The regular meeting of the Potter County Commissioners was called to order at
11:00 a.m., Thursday, November 19, 2009 in the Commissioners Conference Room. Present: Commissioners Doug Morley, Paul Heimel and Susan Kefover, Recording Secretary Lucinda Weakland, guest Anne Nelson and members of the media Gerri Miller, Teri McDowell and Don Gilliland.

NEW BUSINESS

• ADOPTION OF POTTER COUNTY TECHNOLOGICAL SYSTEMS ACCEPTABLE USE POLICY

Commissioner Heimel made a motion to approve. Commissioner Kefover seconded. Roll call: Commissioner Morley, yes; Commissioner Heimel, yes; Commissioner Kefover, yes.

Commissioner Heimel noted that County Solicitor has reviewed the policy and recommended that it be formally approved.

• 2010 TAX AND REVENUE ANTICIPATION NOTE - The county has received the following quotes:
o Northwest Savings Bank – 3.33%
o First Citizens National Bank – 2.75%
o First National Bank of Port Allegany – 3.5%
o Citizens & Northern Bank – 2.95%

Commissioner Kefover abstained due to her membership on the board for First Citizens National Bank.

Commissioner Morley made a motion to accept the proposal from First Citizens National Bank. Commissioner Heimel seconded. Roll call: Commissioner Heimel, yes; Commissioner Morley, yes; Commissioner Kefover, abstain.

CONTRACTS AND AGREEMENTS

• CONTRACT – Between Potter County and Highmark Blue Cross/Blue Shield to formally approve major medical and vision benefits for employees for 2009.

Commissioner Morley noted that this was normally done in March but was delayed due to personnel changes.

Commissioner Kefover moved to approve. Commissioner Heimel seconded. Roll call: Commissioner Morley, yes; Commissioner Heimel, yes; Commissioner Kefover, yes.

• GRANT AGREEMENTS – Between Potter County and PA Department of Environmental Protection (DEP) for two projects being administered by the Conservation District under the Growing Greener II/County Environmental Initiative (CEI) as follows:
o Allegheny Bank Stabilization/Habitat Improvement Project - $120,000.00
o Chapman Streambank Stabilization/Habitat Improvement Project - $20,000.00

• SUBCONTRACT GRANT AGREEMENT – Between Potter County and Northern Tier Community Action Corporation (NCTA) for the administration of the Homeless Prevention and Rapid Rehousing Program grant funds.

• MAINTENANCE AND SERVICE AGREEMENT – Between Potter County and the Pennsylvania District Attorneys Institute (PDAI) for the PA SAVIN victim notification program for 2010 at an annual cost of $413.59.

Commissioner Morley noted that this is funded through the Victim Witness program.

• LEASE AGREEMENT – Between Potter County and Capital Land Services for the lease of Cubicle #11 near the Register and Recorder’s office at a monthly rate of $200.00 effective November 4, 2009.

• LEASE AGREEMENT – Between Potter County and Herb Smith for the lease of Cubicle #’s 12 and 13 near the Register and Recorder’s office at a monthly rate of $200.00 per cubicle effective November 18, 2009.

• LEASE AGREEMENT – Between Potter County and Terry Watkins for the lease of Cubicle # 9 near the Register and Recorder’s office at a monthly rate of $200.00 per cubicle effective November 19, 2009.

• HIRING – The Potter County Commissioners propose to hire William Solomon as Director of Technological Services effective December 7, 2009 at an annual salary of $ 40,000.00.

• NOTIFICATION OF HIRING – Prothonotary/Clerk of Courts Amy Moshier has selected Kim Schaar to fill the position of First Deputy effective December 1, 2009 at the hourly wage set forth in the union contract.

• NOTIFICATION OF HIRING – Prothonotary/Clerk of Courts Amy Moshier has selected Paula Weber as Second Deputy effective January 1, 2009 at the hourly wage set forth by the union contract.

CHIEF CLERK REPORT

• Applications for County Liquid Fuels Tax Funds for county aid as follows:

COMMISSIONERS’ REPORTS

Commissioner Kefover noted that the Leadership Potter County program will be highlighting for their participants what each agency does for the county.

Commissioner Heimel reported that the commissioners have been very busy and he will be attending the County Commissioners Association of Pennsylvania (CCAP) conference in Hershey along with Chief Clerk Todd Brown and Commissioners Kefover.

• HIRING – Director Sandy Lewis recommends the hiring of Toni Fourness to the position of part-time Secretary/Clerk II, Class III in the Voter Registration and Elections office, effective December 14, 2009. Ms. Fourness was previously employed in the Treasurer’s office.

CHIEF CLERK REPORT

• The county has received the 2nd half County Liquid Fuels Tax Funds in the amount of $35,199.33.

Could someone tell me why the county needs a storage unit when they have all that space at the old school & I would guess empty rooms in the courthouse?
