Numerous Awards Presented at Commission Meeting

HARRISBURG, Pa. – The Pennsylvania Fish and Boat Commission (PFBC) opened its 100th quarterly business meeting recently with several awards presented to staff and partners.

Lifesaving Award Presented to WCOs Scott Christman and Aaron Lupacchini

Waterways Conservation Officers (WCOs) are often called upon to help anglers and boaters in times of need. On July 30, 2011, WCO Scott J. Christman and WCO Aaron Lupacchini responded to a call for help on Mauch Chunk Lake, Carbon County. An elderly man had capsized his boat and was under the vessel. Both officers responded to the scene, where they removed the man from the water. The man was not breathing and had no heartbeat. The two officers began CPR and established a pulse. The individual was taken by Life Flight to Lehigh Valley Hospital but, unfortunately, did not survive.

In recognition for their efforts to save lives under extraordinary circumstances, officers Christman and Lupacchini were presented with Lifesaving Awards by PFBC Executive Director John Arway and Director of Law Enforcement Tom Kamerzel.

2011 Sport Fish Restoration Outstanding Project Award from the American Fisheries Society

PFBC staff Jackie Kramer and Scott Bollinger accepted a 2011 Sport Fish Restoration Outstanding Project Award from the American Fisheries Society for the Commission’s Nesbit Park access area project in Wilkes-Barre, Lackawanna County. The project included the widening of the boat launch; construction of a paved parking area and access road; construction of an overflow parking area; installation of erosion and sedimentation controls; and the installation of signs and kiosks. The annual Sport Fish Restoration Outstanding Project awards highlight the importance and effectiveness of the Sport Fish Restoration program and recognize excellence in fisheries management, research, and education.

PA-American Water Company Recognition and PFBC Outstanding Service Award

Anglers in northeast Pennsylvania will have more places to enjoy their sport this year thanks to Pennsylvania American Water’s commitment to open five water reservoirs in Lackawanna County to public fishing. The water company and PFBC announced in October the opening of the reservoirs, which include: Curtis (Madison Township); Dunmore #1 (Dunmore Township); Elmhurst (Roaring Brook Township); Griffin (South Abington and Scott townships); and Maple Lake (Spring Brook Township.) The company also allows fishing at two other area reservoirs – Comfort Pond in Susquehanna County and Ceasetown Reservoir in Jackson and Lehman townships in Luzerne County.

PFBC Executive Director John Arway presented Waterways Conservation Officer Walter Buckman with an Outstanding Service Award for his efforts in working with the water company to open the reservoirs.

In recognition of the company’s contribution, Mr. Arway presented a framed print of a brook trout – the Commonwealth’s official state fish – to Dan Hufton, senior director, production, Pennsylvania American Water.

“We are truly honored to receive this recognition and want to thank the Fish and Boat Commission for partnering with us on a project that benefits everyone," Hufton said. "Pennsylvania American Water is very fortunate to benefit from so many natural resources and continue to have great success working with Fish and Boat Commission to share our natural resources with the public."

Bailey’s Grove Property Award

The Central Pennsylvania Conservancy and a Dauphin County landowner were honored by the Commission for their work in providing additional public access to the popular Clarks Creek. The property owner, Flemish Down LLC, donated half of the value of the property – known as Bailey’s Grove – to facilitate the sale of the property to the conservancy, which obtained the balance of the purchase price from a Community Conservation Partnership Program grant through the Department of Conservation and Natural Resources. The property was then donated to the PFBC. Debbie Bowman accepted the award on behalf of the conservancy and Michael Blum and Josh First accepted the award on behalf of the property owner.

Pennsylvania Boating Educator of the Year Award

The key to the PFBC’s boating safety education programs are volunteer instructors who teach the Basic Boating and Boating & Water Safety Awareness courses approved by the National Association of Boating Law Administrators (NASBLA). Many volunteer instructors have been involved with the PFBC’s boating education programs for several years, like Bobby Michener. The president of Peter’s Marina Service in Allentown is a life-long boater and brings a wealth of knowledge and experience to safety courses. In recognition of his volunteer efforts, Mr. Michener has been named NASBLA’s 2011 Boating Educator of the Year in Pennsylvania.

“Bobby exemplifies a true passion for boating safety in both his teaching and involvement in organizations and committees that utilize his expertise, knowledge, and skills,” said PFBC Executive Director John Arway. “It is through the efforts of volunteer instructors like Bobby Michener, that the citizens with the Commonwealth of Pennsylvania are more prepared and safer while out on the water.”

The annual award is designed to recognize those in the boating education field who go above and beyond to engage students and boaters, raise awareness, and make boating education and education initiatives relevant, thorough and exciting.

PFBC Receives 2011 Community Conservation Commendation Award

Clearwater Conservancy of Central Pennsylvania presented its 2011 Community Conservation Commendation Award to the PFBC in recognition of the Commission’s partnership with ClearWater and other local conservation organizations to remove two dams in Centre County – Dayton Dam on Sixmile Run and the McCoy-Linn Dam on Spring Creek – and restore the streams and riparian buffers for the benefit of the local community. The award further recognized the PFBC for educating the public about vernal pools, managing invasive species, and providing technical support on other projects. Scott Carney, chief of the Division of Habitat Management, accepted the award on behalf of the Commission.

IT Employee Receives 2011 Outstanding Leadership & Innovation Award

A member of the PFBC’s Bureau of Information Technology has received a 2011 Outstanding Leadership and Innovation (“Ollie”) Award from the Office of Administration (OA) for his work in information systems management. Chuck Druery received the award in December at the annual Pennsylvania Executive Leadership Forum, held by OA’s Office of Information Technology. Druery is network chief and manager for the Infrastructure, Security and Operations Section. He has led the charge in bringing the PFBC up to a new standard of technology, while at the same time supporting headquarters and 22 field offices.

Portion of President’s Health Care Law Deemed Financially Unsustainable

Washington, D.C. – U.S. Representative Glenn ‘GT’ Thompson today voted to support H.R. 1173, the Fiscal Responsibility and Retirement Security Act, which passed the full house by a vote of 267-159.

“Sold under the guise of long-term care, the CLASS Act was designed to mask the true cost of the President’s health care reform law, with the administration now admitting the program is unsustainable,” said Rep. Thompson. “The CLASS Act is one of many costly provisions in the health care law undermining economic growth and burdening our nation’s employers with new regulations and unforeseen costs, and the Senate should follow the House’s lead and pass this repeal.”

H.R. 1173 repeals provisions of the President’s health care reform law known as the Community Living Assistance Services and Supports Act, or CLASS Act. In October, the Department of Health and Human Services acknowledged that the CLASS Act was not financially sustainable.

“It’s not just the CLASS Act, it’s the entire health care law – a burdensome network of regulations and tax hikes – that is unsustainable,” Rep. Thompson added. “That’s why we must continue our work to repeal and replace this law with commonsense reforms that lower health care costs, expand access, preserve quality, and foster economic growth.”

Born October 21, 1925, in Bradford, was a daughter of the late Archie L. and Anna Isabelle (Laughlin) Yerdon.

Mrs. Williams was a 1945 graduate St. Bernard High School. She received her Bachelor's Degree in Health and Physical Education from Ithaca State College as well as her Master's of Science in Education. She taught Physical Education at Jamestown High School in Jamestown, NY for ten years. Mrs. Williams returned to Bradford where she taught Physical Education at Floyd C. Fretz Junior High School. She served as a guidance counselor at both Floyd C. Fretz Jr. High and at Bradford Senior High and retired as a home school visitor for the Bradford Area School District.

She was a member of St. Bernard Church, a past member of the American Association of University Women, the Pennhills Club and served on the advisory board for Children & Youth Services.

Surviving is a sister, Christine L. Yerdon of Bradford, four nieces; Marcia N. Janson, Ann L. Nelson, Kathleen Y Atkins and Christine J. Adams, seven nephews; James R. Nelson, Michael Johnson, Joseph Johnson, Eric Johnson, Timothy J. Yerdon, Kevin M. Yerdon and Christopher Yerdon and several grand nieces and grand nephews.

She was preceded in death by her parents, husband, a brother, James J. Yerdon and two sisters, Gloria Johnson and Mary Elizabeth Nelson.

Family will be receiving friends, Thursday, February 2, 2012, from Noon to 1:30pm at Hollenbeck-Cahill Funeral Homes, Inc. where a prayer service will be held at 1:30pm, followed by a Mass of Christian Burial at 2:00pm in St. Bernard Church, with Rev. Raymond Gramata, pastor as Celebrant. Burial will be in St. Bernard Cemetery.

Surviving are five children; two daughters, Tina Adney and Diane Teeter both of Buffalo; three sons, Howard Manning of Cheektowaga; Thomas Barnes and James Manning both of Bolivar; two sisters, Caroline Hurd of Bradford; and Lucy Smith of Springville, NY; a brother, David Brooks of Wilmington, OH, 13 grandchildren, 11 great grandchildren and several nieces and nephews.

She was preceded in death by her parents, husband, a son, Mark Brooks, a sister and a brother.

There will be no public visitation. Private funeral services will be held at the convenience of the family.

We know about all the cases that have been reported in major PA newspapers and national media. We are looking to fill in the gaps with information from people who have been harmed but haven't had their situation covered by major media outlets. At this time, we can only use information about contamination in Pennsylvania.

While the Sierra Club does not have enough lawyers and money to help all of these people directly, we are making a great effort to ensure that information received is passed along to those who can help.

Despite My Effort!

CBS News botched its Saturday January 28th story on Dimock and hydraulic fracturing (http://www.cbsnews.com/video/watch/?id=7396742n&tag=cbsnewsMainColumnArea). Most unfortunately the story got critical facts totally wrong; more than a couple million people saw it; and I was in it!

On Friday January 20th, CBS News asked to do an interview with me about Dimock. I traveled to the CBS Harrisburg affiliate and answered from 7:30pm to 8:15pm on camera via satellite numerous questions from a CBS News producer in New York about Dimock.

We spoke about what happened in Dimock and, just as importantly, what did not happen there. Simply put, I said that gas had migrated from poor drilling to 18 water wells, but no fluids from hydraulic fracturing had returned from depth.

I walked CBS News through the testing and investigation done to conclude that gas had migrated to 18 wells, but fracking fluids had not. I stressed that Duke University's testing of the same wells also had found no fracking fluids but high methane levels.

I noted that, since the driller (Cabot) had not done pre-drill water tests in 2008, the Pennsylvania Department of Environmental Protection's investigation of the water well contamination was more difficult. I explained the various tests and steps completed that supported a finding that gas had migrated but that frack fluids had not returned from depth to contaminate water wells. I told CBS about the recent Lenox Township case involving Cabot where a pre-drilling water test had been done. In that case, there was very low methane levels prior to drilling and very high levels after drilling.

I hit hard that the problem was gas migrating and not frack fluids returning from depth. After seeing the CBS story, I might as well as have spat in a hurricane.

The CBS story starts with the exploding water tap scene from Gasland and flatly says that the Dimock wells were contaminated by fracking fluids and that the EPA has concluded so. It includes a diagram to show fracking and fluids entering the aquifer.

What about the 45 minute interview that I gave? CBS takes less than 5 seconds from it and has me saying only that "Poor drilling contaminated 18 wells."

The piece contains nothing from me saying that the problem was gas migrating and not frack fluids. Nothing from me saying that the frack fluids had not returned from depth. Nothing from me saying that hydraulic fracuring had nothing to do with the problem. Nothing from me explaining the difference between the drilling and hydraulic fracturing phases of well development. Nothing from anyone that contradicted the narrative of the story that fracking had caused contamination with chemicals and fluids of the water wells.

Instead 5 seconds of my interview are edited brutally and misleadingly to build the narrative that fracking fluids contaminated water in Dimock. As I left the affiliate's station, the cameraman for the interview asked, how I thought the interview had gone? I replied that editing would provide the answer.

While Pennsylvania's reporters like Don Gililland, Andrew Maykuth, Laura Legere, and Don Hopey often write factually accurate stories, the CBS story is an example of the national reporting about natural gas that misinforms, misleads, and misguides the public.

Public Invited to Track Progress

Harrisburg – PennDOT’s efforts to modernize and improve the way it does business – ensuring the efficient use of taxpayer dollars – are detailed on a new webpage announced today by Transportation Secretary Barry J. Schoch.

These important efforts, outlined at www.dot.state.pa.us under the heading, “Modern PennDOT,” will be updated regularly as progress continues.

“PennDOT has a long-standing tradition of continuous improvement,” Schoch said. “Now, the public can more easily track our efforts to enhance customer service, save money and deliver projects more quickly.”

Efforts to implement modernization ideas recommended by PennDOT employees started early last year. While some of the additional modernization ideas suggested last year by the Transportation Funding Advisory Commission (TFAC) will require legislative action, PennDOT is moving forward with the ones that do not. To view the advisory commission’s recommendations, visit www.tfac.pa.gov, click on final report, and then click on modernization.

Some of the many modernization efforts being worked on include:

· Continuing cooperation with the turnpike to join services and share materials and equipment;

DEP Seeks Information about Antique Medical Kit Containing Radium-226

NORRISTOWN -- The Department of Environmental Protection is asking anyone who knows the history of an antique medical kit found in a Chester County trash bin to contact the agency’s Bureau of Radiation Protection.

“The radioactive material may have been contained in the kit for more than 80 years,” Bureau Director David Allard said. “The metal box likely came from a basement, an attic or a collector’s stash. Anyone who tampered with it or stored it for a long time may have been exposed to high levels of radiation.”

The material was found Jan. 19, when a load of construction debris set off radiation alarms at Waste Management Inc.’s Norristown transfer station. The company deployed a health physicist to recover the radioactive material, identified as approximately one curie of radium-226. Exposure to one curie of radium-226 is equivalent to having more than 100 CT scans at once, and it has the potential to create skin burns within a few hours of contact.

DEP health physicists worked with Waste Management to properly evaluate and store the radium, and traced its source to a roll-off container that had come from the Hershey’s Mill retirement community in West Chester.

The radium-226 was contained in four capsules inside a small lead safe marked “Radium Chemical Co., Inc.” The safe and some antique surgical equipment were stored inside a larger, locking metal box, which had been pried open.

“Although the capsules do not appear to be leaking, we believe that someone could have had direct contact with these sources of radium-226,” Allard said. “The radioactive radium they contain is about five times the amount found in modern medical sources, and we are concerned about the health of anyone who may have handled them.”

'Gasland' Journalists Arrested At Hearing By Order Of House Republicans (UPDATES)

WASHINGTON -- In a stunning break with First Amendment policy on Capitol Hill, House Republicans directed Capitol Hill police to detain a highly regarded documentary crew that was attempting to film a Wednesday hearing on a controversial natural gas procurement practice. Republicans also denied the entrance of a credentialed ABC News news team that was attempting to film the event.

Josh Fox, director of the Academy Award-nominated documentary "Gasland" was taken into custody by Capitol Hill police this morning, along with his crew, after Republicans objected to their presence, according to Democratic sources present at the hearing. The meeting of the House Subcommittee on Energy and Environment had been taking place in room 2318 of the Rayburn building. Rep. Brad Miller (D-N.C.), the ranking Democrat on the committee, is currently seeking to secure a procedural maneuver that would allow the detained film crew to re-enter the hearing, which is open to the public. Miller's motion is not expected to succeed.

Approximately 16 officers entered the hearing room and handcuffed Fox amid audible discussions of "disorderly conduct" charges, according to Democratic sources present at the arrest. More...

PA Wilds hosts 2nd regional workshop on sustainable tourism development Event helps community ‘teams’ take local projects from vision to action

A regional conference on sustainable tourism development will be held in late April in the Pennsylvania Wilds, and organizers are encouraging communities in the region to send teams to the three-day event to help advance local projects in their areas.

“PA Wilds Spring Workshop: Connecting Nature, Economy, and Community Character,” will be held April 25-27 at the Red Fern in St. Marys.
The workshop is designed to help communities advance sustainable tourism projects that are important to them. Participants will hear from national and regional experts on topics relevant to the region, and then work as a group in a structured setting to flesh out their project ideas, budgets, and next steps.

The workshop, offered by the PA Wilds Planning Team, is similar to one the group held in 2007, which led to several successful community-driven projects in the region, from the “Trail Central” branding and trail developments in McKean County, to an impressive local, state, and federal partnership along the Clarion River that led to new directional signage and access points and camp sites along that river, new water trail maps, and to improved roads and public restrooms along the river corridor.

“Residents know best what projects have potential in their areas, but it is sometimes hard to find the time or opportunity to get the right people around the table to advance these good ideas,” said Planning Team Chair Dan Glotz. “The PA Wilds Spring Workshop is a great opportunity to finally get that team together and drill down to the nuts and bolts of how to get your project done. It’s also a great opportunity to network – with national and regional experts and potential funders, and with teams from other communities in the region who have dealt with challenges similar to your own.”

This year, conference organizers will be accepting six to eight teams from across the PA Wilds. The strongest teams will have five to seven people from a variety of backgrounds – small business owners, public lands managers, municipal officials, heritage and tourism professionals and community activists – who together bring a wide range of skill sets and knowledge to the table to help push projects forward. A passion for the work is a must.

An escapee from the Tioga County Prison in Pennslvania was captured yesterday afternoon shortly after 5:15 in the Village of Dansville after he reportedly walked away from a work detail near the prison.

State Police in Wayland say Jeffrey Blair, 22, was caught after an Investigator spotted a stolen vehicle that was heading northbound on I-390. The vehicle was stopped by marked units after it pulled off the interstate and into the Dansville Village Mart gas station in the Village of Dansville. The operator of the vehicle, Britian L. Renovo – A temporary lane restriction and full closure will be in place Feb. 8 on Route 120, near Bucktail State Park in Clinton County. The restriction and closure is necessary to mobilize equipment and remove a large tree along the rocky hillside. The Route 120 work zone is east of the Cameron County line, near Bucktail State Park.

The northbound lane will be closed at daylight, with a full roadway closure expected 11 a.m. to 2 p.m. Drivers will need to choose an alternate route. Emergency services and school buses will be accommodated through the site. All work is weather dependent.

Motorists should be alert for flaggers and signage along the roadway during the lane restriction and closure.

Emporium Borough Police say that 43 year-old James Geelen of Emporium allegedly took the money over a period of a year through illegal use of the club's credit card and checking account.

Geelen is facing several charges, including, theft by deception, forgery and theft by failing to make required disposition of funds received. Moose officials say the club has closed it's doors because of heavy losses, which includes the embezzlement of funds.

She was employed for 5 years as a tube tester by Sylvania Electric in Emporium before she was married. Later she served as Gibson Township TaxCollector for 50 years and was Secretary for both GroveTownship and Gibson Townshipfor many years. She was also an Avonrepresentative for 10 years.

In 2007 she was the recipient of theNational Weather Service John Campanius Holm Award and was recognized by the agency for over 30 years of dedication and outstanding service in the Cooperative Weather Observers Program.

Mrs. Woomer was a Minister of Music and a member of the Sinnemahoning United MethodistChurch where she was thepianist for many years, a member of the Ladies Auxiliary, and served as Treasurer. She was also active in local politics and was a DemocraticCommittee Person.

Survivors include: two sons, Emerson K. Woomer of Sinnemahoning and Allen A. Woomer of Tionesta; one daughter, Mrs. Reed (Lisa) Moritz of Pleasantville; seven grandchildren; and four great grandchildren.

She was predeceased by 2 sons, Neil Woomer in 1998 and Clark Woomer in2011 and two brothers, Keith Fulton in 1978 and Neil Fulton in 1984.

Friends will be received in the Sinnemahoning United Methodist Church,Friday, February 3, from 10 until 11 a.m. at which time Funeral & Committal Services will be held with the Rev. Timothy Rogers officiating.

Burial will be in Crum Cemetery, Sinnemahoning.

DCNR Invites Students to Apply for Summer Environmental Careers Camp

HARRISBURG- Young Pennsylvanians interested in pursuing environmental careers are invited to apply by April 1 for the Department of Conservation and Natural Resources' summer residential camp, DCNR Secretary Richard Allan said today.

"Now entering its tenth year, the Exploring Careers Outdoors Camp has become one of DCNR's strongest success stories," said Allan. "We've successfully worked with scores of young people to hone their awareness of the natural world and the variety of related careers available to them."

The six-day camp will begin Sunday, July 8, at Kirby Episcopal House and Chapel, Glen Summit, Luzerne County. The camp is near Nescopeck State Park and about 10 miles south of Wilkes-Barre.

"Many DCNR staffers have supported this camp effort," Allan said. "Past campers have come from small towns and large cities, forming a unique pool of intelligence, spirit and commitment to environmental improvement."

The camp will introduce 20 to 25 students in grades 10-12 to conservation and environmental careers, and encourage their pursuit. From wildlife conservation projects and stream sampling of aquatic life, to forestry skills, daily activities will offer students a hands-on, team-building learning experience in an outdoor setting.

Participants are exposed to a wide range of career experiences, including water quality assessments, geology field studies, and overnight camping experiences. They will also meet conservation professionals to learn about career opportunities.

Offered free of charge, the instruction and daily activities will be overseen by specialists and officials of DCNR's bureaus of state parks, forestry, and topographic and geologic survey. After the camp, attendees will have a chance to seek internships, mentoring and job-shadowing positions, and can potentially return as future camp leaders.

BRADFORD, Pa. – The University of Pittsburgh at Bradford will hold a variety of events during February in recognition of Black History Month, ranging from open mic night to the annual Cultural Festival.

The events are sponsored by the Black History Month committee, which wanted to increase its offerings this year and emphasize the education of students, faculty and staff about African-Americans and their accomplishments. The public is invited to the following events.

Events kick off with a cultural dinner in the dining hall on Feb. 1 that will feature a soul food menu developed by the African-American Student Union, music by black artists and informational posters about famous and influential black Americans.

Dinner is from 5 to 7 p.m. in the KOA Dining Hall and costs $8.60.

Dr. Richard G. Frederick, professor of history, will discuss the “International Sweethearts of Rhythm” at 7 p.m. on Monday, February 6, in the Mukaiyama Room of the Frame-Westerberg Commons. It is free and open to the public.
“The International Sweethearts of Rhythm began as a girls’ amateur swing band that was sent out by a small, African-American school in rural Mississippi to raise money for the school to stay open,” Frederick said. “To the surprise of everyone, they became a nationally famous, very professional all-girls’ band which played in all the big venues of the early ’40s, entertained the troops during World War II, and travelled overseas at the end of the war.”
The event is sponsored by the History/Political Science Club.

On Feb. 11, the SUNY Cortland Gospel Choir will perform at 6:30 p.m. in the Bromeley Family Theater of Blaisdell Hall. The choir is a diverse group of students from throughout New York state and is part of the Cortland African American Studies Program. The performance is part of the university’s Spectrum Series.

On Feb. 16, students are encouraged to bring poetry, stories, music or other talents to open mic night from 7:30 to 9 p.m. in Harriett B. Wick Chapel.

The entire campus community will celebrate its diversity at the popular annual One World Cultural Festival from 6:30 to 9:30 p.m. Feb. 25 in the Frame-Westerberg Commons. Those attending are asked to bring a dish to share, preferably one from their culture.

On Feb. 28, spoken-word artist Asia Samson brings The Asia Project to Pitt-Bradford from 9 to 11 p.m. in the Mukaiyama University Room of the Frame-Westerberg Commons.

HARRISBURG, Pa.– At its 100th quarterly business meeting held today, the Pennsylvania Fish and Boat Commission (PFBC) approved several property transactions, finalized new regulations for Lake Erie, and awarded two grants for projects on the Lehigh and Susquehanna rivers.

Commissioners voted to purchase for $4,000 a public fishing access and conservation easement along Fishing Creek, a popular trout fishery located in the Upper Susquehanna-Lackawanna watershed. The easement area is located on property owned by the Fishing Creek Sportsmen’s Association and consists of approximately 210 linear feet on one side of Fishing Creek along State Route 487 in Fishing Creek Township, Columbia County. The acquisition also includes an additional easement for a footpath and parking area to ensure access to the fishing easement area.

“Public fishing access to Fishing Creek has been limited,” said PFBC Executive Director John Arway, who noted that improving access to the area is a specific goal in Pennsylvania’s Fishing and Boating Access Strategy, a collaborative effort among PFBC and partner organizations that the agency is using to help guide its decision making. “Fishing Creek receives trout stockings in this area, so this acquisition will provide greater public access to these fishing opportunities.”

Commissioners also approved an exchange of property rights at Rose Valley Lake, a PFBC-owned lake in Gamble Township, Lycoming County. As part of the transaction, the PFBC will grant an easement that expands the width of an existing road access across PFBC property that provides access to an adjoining private property. In return, the PFBC will receive from the private property owner a one-acre tract adjacent to the PFBC’s property, a conservation easement which will limit development on the adjacent property and a one-time $15,000 payment. Because the PFBC’s property was originally purchased under a state funding program called the Project 70 Land Acquisition and Borrowing Act, the exchange must be approved by the General Assembly.

In addition to the regular business meeting, the PFBC hosted a free program on Monday evening to celebrate the Commonwealth’s fly-fishing heritage. Approximately 130 people turned out to meet the leaders of Pennsylvania's fly-fishing tradition and watch them demonstrate fly patterns made famous on Commonwealth waters.

During the program, Executive Director Arway formally recognized the Cumberland Valley TU Chapter for receiving the prestigious Gold Trout Award for 2011. The award is given annually to only one of about 400 national TU chapters in recognition for its work.

In other formal action today, Commissioners:

Adopted new regulations establishing adaptive creel limits for walleye and yellow perch based on the annual quotas established by the Lake Erie Committee, which consists of fisheries managers from Pa., Ohio, N.Y., Michigan and Ontario, Canada. Under the new regulation, the PFBC will set daily creel limits for these species by April 15 each year.

Adopted new regulations establishing a Lake Erie cast net permit for the harvest of emerald shiners and spottail shiners, which are popular baitfish. The $10 permit allows anglers to harvest a combined daily creel limit of 200 emerald shiners and spottail shiners.

Adopted amendments to regulations which increase the number of commercial seine licenses from 10 to 40.

Approved the publication of a notice of proposed rulemaking to apply catch and release regulations on American shad on the Lehigh River upstream of the first dam in Easton and its tributaries and on the Schuylkill River upstream from the I-95 Bridge and its tributaries.
Approved a grant not to exceed $270,000 to the Wildlands Conservancy for water trail and access area development along the Lehigh River in Carbon, Northampton and Lehigh counties.

The grant will be used to rebuild the boat launch and expand the parking area at the Walnutport access in Walnutport, Northampton County; to construct a parking area and a concrete boat launch a the Treichler’s Bridge access in North Whitehall Township, Lehigh County; and to install new signs along the Lehigh River Water Trail. Walnutport Borough, the conservancy and the state Department of Conservation and Natural Resources also are providing funding to the project.

Approved a grant of $75,000 for 2012 to the Alliance for the Chesapeake Bay to assist with the operation of the west fish lift at the Conowingo Dam on the Susquehanna River.

Approved a grant from the Erie Access Improvement Program not to exceed $210,000 to the Erie-Western Pennsylvania Port Authority for the construction of a fishing platform at Liberty Park on the shores of Lake Erie in the City of Erie. The total cost of the project is approximately $747,000. The PFBC previously provided grants of $168,500 to the authority. The balance is being funded by the authority ($150,000), and grants from the SONS of Lake Erie ($43,500), the Department of Conservation and Natural Resources ($100,000), and the Department of Environmental Protection and the Coastal Zone Management Program ($75,000).

Entered into a non-surface use oil and gas cooperative agreement with Range Resources Appalachia, LLC, for the development of oil and natural gas at the Commission’s Dutch Fork Lake property in Donegal Township, Washington County. Range Resources has offered the Commission a non-surface use agreement that includes a five-year primary term, a $3,800 per acre up-front bonus payment of $2,236,680 and an initial royalty rate of 18%. The bonus payment and all royalties will be deposited into the Fish Fund where they will be used to fund efforts to revitalize and repair Commonwealth-owned high hazard dams managed by the Commission.

PITT IMPROVERS’ ‘BEYOND FUNNY’ SHOW TO BENEFIT TVTA, CARE

BRADFORD, Pa. – The fourth annual “Beyond Funny” improvisational comedy show by the University of Pittsburgh at Bradford’s Pitt Improvers will raise money to benefit the Tuna Valley Trail Association and CARE for Children.

The family-friendly show will take place at 7:30 p.m. Feb. 10 in the Bromeley Family Theater in Blaisdell Hall at Pitt-Bradford. Adult tickets are $5, and students and children are free. Tickets will be available at the door.

Performers in the student improv troupe will create scenes on the spot based on suggestions from the audience. Last year’s show raised more than $1,000 for three Bradford-area nonprofit organizations.

Kristin Asinger, Improvers advisor and visiting instructor of sports medicine, said that each year, the Improvers choose one to three organizations to be involved in the show.

“The Tuna Valley Trail Association has made such an impact on our community for hikers, cross-country skiers and cyclists,” Asinger said of choosing the TVTA. “CARE for Children worked with us last year, and we wanted them to benefit again because they are in the process of building a new facility.”

Just last month National Fuel announced that it would be increasing its price – but today the company has announced a decrease in pricing.

Effective tomorrow the bill of a typical residential customer will go from $85 a month to $77 a month.

Nancy Taylor of National Fuel says continued decreases in the market price of natural gas due, in part, to increasing Marcellus Shale gas production, makes this quarterly adjustment possible.

In a state-required annual filing, National Fuel forecasted a 10.2 percent increase that would have been effective in August. That forecast was based on information developed in December.

She was born October 13, 1916 in DuBois a daughter of the late William E. and Dorothy Brissee Droney.

She was married to the late George F. Hornung. Her first husband was William Caseino who died in 1948. Mrs. Hornung graduated from SS. Cosmas and Damian Catholic Church, Punxsutawney. She retired from Sylvania in 1979 where she had worked for many years. She was a member of St. Mark Catholic Church.

"The divorce rate rises and falls from year to year with a hovering percentage rate in the upper 40's, but divorce is more than a statistical fact," Open Arms Pastor Mike McAvoy. "It involves people and it hurts, and leaves people with some tough questions about life, about love, and about God"

Open Arms frequently addresses relationship issues during their talks on Sunday mornings, in an effort to strengthen marriages and spare people some of the pain of divorce, "God has a plan to take this broken situation and do something amazing and beautiful with it, if we let him," says McAvoy.

The church invites not only divorced people to the four part series. "With statistics being what they are, chances are good that we all know someone who is struggling with the hurt of divorce. Even if your marriage is in good shape, or if you are single, you may need to be there to help a friend through their struggle."

Christine Marie Deyoe, 54, of 4 Hyde Road, Shinglehouse, PA, was charged by Trooper Derrick Watters of the Pennsylvania State Police after Deyoe allegedly pointed a rifle at a 58 year old man and pulled the trigger twice.

The rifle did not discharge either time.

Deyoe was arraigned and jailed pending a preliminary hearing.

Three separate burglaries in Cameron County are under investigation by State Police at Emporium.

On January 18, 2012 at about 7:00 am, an unknown actor entered a known victim's residence on Four Mile Road in Shippen Township and removed prescription medications. Trooper Heim is the investigator.

Between November 22 and January 23, 2012, Unknown actor(s) damaged a screen window on the west side of camp owned by Richard D. Valasek of Cadogan, PA, that is located on East Hicks Run Road in Gibson Township. The actor(s) then used an unknown object to pry open a window located on the north side of the camp, entered through the window, rummaged through the camp and fled the scene. Damage was approximately $125.00. Trooper Barnes is the investigator.

Between December 22 and December 27, 2011, Unknown actor gained entry into a cabin at 96 Eva's Way in Grove Township owned by Thomas McBeth of Ruff's Dale, PA. Once inside, the actor made numerous phone calls utilizing the victim's phone. Loss was estimated at $8.26.

PITT-BRADFORD PRESENTS SERIES OF CLASSES ON ALZHEIMER’S DISEASE

BRADFORD, Pa. – The University of Pittsburgh at Bradford Division of Continuing Education and Regional Development will hold a four-part Alzheimer’s disease series starting Wednesday, Feb. 8, in downtown Bradford.

Jill L. Oliver, speech language pathologist at the Bradford manor, and Debbie McKee, director of activities at Sweden Valley manor of Coudersport, will lead the sessions. They have expertise in behavior management, dementia care and working with the older population.

Each session takes place from 6:30 to 8:30 p.m. in the sixth-floor conference room of the Seneca Building at 2 Main St., and the cost is $15 per person for each session. Those who attend all four sessions can pay $50 for the series to save $10.

The first session, “Preparation for the Alzheimer’s Journey,” will be held Wednesday, Feb. 8. Oliver and McKee will look at challenges facing those with early stages of dementia. The instructors will also give advice on a daily routine and how to develop a strong support system. The instructors will also use American Medical Association statistics to trace the anatomical changes as the disease progresses.

The second session, “Empowerment for Success during the Early to Middle Stages of Dementia,” will take place on Wednesday, February 22. Oliver and McKee will explore strategies for coping with difficult behavior associated with Alzheimer’s. They will also discuss the anatomical changes that affect behaviors and communication.

The third session, “Exploring Home Care, Nursing Home Placement and the Special Care Unit,” will be held Wednesday, March 7. The instructors will cover finding a facility for a loved one. How to make visits more meaningful when visiting a person with dementia will also be discussed.

The fourth session, “Who Cares for the Caregiver?” will take place Wednesday, March 21. Oliver and McKee will discuss help for those who have been the support system. They will also cover how to cope after a loved one passes.

PITT-BRADFORD’S FREDERICK TO SPEAK ON GIRLS’ SWING BAND FOR BLACK HISTORY MONTH

BRADFORD, Pa. -- Dr. Richard G. Frederick, professor of history at the University of Pittsburgh at Bradford, will discuss the “International Sweethearts of Rhythm” as part of Black History Month activities.

The event, sponsored by the university’s History-Political Science Club, will take place at 7 p.m. on Monday, February 6, in the Mukaiyama Room of the Frame-Westerberg Commons. It is free and open to the public.

“The International Sweethearts of Rhythm began as a girls’ amateur swing band that was sent out by a small, African-American school in rural Mississippi to raise money for the school to stay open,” Frederick said. “To the surprise of everyone, they became a nationally-famous, very professional all-girls’ band which played in all the big venues of the early ’40s, entertained the troops during World War II, and travelled overseas at the end of the war.”

Frederick explains that the band was originally formed by the founder of the Piney Woods School, Laurence C. Jones, who followed in the footsteps of Booker T. Washington in providing education to poor blacks in the South.

“The story of the Sweethearts is largely the story of Laurence Jones and the Piney Woods School,” Frederick said, “and it’s a great story, though one that’s not very well known.”

Frederick has taught at Pitt-Bradford since 1979, when he received his doctorate in history from Penn State. A native of Indiana, he received his A.B. from Indiana University and M.A. from St. Mary’s of Texas. He has published books on Warren G. Harding, Ellis Island, and William Howard Taft, as well as co-authoring a work on theoretical concepts in biology.

“We’re happy to have Dr. Frederick talking on this subject,” said Michael Morrison, a Senior History-Political Science major who is President of the History-Political Science Club. “Education for African-Americans in the post-Reconstruction South is an interesting topic and this should be an exciting way to approach it.”

Harrisburg – The Pennsylvania State Police and the Beaver County District Attorney’s Office today announced the arrest of a Bridgewater man who is charged in the 1979 strangling death of Catherine Janet Walsh.

Gregory Scott Hopkins, 65, was arrested by state police on Sunday and charged with criminal homicide. He is being held at the Beaver County jail.

“I extend my sincere condolences to Catherine’s father, Mr. Caltury, her family and friends during this difficult time,” State Police Commissioner Frank Noonan said. “I’m very hopeful that this arrest will give the family some relief, knowing that a suspect has been charged with this unsolved murder.”

Walsh’s father discovered his 23-year-old daughter’s body when he went to her Monaca home on Sept. 1, 1979.

State police and the Monaca Borough Police Department began investigating, identifying Hopkins at the time as a possible suspect. Numerous items of evidence were sent to the State Police Crime Laboratory for processing during the entire course of the investigation. However, investigators were unable to generate enough evidence against Hopkins to make an arrest.

In late 2010, investigators resubmitted various items of evidence collected in connection with the case to the Pennsylvania State Police Greensburg Regional Crime Laboratory for forensic analysis. The lab concluded earlier this month that a sample taken from Hopkins positively matched evidence found at the scene.

“The purpose of resubmitting these items was to have the evidence examined using methods and technology that were not available to investigators in 1979,” Noonan said. “We are extremely pleased that justice is finally being served for Catherine. It shows the tenacity of the investigators involved and the staff at the State Police Crime Laboratory.

“Invaluable assistance from the Beaver County District Attorney’s Office was instrumental in the success of this investigation and the subsequent arrest of Hopkins,” said Noonan.

No Injuries In Shippen Township Crash On Gardeau Road

An Emporium man and his passenger were both wearing seat belts and were not injured when their 2001 Ford Escape crashed into a mailbox post on icy Gardeau Road, 2.2 miles west of Rt. 155 on Saturday at 10:10 pm.

Paul T. Griffith, 16, of Emporium, PA was traveling west on Gardeau Road lost control of the vehicle on the slippery roadway, traveled across the opposite side of the roadway and struck a mailbox post on the opposite side of the road.

Neither Griffith or his passenger Robert Banks, 19, of Emporium was injured.

Trooper Michael W. Smith said no charges were placed.

Route 14 bridge maintenance project in Bradford County this week

Starting tomorrow, a PennDOT bridge crew will begin several days of maintenance work on a structure in Columbia Township.

Traffic will be restricted to a single lane at the Route 14 bridge over Wolf Creek, just south of Coryland Road.

The lane closure will be in effect from approximately 8 a.m. to 4:30 p.m. daily through Friday.

Traffic will be alternated through the work zone.

Motorists may expect minor delays as they travel through the project area.

The bridge crew will repair one of the bridge joints on the deck.

PennDOT anticipates having both lanes reopened during the overnight period, however, if emergency conditions develop, a self-regulating stop sign lane closure may be used until the lane can be safely reopened.

Minor Injuries In Rt. 120 Crash On January 20

An Emporium woman and her passenger sustained only minor injuries in a crash on January 20, 2012 at 1:46 am on Route 120 in Shippen Township.

Jody L. Wiltrout, 27, and her passenger, Dennis M. Cressley, 52, both of Emporium, PA, were assisted at the scene by Emporium Ambulance but were not transported for their injuries.

Wiltrout was arrested for DUI and Driving Vehicle At Safe Speed.

Trooper Craig D. Heim, who investigated, said the crash occurred as Wiltrout was driving a 2006 Ford Ranger west on snow covered SR 120. She lost control of the pickup and it traveled off the south side of the roadway and struck a utility pole before going over an embankment.
