Potter County Commissioners Choose Todd Brown New Chief Clerk

Todd Brown--New Chief Clerk

Coudersport native Todd Brown has been appointed chief clerk/director of administration by the Potter County Commissioners, effective March 9. His hiring is part of a reorganization of the county’s fiscal management, human resources and administrative functions, according to the commissioners.

Each county is required by state law to have a chief clerk, but the County Code is vague in its description of the responsibilities. A job description that is being prepared for the position will incorporate fiscal oversight/budgeting, personnel management, benefits administration and communications responsibilities.

Brown holds a masters degree in business administration from St. Bonaventure University and was employed for many years as manager of fleet services for Adelphia Communications Corp.

Most recently, he has been employed by Lock Haven University for the development of a transportation logistics training facility in Potter County. Brown has held leadership positions with Coudersport Rotary Club, Coudersport Service Club and other community organizations.

Todd's a good guy,however, were proper EEO policies followed? I'm not certain how they could have been followed unless a detailed Job Description was completed and posted prior to anyone being hired. Now that they have someone hired, it's quite easy to tailor the Job Description to an individual's experience, but that is not proper policy. Good for Todd, but questionable policy on the part of the County Commissioners.

It is an appointment and there is no requirement to post a job description and seek applicants through advertisements and Career Link. The commissioners should keep the job description flexible while they determine through experience how Mr. Brown can best serve the county. I do not see anything wrong with the procedure used. Some businesses and I'll bet some counties have whole departments set up to run Human Resources, Benefits and Finances, etc., so if they expect that Mr. Brown can manage all of those functions they might be unrealistic. So keep the job description flexible during the transition period and see how he can best be used.

At least this Board of Commissioners understands the importance of job descriptions. From what I know job descriptions weren't a priority of the former Board or the former Chief Clerk for that matter.

The Commissioners really wanted John Snyder, but the public pressure stopped that appointment. Next election Snyder will run against Heimel. As for Brown, wasn't he promoting some trucking company logistics for Potter County? It seems he knew well ahead of this announcement that he had the job. Qualifications? He ran Adelphia Vehicle Department, making his own deals and finally took pleasure going to the Rigas residence to relieve them of the vehicles which Adelphia purchased. That was fine, but he had so much pleasure doing this, laughing about taking Tim's Vet. His evil will be returned to him. Bad choice commissioners (one term)

The Dream Team of IDIOTS do it again. Lets go back to the days of Adelphia Todd and Charlie were inseparable they both turn on the Rigases for a sweet deal. It just goes to show the character of the three IDIOTS that run this County. So if you think Todd is good for all of us think again if he was he would of defended the Rigases and Adelphia and hopefully are town would still be thriving and people would still have jobs, Something The Three IDIOTS don’t want. They think tourism and the PA Wilds are going to pay the taxes. I hope they are right but I doubt it. Why hasn’t anyone asked why Todd had an office in the old schl.buldg, Was he paying rent? So do you think there was a little inside deal going on or not? People in Potter County I hope you all see the light at the next Commissioners Election

Simply ignore the 9:19 PM, 1:15 AM, & 8:26 AM posts above. For whatever reason these small-minded people have axes to grind w/ the Commissioners and/or Todd. Maybe they just don't like the change in the status-quo that's taking place with our county government.

We've needed strong leadership at the county level for a long time. I'm glad we finally have it.

I cannot believe people are still defending the Rigas'. These people are in jail and that's where they belong. Nearly 2000 people are out of jobs in Potter County because of the Rigas'. They did us no favors.

Todd is an excellent choice. Lots of integrity and good business sense. He'll be just fine and everyone there will love him.

Wow, a smart, capable person who is going to work for the county. I can see why people are upset about that.

I'm surprised good people want to be in local gov't with all the bogus junk they get bombarded with. These are individuals like you with feelings and families. I'm sure they just learn to ignore it, but wouldn't it be a lot better if we worked together to build Potter County rather than tear individuals down.

A lot of the comments on this blog in general are about wanting young people to stay here. The way some people here are treating Todd Brown makes it look we're not to supportive of young people.

It's OK to debate issues and its healthy for our community. I don't see where the misguided or clearly malicious character assassination gets us anywhere.

I'm sure this was a good move for the county. Readers if you don't know the players involved--the Commissioners and Brown, wait and see, how it works out. Don't buy any the negative garbage on here.

Go to www.abcnews.com and click on 20/20 and check out the 50 billion Bernie "Madeoff" stole from investors! John was the candy man compared to this joker who is still living in his luxury condo in NYC. Keep thinking "In Govt. we trust" and see what happens!I've said it many times before,the Rigas' were a distraction for Enron,Haliburton and Bush etc.I'm sorry to burst the Rigas haters bubble,but your govt. took down the Rigas empire and Coudersport!Although,mistakes were made by the Rigas', do you really think they intentionally meant to destroy it all!! They are upset that the county commissioners trounced the prior board of commissioners in the election. They are jealous of anyone making money from windmills or gas wells or timber on that person's own land. They are also jealous of anyone with an education, a decent resume and a job.

only time will tell if he is the right man for this job.
let's all come together as a proud community and give him the support he may need.
I'm sure this position will be difficult. if we show our support it just make the adjustment smoother for him.

oh, one more thing. remember this man has a wife and family.

job description? now listen up! all three commissioners can go to the CCAP website and find out the responsibilities of a chief clerk. i believe mr brown was in lock haven doing more than transportation logistics. perhaps a few courses in being a chief clerk. that is perfectly okay. he is a fine gentleman and truly capable of doing the job. think about it - if cora could do it then mr brown certainly can do it. mr brown's family - mother: right hand woman of rigas. father: hauled vehicles for the "fleet" department. brother: dentist who gained many patients from the adelphia dental insurance plan. mr brown ran the campaign for the commissioners. actually, he bought and paid for his position long before the election was final. the commissioners never outright stated they would replace cora - too smart to fall for that one again! the plan was in place and the mission accomplished. your so-called dream team conducts many back room deals.

who else applied? did the commissioners ever ask for people who may be interested in the position to contact them? employees of the county have observed mr brown with commissioner kefover for several months.

mr brown worked hard for this appointment - in other words he bought and paid for it. let him do the job! he too must remember that when a new board is elected he is merely an employee at will and can be replaced. do not know how he feels about that, but can almost guarantee that, whether it is ethical or not, he certainly will be campaigning for the so-called dream team.

i do not agree that most negative comments are based on disgruntled people being disappointed with the election results. i do believe that there are people who actually know what is going on inside the courthouse and tell all.

now that some professionalism is being brought in to the chief clerk's position, why not do the same for in the tax assessment office, voter registration and many other offices?

As anyone who has ever worked at Adelphia, in Rotary or the Service Club beside Todd knows, he is a hard-working, selfless, family man of integrity who cares very much about the future of our community.

I'm not shocked that there are people who can find negative in any situation. I am however, shocked, appalled and embaressed that we have local 'citizens' so comfortable hiding behind a cloak of anonymity that they are willing to conjure up false, vague accusations with no substance to slander someone's character.

I'm guessing that's what's going on in the judicial race as well. We're lucky there are people willing to let their names be dragged through the mud just for the privelege of serving our county.

All that said, good for the county and Todd. I hope that the entire county government team is able to move the community forward in a positive fashion.

We've got a lot of challenges as a county and community. We would all be better served by engaging in constructive dialogue and seriously working together to overcome the challenges we're facing.
