COMMISSIONERS’ APPOINTMENT OF ACTING EMA CHIEF ASSAILED

The Potter County Commissioners’ appointment of Glenn Dunn as acting EMA
Coordinator was criticized at the August 14 meeting by Ulysses Fire Chief Roy Hunt and Donald Gilliland, Editor of the POTTER LEADER ENTERPRISE.

Hunt said his comments were no reflection on Dunn, with whom he has worked many times, but rather that an advertised search was not conducted. He also expressed concern that the experience Dunn will receive in the temporary position might give him an edge over applicants for the permanent position.

Gilliland questioned why the commissioners chose to make the appointment between the July 30 and August 14 meetings and insinuated the appointment might have legal problems.

The commissioners explained that the had been advised by County Solicitor D. Bruce Cahilly that an appointment of an acting EMA Coordinator was within the law and that they had acted when requested to do so by Pennsylvania Emergency Management officials and John Hetrick, director of Potter County Department of Emergency Services.

PEMA, concerned about the H1N1 flu, had indicated it’s important to have someone in that position.

Hetrick who served as Coordinator for more than 20 years before assuming duties as Director of the Department, has been doing double duty since Jim Steiner was suspended from the job after being bound over to Potter County Court on charges of possessing child pornography earlier this summer. Title 35 says they have to have the position, but does not say anywhere that it must be advertised.

The commissioners have historically done what ever they have wanted. No offense to Mr. Dunn but by appointing him "acting" coordinator so he can receive paid training will definately give him an unfair advantage if the job of EMA coordinator should ever be advertised. I am sure that when the commissioners decide to make this a "permanent" placement, it will not be so widely known, it will only appear as a small note in the commissioners meeting minutes.

As has been typical of this board they continue to do what they want without any regard for the wishes/desires of the people they serve.

I agree that there needs to be someone in that position but this was NOT the way to do it. Chief Hunt is FAR from the only one upset about this. He's just the only one that attended the meeting to voice his opinion. There are several other qualified people in the county that could have filled this position. It was stated that the appointment was made based upon the results of the interviews done when Mr. Steiner was hired 2 yrs. ago. A lot can change in 2 years. This should have gone through a competitive process, not pulled out of the air as it was.

And it also seems rather interesting that it is always someone from Coudersport filling this open positions. Maybe Coudersport should become a county of its own so the rest of us can handle things the way they should be for the remainder of the population in the area.

Roy, Mike, Ken, Stop crying and try doing your job in your own district first. So you get a bunch of "free" fire trucks from other departments that you went and "CRIED" to about being poor... Sorry but that is not the way I want my county EMA ran. You need to stop expecting that everything is handed to you because you have the feeling of self entitlement, because you are from the little cow town of Ulysses.
Seems to me that you have had your time with a "sneaky" agenda befor, Allegany Twp ring a bell???? How did that work for you???

The Potter county commissioners are just incompetent. I am surprised they were voted into office. Now their incompetency is affecting everyone here. BOO COMMISIONERS! I hope you get caught.

Thats just nonsense! The commissioners have been working very hard to be involved with the community, help save us from AES and wind Energy, and have put forth great energy into getting industry here. I hope they get re elected.

my, my....what a bunch of self serving egos we have around here....everyone stop and think about who is most qualified for the "acting" coordinators position ? roy, ken, mike ???? or someone who has been helping the communities and ema office for more years then anyone of you..stop belly aching and lets start supporting the man and get onto the issues at hand.. h1n1 virus, trainings, and grants so you can get your toys..ect..ect. ect. grow up boys !!!!...

For the record, I was at the Commissioners meeting as a citizen of Potter County and NOT as a Fire Chief. I also was not there to bash Glenn Dunn.
This appointment was within the rights of the Commissioners. However, I believe that the citizens would be best served if the process would have been competitive to ensure the best person for the job. If there are more qualified persons for the job, then there would be less training reqired to reach the certification level needed for the State to pay half of the salary. There would also be less expense to the county in obtaining that training and level. That person may be Glenn Dunn or someone else( and, NO, not me).
This was not whining or "sour grapes". Simply trying to acheive the best for our county and its citizens.

I take it that anonymous that posted at 10:04 must be from Coudersport too. Ulysses maybe small but they have a Fire Department to be proud of. Not all of us are cow town (farmers) but we have many intelligent farmers that probably help feed you! The actual problem here is that no one else knew that this job was up to be filled yet. Nothing wrong with asking or wondering why others were not offered an opportunity to fill the temporary position.

you know when ever there is someting on here about fire departments or anything like that there seams to ba an awfull lot of whineing going on. no wonder why no one wants to come and VOLUNTEER time or effort to be around all this whineing.

kudos....1230,,, your absolutely right about the whining and 1120 about the egos...whether its ulysses, coudersport roulette, austin, shinglehouse or galeton we must remember its not about YOU who sit in judgement its about the people, property and lifes that are helped in any emergency situation. Volunteerism is at an all time low in this county and it shows time and time again....lets change from always being negative and non supportive and turn it around, work together and get others interested in emergency services. "YOU LONG TIMERS REMEMBER WHEN WE USE TO HAVE FUN TOGETHER"

I am not sure what all of the whining is about. As someone who has been involved with EMA for many years, I know the importance of the jobs that people do there. There is a lot involved when there is an emergency, and we need someone who is familiar with that side of the system. EMA accounts for a lot more than just fire departments and ambulances. There are many others who work with EMA in emergencies and disasters, and we expect that the coordinator will be knowlegable and up to speed in order to insure that all necessary services and supplies are available to deal with the disaster.

This is less about the man than how he was appointed.

Great, if he is the best qualified. Put the job out there and let the market compete for it. If he is the best before the job hiring process, he will be the best after the job hiring process.

It is more about the process the commisioners took not to advertise it. Yes, we all know, they did not legally have to advertise it.

But from a community relations standpoint, it is a nightmatre with backlash and only further causes people to not trust them or trust in them.

They do not even have the forethought to consider the ramifications of their actions and how they go about things.

It actually has a dividing effect and is counter productive to bringing people together in agreement.

Either, they don't think asbout it because they are stupid or they don't care about how they appear and are just arrogant.
