It's Time For Change In Potter County

An editorial by James Jones
Ulysses Township Board of Supervisors tonight passed the proposed wind energy ordinance following an extended period of public comment.

Supervisors Gene Kosa, Earl Jordan and newly appointed Claude Seely unanimously passed the ordinance as circulated, in a draft, earlier this month, thus superseding the proposed Potter County wind ordinance written by the Commissioners.

Ulysses Township joins Homer and Hebron townships, who earlier this year, exercised their authority and passed their own industrial wind energy ordinances.

Sweden and Eulalia townships are considering local ordinances. A legal notice is published in this week's Potter Leader-Enterprise announcing a proposed ordinance vote for Eulalia Township.

It is obvious that the townships of Potter County feel they are more qualified to adopt these ordinances than the County Commissioners.

At this point in time, as a Potter County taxpayer, I would urge the County Commissioners to abandon their efforts to enact a wind ordinance, spend no more of our tax money on it's implementation, and let the Townships of Potter County take responsibility for enacting their own rules. If there are lawsuits as a result, it would be up to the townships to defend them, thereby not costing the county any legal costs.

It's time for the Commissioners to spend their time on productive projects, like figuring out how to pay the bills without having to raise taxes through the roof. Leaders from the state and other area counties are looking at projected shortfalls in revenue and trying to figure out where to cut expenses to avoid bankruptcy.

The Commissioners inherited another building from the former board. The former board of Commissioners had planned on consolidating county operations and renting out the Roulette building. Plans have changed, and we have just added another building to the mix, and the proposed savings the former board planned, don't seem to be there. All we have done is make government bigger and more expensive, hired more people, and people to supervise the new people. Where does it end?

On the other hand, I salute Paul Heimel and the Potter County Today website he started for the Commisioners to disseminate county news. It is an excellent venue to pass out county news to the press, employees, and the public. Paul is an experienced writer, and can turn out the articles in only a few minutes of his time. It would be more responsive if it allowed comments, but then they would get nothing else done by the time they read them all.

And while we're at it. Before the Commissioners get too involved in developing and proposing zoning laws for Potter County, lets let them know how we feel about more regulation. The Z word needs to be left where it is, at the end of the alphabet. If the Commissioners think that people want zoning in Potter County, they are talking to the wrong people.

What we need in Potter County is JOBS. If they want to do something worthwhile, then get out there and find some companies that want to come here with JOBS. Decent JOBS. It's a beautiful place to live, but people need JOBS to pay the bills. All three Commissioners have experience in attracting jobs to the area....spend your time where it COUNTS!! We need more JOBS, not more expenses.

here with your editorial. take it from someone who lived in Potter County all his life but had to leave to find jobs . If there was a decent paying job in the area we would never have left our home in Austin,that we have worked to make it what we wanted with flower beds landscaping, to move to another area to start over at a time in life that we were getting to really
looking forward to retirement and
relaxing, but had to move to get a decent job. I hope they listen to your article and really work on jobs , but not more like Empereon that is nothing but a big joke.

If many of us who love Cherry Springs are that much wrong, then it is logical to assume that we wouldn't have anything to stand on.

What makes Cherry Springs Dark Sky Park & Preserve so very special is that it is AWAY from large cities,and stuck in the middle of state gamelands and forests.

Now, some of you may think that this is just "a lot of hooey" or something worse.

If we don't have anything to stand on then you may just want to check out the ...

That's a pretty strong statement.
The commissioners have been very accessible to the public through town meetings, almost weekly meetings & email.
In my opinion the board of commissioners have tried to receive input to do what thay were elected to do-follow the wishes of those they represent.
Now with the results in from Homer, Hebron & Ulysses townships it is clear which way the wind blows. Let Doug, Paul, Susan accept the results and get on with county business.

The "Z" word though needs to move forward or just as surely the county will move backward.

It is obvious the township supervisors are doing what the majority of their residents want, so yes, they are more qualified than the "team". I lost a lot of faith in our county "dream team" when they 2x or more the state regs on windmills. Don't be shocked when more townships adopt their own regulations if the county continues down this path of ridiculous restrictions.

Yes, the local officials ARE more qualified than the County Commissions when it comes to the wind energy issue. The three Ulysses Twp supervisors have been studying this issue far longer than the commissioners. Wind energy was first proposed for Ulysses Twp about 7-8 years ago. This is NOT a new issue here by any stretch of the imagination. What is new is the handful of self proclaimed "Know it alls" that have popped up against this project and the jobs that it will bring to the area. I for one hope someone erects a sign in downtown Ulysses so that once this project starts they know where NOT to go to eat at lunch time. I commend all 3 of the Ulysses Twp supervisors for having the guts to stand up for what they feel is right for THEIR community and moving forward.

I was at the meeting last night and there was nothing different or new from any of the meetings before. There was the same small group of whiny outspoken problem children that have been fighting this for the last 2 years. They even brought in someone from the far side of Tioga County that had the guts to question the legality of the board. But when he was questioned if he had property or family in the Twp, or even the county, the answer was no. So, just what was his purpose in being there and who made him aware of the meeting? Particularly since according to Mr. Miller and Mr. Kear that most people in the Twp probably didn't even know about the meeting. Well, I read the paper, I knew about the meeting. Perhaps these people should become more involved in their local government and go the Twp meetings. One woman spoke and stated she had been going to Twp meetings for years but yet I had never seen her at any of the ones I have been to.

You are right Jim, it is time for a change in Potter County. It is time for the commissioners to start working on bringing good quality good paying jobs to the area. Its time for the back room politics and contract making to stop. Its time that we consolidate ALL non-court related county offices into the new annex. Dickenson Mental Health and IU 9 could have just as easily rented the building in Roulette and we could have move those county offices to the annex where they belong. And troubled youth have no place being in what should be a SECURE county building on a daily basis. This BS needs to stop NOW!

It would be interesting to know what county funds and time have been spent on this project, that are obviously going to be wasted.
In fact, take it a step further, I would like to see the county and local governments put their checkbook on line for all to see. There is a lot of spending that goes through un-noticed when there is no easy way to observe, unless you are able to go and ask for the numbers.

Alaska did it with their checkbook, why can't we, and rein in some of this spending.

Jobs? Money? We are fools if we live in Potter County for the money. The money simply is not here. The 2-3-4 hour drive to commercial cities is an obstacle that this county will always have to face, but I'm sure with a concerted effort of health insurance reform and small business support that this county's job market will improve.

Now, why do people willingly move to Potter County to live? Why do they drive 4-5 hours to visit Potter County and keep coming back?

It's not for the money.. It's to pull the beautiful mountains, wandering streams, wide open skies, and natural forests into their lives. It's to find that unique place where there is silence interrupted only by the sounds of nature.. These precious, invaluable assets are Potter County and they are why I live, work and have raised my kids here.

Potter County is exceptional and I want to thank the Potter County Commissioners for taking the time to thoroughly study the wind issue and for treating Potter County as an exception.

The commissioners have the responsibilty to protect Potter County's precious assets as well as the health and welfare of its residences. The commissioners proposed ordinance is written accordingly, but also with respect to individual landowners rights. As I understand, within the proposed ordinance, individual involved landowners(which can include neighboring land owners) can sign a waiver to relieve the setback and noise restrictions of the ordinance. I believe the commissioners proposed ordinance specifically puts the power in the hands of the landowners, rather than the power in the hands of the township supervisors, whom the individual land owner may or may not agree with.

To the last poster that says we are fools for living here in Potter County if we are here for the money. You are right on a couple points. I am not going to get paid here what I would in a city nor do I expect to. And I do live here, and hope to remain here, because of the general makeup of the area. BUT..... we need to move forward and have employment here and a reason other than tourism and pretty colored leaves for people to stay.

If we continue on the path the county is on where the only employment is a county job then who is going to get this place going? All of the "outsiders" that are moving here for the pretty landscape aren't going to provide the jobs for our young people and give them a reason to stay. Don't like the way things are headed here, then go back to New York and Philadelphia we don't need you here. The people of this county did just fine for the last 150 years without you and we will continue on if you are here or not.

Lighting design is real easy.
All you have to do is to direct the light...

DOWN WHERE YOU NEED IT....


Not difficult.

Strobe lights on the other hand are made to direct light in all directions and are located on towers above 200 ft tall.

And yes, there are electronic..radar detecting instrumentation that can be installed onto these units to turn on the strobe lights when an aircraft is in approach and turn them off when it is receding.
The same instrumentation is used to turn off the rotating blades in case of a flock of birds is approaching and restarting it when the flock recedes.

Instead of bellyaching about those Cherry Springs advocates why don't you...

DO SOME RESEARCH?

Go to the LIBRARY and look at the NOVEMBER ISSUE OF NATIONAL GEOGRAPHIC!

In response to Mr. Healy's comment. I am the "know it all" from the far side of Tioga County you met at the Ulyssys Township Supervisor's meeting last night.
You not only don't know much about the very limited amount of low paying permanent jobs supplied by wind facilities ,you also have a very short memory [or the childike ability to remember only what you want to remember].When cofronted as to why I was there I gave a very detailed and proper response.If you don't remember it ,well that is your problem, isn't it.
As far as the Ulyssys Township Supervisors knowing how to handle their township better than the County Commissioners I would partially agree with you . They seem,to me ,to know how to handle things to benefit their crony "farmen" buddies at the expense of everyone else in the township. The meeting last night was a farce,those who spoke out in favor of the wind project were mostly lease holders who will profit greatly from a wind project,again at everyone else's expense.The negligence,audacity, and down right rudeness of the supervisors gave anyone with intellegence the feeing that these 3 officials need to be replaced with people of average intellegence that posess some degree of rationality and class.And, by the way.Yes ,I had the guts to question the validity of the Board of Township Supervisors and I also have the guts,and determination,to tear this alleged "ordinance"to legal shreds,and am resolved to do just that,in part urged on by comments like the ones you posted.So, lease holders in Ulyssys Township,don't start counting your "windfall"money yet.You may just have to keep working for the rest of your lives like everyone else.

I was invited to attend last nights Meeting by my friends from Save God's County.Although I'm not a resident but this was a PUBLIC MEETING!Mr.Kosa actions were that of the old Zarest Russia!Welcome to America Mr. Kosa!
Even after he was informed that the Ordinance he was about to pass contained numerous legal defiecentcies he went ahead and the board passed it anyway.
It was interesting to see Mr.David Smith.I thought Ulysses Twp. was so poor.At $150.00 to $200.00 an hour where is the money coming from to pay a lawyer who's fee for last night alone would have been in access of $700.00.Yet the township had the ordasity to charge residents $5.00 for a copy of the Ordinance.Why could this fee not be taken from the townships general fund?
I have attended 100's of municiple meeting and I must say this one was the most ignorant of the law.
So how much will it cost the township when they are sued for say abuse of power or maybe negligence?

With the crash of all the financial institutions and the cost of the government bail out, the wind companies have lost their monetary "incentives" at least for the time being. Hopefully they will get tired of waiting for their incentives to get reinstated and go somewhere else. Production in Belmont NY has ended for the time being due to the banking financial crisis.

I was at the meeting and could not agree more with what Mr. Healy had to offer and add to the discussion. I can hear the wood pallet plant each and every night as Mr. Healy stated he does but ya know what I agree with him 100%, why bitch about it as it provides jobs! I can hear airplanes and tractor trailers as well, just gald I can hear I guess!

While SGC people were rude and shouting at the 3 board members there were some very respectful people that raised a lot of good issues and answered a lot of questions. But SGC people were not the respectful people that were there!

And as far as these people from Lycoming Co., Sweden Twp., Tioga County and the list goes on...YOU should have all THANKED the board and Mr. Gene Kosa for allowing you to even speak since you do not own land in Ulysses twp or pay taxes there! As far as calling Jim Hoopes a kingpin and telling him to go back home...HE IS HOME, get a grip and deal with it! Mr. Hoopes has lived in Potter County for 27 years, raised a very nice family and worked HIS land hard each and every season to have what he has so get off it!

Mr. Barnett informed all present that maybe they should deal with noise on a daily basis like he does. He has allowed people to use HIS land with dirt bikes, 4 wheelers and snowmobiles and they all make noise. He has done his part as has his family for 3 generations, could you give this man atleast one ounce of respect?
If I were Mr. Barnett I would block off my land and tell them all to pound salt!

Art Kear stood at the meeting last night and yelled and pointed at Mr. Barnett and Mr. Hoopes and asked Mr. Kosa if he was afraid of these men?! Hate to tell you Mr. Kear but you came across as a mad man last night...not very impressive! And even implied that Mr. Kosa was being bribed by AES, boy that takes either alot of nerve or no brains.

It seems to me that the "Money for me" greedy land owners statements by SGC along with the safey, health and welfare was not at the top of the list as much as MONEY...demanding to know how much and in what form was to be coming to the twp. by SGC locals.

Mr. Kosa explained that the twp. will receive $300 per turbine located in the township. Do the math, that could add up to quit a large sum of money needed to keep your roads and bridges safe. AND by enacting their own ordinance the twp. will be receiving the money and it will not all be going to the county's "dream team" to piss away on dreampt up paid positions!

Good job Ulysses twp. board you have atleast given your tax payers a base to start with, that is more that the county has received by our commissioners!

Everyone ought to welcomed with open arms, especially capable and able people who contribute so much to our community in so many ways.

I guess this is a two way street. I seem to remember not too many months ago a pro wind lady voiced her thoughts and views on the matter and was picked apart by the SGC vultures with painful insults and vengeful stabs about a family member that passed away at a very young age and property that was sold on Fox Hill...hummm

It seems to be okay when the SGC people continue to call Jim Hoopes and his family names, IF the anti wind SGC people can not take it then they had better not keep dishing it out. And if their preformance at the Ulysses twp. meeting the other evening was not enough proof that they are a very cruel rude group of citizens, I do not know what is!

I asked my that notes to be attached to the "minutes" of the meeting, not to the "ordinance."

I've been a secretary before and know what it's like to try and take meeting minutes when people on both sides have a lot to share. I knew that Mrs. Kosa would not be able to capture everthing, so I planned in advance to leave them with a copy of my notes. If the board finds any of the information helpful, they have a printed copy to refer to, along with a list of documents from researchers all across the country.

Not everyone who is asking questions about turbine development is against the idea of wind power. Don't be so suspicious of "outsiders" - some people are only trying to help. I feel strongly that it is possible to move forward and protect people at the same time. The Ulysses ordinance does very little to protect Ulysses citizens whose lives may be compromised by living too close to operating turbines.

I have to agree with the no "Z" concept.Quit trying to -SGC- and get going with the business you were elected to do!Find something, besides star gazing and leaf watching,to worry about.Like cutting the budget and inviting some industry by giving them an incentive instead of trying to drive them away.Quit worring about what government can regulate and start worrying about finding ways to put people to work.

If we are now going to bash people for misspellings, and btw the "farmen" came directly out of your post, misspelling is yours, your wife made several spelling errors in her post:

Well if nothing else Mr. Piccolela and I do agree on one thing, if you are willing to post your $.02 worth on here, or anywhere else online for that matter, at least have the guts to stand up for your point of view what ever it is and sign your name. This is a free country and you do have the right to your opinion regardless of if I or anyone else agrees with it or not. But at least put your name to your words. The newspaper won’t print a letter to the editor without a name so sign it here too.

Now, on to a few other items….. “Mr. Healy you are a liar. The woman who spoke last evening and stated that she had been at every Supervisors meeting was at these meetings. Why does your nature have to demean a woman you do not know to puff yourself up?” Hmmmm, now let me see…. While I will contend that I certainly have not been at every Ulysses Twp meeting there has been in the last 2 years I have been to some and considering there was only maybe 5 or 6 people there and I don’t recall seeing her there, nor any of the other people that seem to think I’m a liar on the subject. Let’s see, at one meeting there was Mr. Kosa and Mrs. Kosa, Mr. Jordan and Mr. Hoopes and another gentleman who’s name I do not recall. At another meeting I was at I recall seeing Mr. Deutschlander, but I don’t recall seeing the individual in question. So, where is the lie?

Now let’s see….. this “flatlander” comment thing, well…… I don’t see where I used that word in either of my posts here. I did state at the open meeting that I was not what the “natives” of the area call a “flatlander” and I’m not. I grew up in Elk County just over a hill or two from here. I have many friends that people around here call “flatlanders” and they are some of the best people there are in this county. They are actively involved in the community and some even support the wind energy project. In general I’ve found the vast majority of people here to be nice caring people. As for my statement that the outsiders that don’t like the project don’t have to stay here….. yeah, nobody is holding a gun to their head to be here any more than I have to stay here. In fact if I leave here for any reason, its because of lack of jobs and being tired of putting up with the mindset of some of the people here not wanting to move forward in life and that is far from being isolated to this issue.

Now on this full discloser thing….. let me get this straight…… XYZ company is going to come into the county and build a facility to manufacture something and because of this the local government needs to make sure everyone looking to come into the area is made aware that this is going to happen before they place an offer to purchase property. Yeah right, whatever…… you say that was all lies…. Funny I recall reading that in the local newspaper BEFORE I bought my property in Ulysses Borough. Why didn’t I buy property in Ulysses Twp? For the same reason I didn’t buy in Coudersport Borough….. I couldn’t find what I wanted at the price I could afford. I knew about the proposed wind project (BTW this was in 2002) and quite honestly…. That was an attraction not a detraction.

“Now..since you are not a neighbor to proposed turbines nor are you a land leaser...WHAT IS YOUR DEAL? You seem to have a lot invested in this project. You've complained about needing a job..you do not leave to seek one...so what have YOU been promised?” First of all, I’ve asked for nothing and have been promised nothing. Interesting how if you aren’t directly part of this project or live directly in the immediate boundaries of it that your motives become suspect. Secondly, I am currently employed although not doing something I would really prefer to do. Would I like to get a job related to this project, you bet. But at this point I’ve not even talked to Bob White or anyone else about that possibility. And no, I haven’t left to seek employment elsewhere because my friends and family are here. I would prefer to stay here but if something doesn’t change in this county soon, I will likely join many of the other people that I use to work with that have left for a decent job and contribute to the 2000+ less people there are here to keep the place running. What I would really like to see is some funding for the local emergency services to help replace the 20 to 30 year old equipment that is currently being used. Right now your tax money only covers a portion of the bills and those of us that get up in the middle of the night to help our fellow citizens in need spend more time trying to raise the money needed to keep things running than anything else.

I have read most of these comments. My conclusion. Let's do here what we want the Presidential candidates to do-stick to the issues. Name calling will not progress either side of the wind issue. Although I admit the banter does make entertaining/amusing reading.

The NO FREE ELECTRICITY was posted to respond to rumors that are all over the County. Many people believe that there is free electricity attached to this Turbine endeavor. I don't and I have no idea where this rumor began, not saying anyone from AES started it, but someone started
it as I've heard it all over the County. Explanation here only.

To the person who posted about the wind on Fox Hill in the winter....I know it well. Very well. But we need the wind in the summer when there is the highest
need for electricity to run the air conditioners in the big cities that over use electrical power.
Winter is oddly not the heavy use time. And you cannot store wind power.

Sadly Potter County is classified by the Department of Energy as Class 2 Wind. The U.S. Department of Energy...this is valid official information. This is below the
standard recommended for Industrial Turbines.

And one other small bit of information..not that many want to be informed...the wind from turbines has been known to alter
weather patterns. That MIGHT impact the farmers and our
growing season. But few want
any facts other than what they're
fed by the lessors or Mr. White.
Independent thought it what keeps you strong..not following any leader..check it out.

Don't worry the wind turbine companies have been working on the wind storage issue too. They have been improving their wind turbines since the first model was errected. My hats off to them!
