NY Schools, County, Towns To Share Payments In Lieu Of Taxes From Wind Farms

Wind farms may mean money to host towns

WEST VALLEY - More than 50 people attended a public hearing Tuesday night regarding a proposal by the Cattaraugus County Industrial Development Agency (IDA) to share municipal payments from property-tax-exempt commercial wind farms.

The proposed exemption in the IDA’s Uniform Tax Exemption Policy was based on recommendations made back in June by a nine-member advisory committee made up of three members each from town and county governments and school districts.

The advisory committee recommended payments in lieu of taxes (PILOT) plans be based on $5,000 per megawatt of generating capacity for a commercial wind farm.

Wind farm developers are eyeing projects in the towns of Allegany, Carrollton, Ashford and Machias.

The town, county and school districts would split that amount under the IDA formula under consideration. It assumes developers would be willing to pay up to $8,500 a megawatt, leaving about $3,500 a megawatt available for wind farm developers and towns to negotiate a host community fee. More....
