First Estimates $2.8 Million Shortfall In Clinton County Budget

Clinton County tax hike looms even with more cost cutting

LOCK HAVEN EXPRESS- While facing a large budget shortfall that may mean a property tax increase, the Clinton County commissioners announced some good news at Thursday's meeting.

County Children and Youth Director Gerald Rosamilia, instructed last week to find some ways to decrease the agency's multi-million-dollar accounts, returned with a new spreadsheet this week.

According to Commissioner Adam Coleman, the various accounts under Rosamilia's control saw a 30 percent reduction in requests, amounting to a $767,000 decrease in the proposed budget for 2010.

Essentially, it appears Rosamilia will substantially slash contracted services for children.

Most of the reductions in Children and Youth will fall into the categories of contracted services for private institutional housing and counseling of troubled teens, foster-home placements and related services for child welfare, Coleman said.

Coleman said the county agency is trending toward conducting more of its services locally.

The board must post the tentative budget on Dec. 1 to give the public time to review it, while also allowing county officials more time to again review requests before adopting a budget on Dec. 30.

Given the commissioners' first estimates of a $2.8 million shortfall, the $767,000 amounts to a nearly 33 percent decrease in the deficit the board faced two months ago. More...
