Andy J. Watson

I am honored to announce my candidacy for the Office of Potter County District Attorney in the upcoming May 19, 2009 primary election.

Adopted when I was ten days old, I was raised in Potter County by my parents, Joseph and Priscilla Watson. I graduated in 1990 from Coudersport High School and then attended Penn State University where I obtained a Bachelors Degree in Political Science. I proceeded on to Syracuse Law School obtaining my Juris Doctorate in1997.

Upon graduation from law school, I felt compelled to return to my home county to serve my fellow citizens. I served as part-time First Assistant District Attorney in Potter County for eight years, while maintaining a private law practice as well. For the past three years, I have maintained a private civil law practice in Coudersport.

As a husband to my wonderful wife, Michelle, and father of two children, Garrett and Leia, I firmly believe that the most important role of a District Attorney is the protection of our families, friends, and fellow citizens.

Having the privilege of being adopted, I believe that family values and our children are the keystone of our community.

I have dedicated my career to public service and believe that being a District Attorney is not about money, power, or personal pride. A District Attorney is a public servant, elected by the people, for the greater good of the people. A District Attorney is not above the law or those that he or she serves.

As District Attorney, one must be firm yet fair. I am committed to maintaining the principles of integrity, honesty, and fairness and ensuring that those principles are the foundation of the Potter County District Attorney’s Office.

As First Assistant District Attorney of Potter County from 1997 - 2005, I conducted hundreds of Court hearings and over 40 criminal jury trials consisting of a wide variety of felonies and misdemeanors.

During my eight years, I obtained comprehensive experience and acted as a leader for local law enforcement. I was involved with every duty of the District Attorney’s Office including, but not limited to, on-scene criminal investigations, search warrants, coordinating undercover drug investigations, extradition, working with confidential informants and victims, appeals and practice before the Superior Court, child abuse investigations, and conducting both juvenile and adult hearings from arraignment to final disposition.

I established and cultivated strong working relationships with both State and Borough Police, the Probation Department, Children and Youth Services, Judges, and Victims to ensure thorough and fair prosecutions.

My other experience and interests include: working for the Department of Education pursuant to appointment by former Governor Tom Ridge in 1995, Solicitor for Potter County Domestic Relations for over six years, serving as a Human Services Area Agency on Aging Advisory Council Member for over eight years, serving as a current member of the Potter County and Pennsylvania Bar Associations, member of the Coudersport Chamber of Commerce, volunteer work at the county’s Senior Centers, and Attorney Team Advisor for the Coudersport High School Mock Trial Team.

Those venomous comments above are uncalled for. However I also support Andy and believe he would be a good job as far as preparation, working professionally with opposing counsel and the courts, and serving the citizens well.
It is inevitable that someone will try to hang on Andy the baggage of his former law partner and the former DA.
That is not fair to him, any more than one should attack Ms. Fink for any of her previous and current alliances.
This campaign should be dignified and each of the candidates I am sure are committed to that.

Andy would do a fine job, but first he must get elected. It looks like that may be a tough job, seeing the Potter Leader has already made a statement that Andy's announcement to work for a lower pay was illegal, their words not mine. Jeff leber attempted to take on the Potter Leader and lost.

Andy obviously has his loving followers, but my trust and support is with Dawn Fink.. I did not think much of her father as a judge at times, but I will not hold that against her as a DA.. Good luck DAWN I still suppport you!!

Good point. Leber had his faults as we all do but that newspaper was out to destroy him and make him suffer. They did drive him out of office and out of town and if you think the most qualified person won the election four years ago then you do not know much about criminal justice and prosecutorial professionalism. Like I say he was not perfect but he was a good DA and got driven out of office by the D/K duo. Sad now that they will try to tarnish Watson out of their hatred of his former boss and partner.

Are you people crazy? Do you really want a student of the Jeff Leber school? Jeff was his mentor year in, year out. He trained him and surely continues to offer him advise. There was a frightening lack of cooperation and respect in the courthouse for years! Andy was expecting to slide into the D.A. position 4 years ago until the big pay raise that Jeff had been working so hard on for so many years finally came thru and he changed his mind to run just "1 more term." Be assured that Mr. Leber will do all he can to finally fulfill his promise to Andy that he'd be the next D.A.

As of right now, Potter County Gov. is the same as the Federal Gov. Screwed up as heck, and getting worse by the minute.

Things are done and said for personal benefits or payment.

Our County has come to be full of Drug infested, Lazy, Child Molesting , Wacko Idiots. They are having some much influence on our children it is crazy.

When you are deciding on who you want to vote for on any of the office's. Remember back to when you might have been on a jury, and remember what ALL the candidates said and did. You will get a good idea of there personal feelings.

Making money or doing what is right??

I want someone who is aggressive, and who will get angry, and take all these problems personal, and FIGHT FOR WHAT IS RIGHT AND WRONG.

Don't tell us what you think we want to hear. tell us what you actually think, and what the heck are you going to do about it.

a lot of young people are dying in our area, and a lot of them could have been saved if we had the right people in the right position's.

Think back over the last 2 years in Potter County, and think about the candidates, and see who would have made the right choice's. then you will have your answer over who to vote for.

If more people would have done what was right, we would not have a President who is destroying our country right now. We have 4 more years of him, and I am scared to death where we will be in 4 years.

Please think hard before you vote.

OK. Even though Andy has taken on a new "partner" to try to make the voters forget that his PARTNER for EIGHT YEARS was Jeff Leber, it's hard to forget all of the turmoil that surrounded the DA's office for those 8 long years- boycotting the newspaper and asking other county officials to do the same, losing the contract to represent Domestic Relations because the DA's office had such a bad relationship with Nancy Hurt, suing the newspaper for no good reason, letting a felon walk out of prison in Ohio becasue the paperwork wasn't done BY THE DA'S OFFFICE.. the list goes on. Seems to me that our DA Fink is attending to the business of being DA. Frankly, I don's miss all of the controversy. My vote stays with Fink!

Whoever made the comment about the rapists getting a sweetheart deal must not have read the paper about those two cases. Our DA made a strong argument to Judge Leete in both instances that they be sent to STATE PRISON but Judge Leete apparently disagreed. I spoke with someone who attended those hearings and they verified that the DA argued strenuously for state prison time.

I have known the Fink "kids" ever since they were young. They had great parents and have all become wonderful adults. Dawn's brother, Bruce is my doctor and he is smart and honest and a real nice guy! Her brother Chris was our basketball coach and teaches at Coudy and does a great job. He really cares about the kids. Dawn is likewise a bright and caring individual who has done a very good job as DA. I think she gotton more sex perverts convicted in 4 years than Leber and Watson did in eight! Keep up the good work, Dawn. My whole family supports you!

I remember an article in the paper before Fink became DA when Andy Watson "peeled out" Judge Leete right in open court! It was so inappropriate that even Leber said he should never have done that! We need someone professional! I am always impressed with what I read about Fink. She seems to have a mature, responsible attitude and seems respectful to everyone. I don't think she's a push-over, though! I can see that HB fighting spirit when it comes to the child molesters!

I agree with Brad. Dawn does not care about getting the credit. When you read her comments in the paper, she is always applauding someone else's efforts. I have also heard that she does let let "bad cop" behavior go unchecked. Somebody had their car searched recently by a cop and it wasn't done properly. Dawn threw out the case! I don't imagine the "good old boys" liked that very well. Kudos for Dawn!

Andy Watson or Dawn Fink: Making the right choice is going to be hard for the readers. With jobs at a loss crime has risen tremendously and this is from Summary offenses to Felonies. It seems to me with all this crime we are short in the end for Law Enforcement. Which candidate is going to pursure combining our current resources and possibly adding. If we don't get crime, drugs and the bad ones off the street we are going to continue to loose what we have.....Make the right choice..........

Well I do know that under Leber/Watson,a substantial grant that paid for the victim witness position was nearly lost due to poor management by Leber and Watson. Commissioner John Torok had to go to Harrisburg and PLEAD for the money back! As far as I know, this hasn't happened since Leber and Watson left office!

He couldn't even follow "separation of church and state"!!! It’s just too bad a lad can get hit with an off color paint brush for being associated with someone we all might have disapproved of. But there is that old saying of going up and down fools hills a few times. Something I’m sure a lot of folks have done. If we should live long enough I’m sure there will be a book wrote about the going on of things behind the seine’s here in this county, which would open up a lot of people’s eyes. It has been said by a few who know something’s that the Court House should be turn up side down and shook until the Ladies Skirt turned up side down.
As to whom would be the best DA, only time would tell?
Would I vote for Andy? Both him and Dawn are good people and come from out standing family back grounds and I believe they would both say they have made errors. But haven’t we all at some time or other?
As for what or how someone is sentenced, there are a lot of factors involved that go belong the D.A. and the Judge, which has to be taken into consideration.
If only you could know the full stories!

We can hold Watson accountable for the foolishness that was played by Leber. They were a team and Watson was well aware what was going on and participated. He did take on a "new partner" to make it look good for him. But do not be fooled people, he still has MUCH connection with Leber. Leber still owns the building that Andy is in. You cannot tell me for one minute that Leber does not have any influence on the man. Leber is still there just behind the scenes. Dawn has done a great job these last four years. There has been no personal agendas and she does what is right. She does not care who it may upset or otherwise. Just remember, the former DA's office brought disgrace to Potter County and Watson was a part of that. We do not need that again.

I have always found Ms. Fink to be firm and fair. She fights hard to send the real criminals to state prison (even if the judge disagrees), but is willing to give a second chance to someone who made a one-time mistake. She has stood up to the police and their tactics when need be and withdrawn charges that were improper. She is respectful to the judge and juries. Last, but not least, she has served in the office with none of the drama of the Leber-Watson years.

Having been at may criminal proceeding over the past 4 decades, I can state my opinion of the following. Judges Walter Pierre Wells , Knowledgeable but aged. Perry Patterson Brillant Jurist also aged. Harold B Fink
brillant lawyer excellant DA troubled as a Judge but a great man. John Leete, great lawyer good man, not strict enough as Judge.
District Attorneys H.B. Fink oustanding DA. Jeffrey Leber outstanding DA great courtroom demeanor. John Duvall great man great attorney aged as DA. Dawn Fink gaining experience daily looking better all the time, she will do fine. I will add Andy Watson to this list Andy would also
do fine as DA if elected. This not an endorsement of any current candidate. Just observations over the past almost forty years

Dave Ross' mother was Dorothy Minor, older sister of Steve Minor. Dorothy and Dave Sr. lived here in the 70's. I worked for Dave and really liked him. They are good people

As a member of the Pa Bar it does not matter were Mr Ross practiced in the state. The DA or ADA represent the commonwealth in all cases. A burglary in Mercer County is the same as a Burglary in Potter County or any other county.It is called the Pennsylvania Crimes Code or Vehicle Code not the Potter County
Crimes or Vehicle Code.

No, you have the relationships wrong! The Dave Ross who Andy brought in is the son of Dorothy and Dave Ross Sr. Dorothy is the sister of Dave Minor Sr., the pastor of the "Tab". So Dave Jr. is Pastor Minor's nephew. He would alos be a cousin to Steve Minor.

It does not matter where Mr. Ross practiced in the state, but it was not criminal law. He has no experience there and it is true that Andy has not practiced criminal law in the last four years. Keep that in mind when making your pick.
Jessica Songster was a great pick for the DA's office. This DA's office shows much experience, professionalism and hardworking ladies.

Mr. Watson states in his press release as did Mr Leber a few weeks back that "A District Attorney is a public servant, elected by the people, for the greater good of the people." Per the Leader Enterprise a few years back, it took months and months for Mr. Leber and Mr. Watson to deliver the tools for Ms. Fink to properly due her job, i.e., the infamous Purdon's Law Books. These were paid for by the taxpayers and should have immediately been transferred to Ms. Fink's office. This is not the type of self-serving leadership that the people of Potter County deserve. Actions speak louder than words.

Just so you know, Jeff Leber has no interest in coming back to Potter County so there is no "deal". The fact that he's popped up in the Leader Enterprise again has to do with the lawsuit against that paper. I believe they stated that themselves.

Andy Watson isn't perfect but at least has the experience and a rapport with law enforcement that doesn't necessarily exist now in the DA's office. Keep in mind law enforcement is prohibited from speaking out on this issue. "Knowing the facts" is not as easy as it might seem.

Also remember, the Leader prints whatever Donald wants. He prints allegation which are merely assertions that must be proved or supported with evidence. He has hurt so many people with this type of reporting. His newspaper article was very prejudiced to say the least. He uses his newspaper as one might use an assult rifle. What can I say good - when it comes to the Leader, I honestly can't think of anything right now that is good. I WILL say however, that Andy has my vote! And JMHO, Andy isn't too young for the position - YOU are just too old!

I currently work for the county and have had tons of experience with both Ms. Fink and Mr. Watson, out of these experiences I would choose Andy Watson over Dawn Fink hands down. Andy has won more cases for the county then Dawn ever has. I am tired of letting some of these criminals go free or get a slap on the wrist because Ms. Fink is not agressive enough she repeats herself over and over again on issues that are not important to a case. I sat back many times and wondered when is she going to make a move and crush some of these criminals they way they should be. My vote is for Andy totally, I know that he will be good for this county. Take it from someone who knows. Biggest mistake by Dawn was hiring Bryan Phelps for her office, a waste of the taxpayers money, has an office and does nothing.

I talk with our police officers regularly-both local and state I have never heard a bad word from any of them about Ms. Fink. In fact, the officers I've spoken with had only good things to say. Don't know where that's coming from.

Yes, it is irrefutable that the law books took months to finally be turned over. There is no question about that. Now whether it was an ego thing because Ms. Fink beat him by such a huge margin, or because she carried H.B.'s genes, or because she not Mr Leber would be the first to work with the new salary that Mr. Leber appealed for, or they weren't interested in her having the tools to do her job well,I don't know but I assure you whatever the reason, their interest was NOT to the benefit of their constituents as they would have you believe.

Connection is a pretty broad term...How about we gather all the citizens of Potter County together and let them judge you based on who your boss was four years ago, who your business associates may or may not be, who your third grade teacher was, or who your landlord is? That's fair isn't it?? I'm sure many people offer Mr. Watson advice...but I'm just as sure he is smart enough to sort out the good from the bad and THINK FOR HIMSELF, unlike a certain local newspaper would have us all believe. Granted, they told us in no uncertain terms that they could not endorse either candidate... however, just reading the candidacy notices on the front page, it was blatantly and overwhelmingly evident where their loyalty lies.

From everything I have read in several newspapers, our current DA Fink has gotton PLENTY of convictions, esp with the child molesters. I don't know how her numbers compare with Leber/Watson, but it sure seems that she's done a great job. I would never say that she isn't aggressive enough. And remember, it's the JUDGE who sentences, not the DA!

Thinking back to the Leber Watson years, I can definitely say that I don't miss them a bit! Let's not forget all of the embarrassing drama-- refiling charges three or four times, Leber getting into a scuffle with another attoreny IN THE COURTROOM, lawsuits against other attorneys, against the press, letting a convicted felon loose because the paperwork wasn't done by the DA's office, Andy being disrespectful to Judge Leete...the list goes on and on! I don't miss it and it seems good to have a DA's office we can be proud of. Fink and Songster all the way!

Fink and Songster. HA! It's not like a candidate and a running mate. Yes it is true that fresh out of law school Ms. Songster accepted the appointment as assistant DA. It is a chance to gain valuable legal experience early in her career. It does not necessarily equate to an affinity for Ms. Fink's philosophy, or style, or approach to law enforcement or other aspects of Ms. Fink's personal or professional life. Similarly, one should not assume that Mr. Watson's service as an assistant DA to Mr. Leber represents an embracing of all that Mr. Leber believed or represented.

Come on people! Lets get real. Even without associating Andy with Jeff if that is what some of you bloggers want to do (do not judge Andy because of Jeff etc., etc.)Andy had many disrespectful moments himself including yelling at people in open court, etc. etc. Disrespect!!!!!!!!!!!
You never here Dawn yelling or being disrespectful to anyone. Dawn you have made this county proud. You work for the people. You have my vote. I want to see your continued positive work for the next four years.

Fortunately, everyone is allowed to comment on here. However, I have yet to wonder why people that don't even live here, can’t vote in the up coming election, would sling mud at Andy??(Brad)

I believe after talking to many people that Potter County does need the change that would come with Andy Watson. Also to those of you who say "you have read in the paper about the cases concerning sexual offenders that Dawn has put away," you only get fed what the paper wants you to see. Go to the courthouse and see the various accounts where Dawn hasn't won the case due to many factors such as not "having time" to try the case being one of them. I also doubt highly that this is a ploy to get Leber "back in" as ADA, come on people really, I would hope that there is more intelligence out there than this, don't stray from what this is, two campaigns by two candidates running for DA not a plot to take over the world, my goodness!

Main point...don't believe everything you read. Before voting find out the facts about what EACH candidate's capabilities for trying the law are, then make an educated vote.

It seems inaccuarate to me to think that it's just one DA candidate against another. Every one of the staff has a part, esp. the assistant DA. I don't believe that Jessica Songster or anyone else would stay on board if her philosophy and work ethic was different than the DA's. Just like Andy would not have stuck around if he strongly disagreed with Jeff's tactics and philosophy. At least not if he had any scruples or conscience.

It seems odd to me that Andy hasn't done any criminal work in FOUR YEARS and now wants to be DA. You would think if his heart is in prosecution that he would have kept in the criminal law loop. Maybe he didn't decide to run until the position became full time??

Um Kiddin? I lived and operated a business there for 25 years! All I said was Dawn seemed fair and firm! I never had a problem with Andy but I was just stating my opinion! I really don't care what you think of it,one way or another! Opinions are like as$#%^es-everybody has one!! Brad

Andy is one of the best guys around this area and I find it really sad that you think he has growing up to do! He is a father, a husband and a damn good lawyer! Andy has my vote!! He IS NOT about what is good for him, but what is the greater good for everyone involved. He may have ties to Leber, but from what I have read in the paper lately, courtesy of Leber, Andy's priorities seem to lie far away from picking fights with the newspaper in Coudersport.

Seems to me, Potter County needs someone who wants to do the job and pay attention to the details that are being DISMISSED....

To those that say Ms Fink has done a great job. Have you seen her in action? I'm not talking anout the dismissals and deals, I'm talking about the uncertainty in her presentation, having to ask questions she should already know the answers to, as a 4 year DA. Even coming to court, not reading reports or brining the proper file. Just check it out for yourself. Pay attention.

I wouldn't be shocked if Watson's knowledge of the ins and outs of the D.A.'s duties wasn't fairly comparable to Fink's. Many roadblocks were put up by the previous D.A.'s office that were blatantly unhelpful. I know politics to some are a bloodlust but it seems to me that Potter Countians best interest was secondary to the need for revenge and unwillingness to cooperate. Leber/Watson wanted to retain their positions and I'm sure wanted no part in helping Dawn learn the ropes faster. I'm sure she's still learning new things everyday. Could the old team have cut a year off her learning curve with some semblance of cooperation and desire to serve Potter County best? Ablsolutely. Did that happen?

PERHAPS he thought the best way to attempt to "right the wrongs" or "uphold the dignity of the position" was to continue to do his job instead of jumping ship. You probably shouldn't presume to know another's mind-set without first hand knowledge--or maybe you should ASK HIM, my bet is that you would get an honest answer.

I have to interject something here.
I was born and raised in Potter County, and my heart is there even when I am not. (the pavement stays warm with my trips home and my mail box holds the Enterprise weekly here!)
I think we all need to agree that at one time Leber was great at what he did, and yes Andy Watson was mentored by him. I do not know Dawn Fink. But I want to say that it looks like she has done much in the way of dealing with the issues regardless of name! Now that being said, I would be out with signs for Andy. I had the priveledge of him working with me years ago, (when Leber dropped, threw and ran from the ball.) I can tell you that its a rare commodity, in any legal system,that includes Potter County, that a representative took such heart! He cared about the situation, he cared about the children involved,(even lending a hand to carry my daughter for me on the way out of the office!) and he went out of his way to be honest!
I think if you look at issues of integrity and family values, and who he is. You will not need to debate on if or not whether Leber "corrupted" him. It is not fair to judge him on what Leber did, nor is it fair to Judge Dawn on her father!
Certainly no one will agree on any candidate 100%. (except maybe Kevin Dusenbury!) But I think we need to remember anyone that goes into that position needs to carry integrity, morals and value, and not be afraid to jump in and tick people off!

I have attempted to remain impartial in this primary election but I must finally make a comment. I have heard both candidates speak and there is only one person that can get my vote. I look for the rareness of honesty in a DA candidate and I found it. Candidate Watson had a choice of going anywhere he wanted to after college and he decided to come back to Potter County. He has built his family here and attempts every day to do what he has promised to do in the letter announcing his candidacy. He has a great reputation in the area and would make the best choice for DA. He is well prepared to serve the Potter County residents well in all aspects necessary. He has my vote tomorrow and I hope yours also.
