Potter County Commissioner Says State & Feds Leaving Counties To Pay For Vital Services

Paul W. Heimel,
Potter County Commissioner

As Congress and the Pa. General Assembly continue their cowardly ways -- trampling on county governments by running away from their fiscal responsibility -- how are county governments supposed to pay for providing the vital services that are not even our responsibility?

Letting people die? Letting abused children continue to suffer? Forcing the poor and/or elderly to go hungry? Dumping nursing home residents on the street because they're indigent? Turning our backs on those with mental illness and/or addiction? Phasing out 911 coverage so cries for help go unanswered? Refusing to provide medical care for a sick or injured child? Releasing dangerous criminals out onto the streets?

Fiscal belt-tightening is great in concept when it is achieved through efficiency, accountability and restructuring, but NOT when it becomes a noose on the neck of a county or its taxpayers.

Enough is enough of the govt controlling us....

What are you talking about 3:04? I think the point is that if the feds and state dump these things on to the county then the taxpayers in Potter County will have to pay for things that are the states' and feds' responsibility. Isn't that the point?

It would be great if people considered these things when they voted for people who seek to represent them in Harrisburg and Washington. When a county has to cover the costs then it is spread out over maybe 10,000 taxpayers (I don't know the number). When the state pays then cost it is spread over millions of taxpayers. When the federal government pays it is spread over hundreds of millions. If the state or federal government is responsible then how can they make the counties pay? Can't the counties just say, "No. It's your duty and not ours"?

How about good ole community involvement? Neighborhoods helping neighbors. Just what I thought, I can hear the excuses now ...... SOoooo don't blame the government , blame yourselves for not lending a hand. Here is where the problem is.

Don't cry poor now you dumb ass. You made this mess. There were a few good companies and investors ready and willing to make this place great again. But because of the good ole boy network and the church that has a death grip on the community it was rebuffed. Hell at one time there was even someone looking at putting in a casino. Now what do you have? No tax base, no industry, and a flood of white indigent trash on relief that has brought nothing but more system dependant welfare babies and death inducing drugs. I hope you are happy now Mr. Commissioner. You are responsible for this mess. No one else.

Wow. Sure glad I don't live in Potter County, never a dull moment there, first the swimming pool, than the abertorium, now this, fight it out again, no need for name calling,

keep giving the wealthy more tax breaks. You want to starve the big bad gov.Guess who will suffer. It is Heimel's party that thinks we should let the wealthy keep more of their money this will this will be the end result. The middle class has been getting shafted to pay for tax cuts for the well to do for 30 yrs and are tired of it

It all comes down to the free mentality. If Joe gets free health care and a place to live, and food stamps its not free. Next door and down the street the other tax payers are paying for it.If an able bodied person is getting help they should have to do some kind of work to earn it. I'm not talking about a guy in a wheelchair, I'm talking about career welfare leeches. If it hurts their feelings, think about how the working family feels who are paying for all the "FREE" stuff who are fighting to not lose their home.

Dear 450, you are right on the money. Excellent statement!

4:50 PM... that's hilarious! What planet do you live on?

Cut welfare & make the "DEAD BEATS" go to work !!!!!

Maybe we just can't afford everything the commissioner thinks we need. The feds are $20 trillion in debt, waging wars and promising tax cuts, so there's no money there. Harrisburg is broke. The county is in better shape to provide some of the services he mentions.

There are ways to save money locally.

Does every small potter county school district need a superintendent?
Does the county need more than one IT specialist?
Can we pressure the state to train more efficiently using modern technology?

I realize it's a tough problem, but it does get old listening to our leaders complain about money. There's only so much to go around, and we are not a prosperous county. Passing the buck up the ladder is fruitless. If Paul can't handle it, stop running for office and let someone else step up and give it a try.

As far as churches and families picking up the slack, it's too big a problem. There's too many people in need of mandated help.

They need to make cut backs, 7:42 pm makes a point, you's can not afford everything the Commissioners think you's need, being such a small area, do the school systems need both a superintendent & principal ? Its only a tough problem if you make it to be tough, make cut backs or everyone take a cut in pay including your commissioners, welfare is a mega problem, the govt needs to make cuts there, etc, the middle class will run out of money from being taxed to the limit, than what they gonna do ????

6:24pm,

You need to get down off your unicorn and stop staring at the imaginary rainbows you see in your rose colored glasses. Look around you. Are you happy with what you see? How many more companies are we going to lose? Are we actively courting any other industry to settle in the area? No, no we are not. Instead our commissioners are working on pet projects that have nothing to do with the business at hand. What are the other commissioners up to? Haven't heard squat out of them. What are they up to? I see the county is also pissing away more money trying to build up tourism again. Really...??? Every year more and more TAX PAYERS bail out of this place. What replaces them? Usually a house hold of government dependent white trash that refuse to work. Then they supplement the income that they have been handed without any checks and balances by these so called sorely needed programs the commissioner is crying about by stealing everything that isn't nailed down and selling drugs. Let these programs go and let these people starve. They will eventually move out of the area when there is no more free handouts and go elsewhere where they can get their free meal ticket. Time to get rid of the old guard. The commissioners need to go, the good ole boy network like the redevelopment authority needs to go, human services and the welfare people needs to go. Time for this county to buckle down...

The main problem with government is that it has all grown too large. Government doesn't exist to provide funds for the people or to fund lower government establishments. Government is there to create laws and protect the general society. When your government and spending budget exceeds your taxpayer revenue, you either have to raise taxes or cut spending. The local government and school districts should live within their means and not have to depend on funding and grants from the state. The state government shouldn't have to depend on federal funding. The federal government has way too many offices and way too many employees. The federal government has 17....yes 17...agencies that cover intelligence. The growth of government has got to stop. Government funding should NEVER run in a deficit....managing a budget isn't that difficult, but it is way too easy to spend someone else money.

Ask the commissioners how much they spend on lawyers other than their solicitor to try defending themselves because of unlawful actions.

A hot topic, finally brought to public Opinion! Post 4.50 is just one that really tells the truth about what is going on. Also, our school system is the biggest laugh there is, their salaries, teacher and all administration here are so far beyond what teachers other places are paid, health care, beyond belief and right now a pension plan that we pay for so the can retire almost at full pay after 25 to 30 years and be better off retired than most others Make! The building, on and on of auditoriums, every thing new and Better! There are so many pet projects from commissioners is outlandish, promote tourism is one of the dumbest, the last thing we need, come here to tear things up, make fun of us, then go back to reality, much better off, then what they have seen here! so many stand by here hand out to see what else comes along free. Why would they pay for health care if they can get it free, rent, when they can get it free. If we choose to support someone's way of life, let's do it for those we have a connection to rather than a stranger on every Street! Now someone else has to pay for it and it appears they want to get blood from a stone. Clean out government, from local, County and state, something has to change, a few can't support many for very long. It looks like we are there, Mr. Paul, you are part of it find out the answers!

Paul has worked pretty hard for potter county. The PILT payments are a huge step towards getting our property taxes on par with the rest of the state. That's half the reason you have so much subsidized housing here, because working people simply can't afford to rent. They can't afford rent because the landlords have to cover their exorbitant property taxes as well as their mortgage, insurance, etc. Anything that can be done to keep these taxes in check is a good thing. As far as your aspersions cast on the tourism industry, it seems like you may believe that manufacturing is coming back. It isn't. The Mexicans haven't taken your job, machines have. You need to get used to the idea that things make themselves now, with relatively little intervention from people. Scary, right? Wait until trucks drive themselves. That's about 10 years out, but it's going to cost about 8 million middle class jobs. With all that leisure time, tourism might be a decent bet.

If it is mandated, those that mandate should foot the bill.

The FEDS are out of control. With that said, this Commissioner is himself passing the buck.

Can you give me some real examples of people we're letting die and go hungry?

That's what I thought. Scare Tactics.

With all these complaints in your county, You'd think you all as a group would get together & pray, There is POWER in PRAYER !!!! What good does it do any of you to come on here & condemn & judge others ?????? Get together & pray about all of your on going situations in your county,
How many of you's ran as a commissioner
How many of you's voted ????
