Former Inmate Files Suit In Loss Of Leg

WILLIAMSPORT - A former Clinton County inmate claims a lack of medical treatment at the county prison contributed to the surgical removal of her leg and is suing the prison warden and county government.

The suit, filed on behalf of Patricia Kulp, 33, formerly of Loganton, names Warden Tom Duran in his official capacity and Clinton County government, as the operator, financial authority and administrator of the prison.

The civil rights complaint was submitted in late June in U.S. District Court in Williamsport by Kulp's attorney Joseph F. Orso III.

In the civil action, Kulp suggests the "harsh condition of confinement" and "deliberate indifference" to her serious medical needs violated her constitutional rights, and is asking for damages in excess of $100,000. More from Lock Haven Express.....
