CERES TOWNSHIP MEETING AGENDA 7 FEBRUARY 2017

Meeting called to order by Chairman Jeffery Moyer at 4:00 PM

Minutes from previous meeting of 3 January 2017 reviewed
Motion made by Jeffery Moyer, 2nd by Joseph Neal, 3rd by Mitchell Gross, to accept as read - Yea vote

PUBLIC COMMENT
Representative from Homeland Security was here to explain recruitment of new firefighters, and the program about how to recruit them. Funds needed to establish program. Very good presentation. Topic was a $2000.00 commitment for firefighter/EMT training for 5 years. Discussion was held with residents present, and were in agreement with the program. Supervisors will discuss before March meeting, with decision to be made at the March meeting.
Resident asked about meeting with Conservation Department, regarding WhiteTail Road. Supervisor Moyer stated he contacted Sandy Thompson, and meeting will be held in March.
Resident asked about what will be done on roads this year. Roadmaster Moyer read off list of tentative jobs to be done.

Resident would like an old cylinder off plow to check on repairing them - roadmaster to drop cylinder off at resident’s house.

Resident wanted to know about duties of part time help.
Resident asked what roads are to be plowed during winter- routes explained.
Resident asked about doing a time study on various jobs - volunteered to ride along with driver
Resident wanted to have payroll included in monthly bills - will be added in March.
Resident asked about having a written record as to where Township trucks are during day, log in trucks of who, where, and when the truck traveled, with times.
Resident asked about what has been done about purchase of new truck - was no answer except Supervisor Gross recommended no CDL requirement.

OLD BUSINESS
Supplemental letter from Roger Bickleman – Sewage Enforcement Officer – Supervisors will request a meeting with Mr. Bickleman
Secretary’s Bonding decreased from $500,000.00 to $250,000.00
Letter from Sandy Thompson, McKean County Conservation District, regarding WhiteTail Road

NEW BUSINESS
Eldred Boro Fire Protection for 2017 – further discussion will be held regarding the annual cost for fire protection.

Shinglehouse Fire Department Contract for 2017 – signed and sent back.
On 10 January 2017, the three Supervisors met with two representatives from Danzer Lumber on a bonding issue – road was temporarily closed, and will remain closed until approval to open is given by Supervisors - Roadmaster met with Danzer Lumber representatives on 23 January 2017, to video tape the road in question.

Meeting with Project Manager regarding Ceres Township Bridge Inspections – 8 February 2017 at 3:00 PM

Legal Ad regarding selling 1992 International truck

Letter from Strate Welding regarding lease on cylinders - checking on quotes from other vendors

Quote on garage door from Twin Tiers Overhead Doors – tabled until next meeting

SUPERVISORS’ COMMENTS

Supervisor Gross will assist Roadmaster to check on sluice on Barden Brook when notified.
All roads with damages noted on pre-bond paperwork will be repaired prior to bonding. This was agreed upon in the past, and will be added to Bonding paperwork.

Supervisor Gross has checked on some used equipment, stating Weaco equipment has 2 backhoes, and recommended that they were most likely a good idea to investigate.
Supervisor Gross also reiterated that conversations and communications with outside issues needs to be documented for future references.

It was also emphasized that we do not use plow trucks to do training on routes when it is raining, and there is no snow.

Recommended equipment be exercised, checked over on warm days to try and prevent last minute repairs when equipment is needed.

Question was raised to why lugs keep snapping off truck.
Statement made that we do not use secretary to communicate amongst supervisors - supervisors need to be called directly, voice mail, phone tag, or whatever it takes to communicate.

Recommended the roadmaster’s cell phone number be included in minutes, due to if there are road problems, it does very little good to call building number, unless secretary is present.

Supervisor Gross also stated that we need better communication, and as stated in the past, *** COMMUNICATION IS THE KEY TO SUCCESS *** ! We need to keep moving Ceres Township forward, not stagnant nor backwards.

ROADMASTER’S REPORT

Roadmaster Moyer gave a “THANK YOU” to the residents for their patience for waiting for the water over the roads to go down, and for the plugged pipes to be opened. If any resident should see, or hear of a road problem, please call 814-203-7121, or 814-697-6948.

BILLS REVIEWED – motion made by Jeffery Moyer, 2nd by Joseph Neal, 3rd by Mitchell Gross, to pay bills – motion carried

The next regular meeting will be 7 March 2017 at 4:00 PM, at 12 Barbertown Road, in Ceres Township.
