to turn their headlights on while driving in all work zones, not just active zones. In addition, PennDOT asks drivers to not exceed the posted speed limit and maintain a safe distance around vehicles (don’t tailgate) and stay alert for signs and flaggers.

Failure to obey the law and drive with caution through work zones can have deadly consequences, as they did in 2010 when a local PennDOT worker, Jack Griffin, lost his life after he was hit and killed in a work zone by a driver who was under the influence of prescription drugs.

Motorists caught driving 11 miles per hour or more above the posted speed limit in an active work zone, or who are involved in a crash in an active work zone and are convicted for failing to drive at a safe speed, automatically will lose their license for 15 days. Fines for certain traffic violations – including speeding, driving under the influence and failure to obey traffic control devices – are doubled for active work zones. Also, the law provides for up to five years of additional jail time for individuals convicted of homicide by vehicle for a crash that occurred in an active work zone.
