BRADFORD, Pa. – Jeff Mahl, whose great-grandfather raced an automobile from New York to Paris in 1908, a feat no one else has matched, will share stories of the trek on Tuesday, Oct. 13, at the University of Pittsburgh at Bradford.
The free program, “The Great Auto Race of 1908: N.Y. to Paris,” will be presented at 7 p.m. in the Mukaiyama University Room of the Frame-Westerberg Commons. Sponsors are Friends of Hanley Library, University of Pittsburgh at Bradford History/Political Science Club and Pat and H.L. “Woody” Woodruff of Bradford.
With more than 250,000 onlookers cheering on the team, Mahl’s great-grandfather George Schuster Sr. of Buffalo, N.Y., a member of the American team of the Great Race, started the journey at Times Square in New York City on Feb. 12, 1908.
The crew traversed in a 1907 Thomas Flyer through three continents and more than 22,000 miles in 169 days, often driving over terrain without roads and in the dead of winter. Many people also had never seen an automobile.
“The race was an epic international event, matching the best in automotive technology of the world super powers, Germany, France, Italy and the United States,” said Dr. Holly J. Spittler, president of the Friends of Hanley Library and associate dean of student affairs. “The story is told in first person, a unique perspective, just as Jeff heard the story told to him by his great- grandfather.
“The multi-media presentation includes glimpses into what really happened, with many stories and images never before published. It shows the human side of the participants, as well as giving a true appreciation for the marvelous machines that propelled those daring men around the world.”

Heel Screenings Offered October 16th At CCMH
Charles Cole Memorial Hospital will offer heel screenings from 1 to 3 p.m. on October 16 at the Women’s Health Center in hospital’s Irwin Medical Arts Center. The cost is $10. Call 274-8200 for an appointment.
Heel screenings give patients a preliminary bone density score (T score) in a matter of minutes. Low scores typically call for a more thorough exam. Those who should receive a heel screening include women over 65 or who have had an early menopause or hysterectomy or other hormonal depletion, men over 70, men and women taking certain medications or certain cancer treatments, those with risk factors or a disease or condition that can cause bone loss, and men and women who eat a low calcium diet or have had significant height loss.

Cooking for Crowds
The Potter County Education Council will hold a “Cooking for Crowds” Class. Non-profit, volunteer-run groups that prepare food to be served or sold to the public must be sure that the food is safe and of high quality. Food that is not prepared safely may lead to a food borne illness outbreak. Food borne illness can cause serious illness or even death for some individuals. In addition to personal suffering, food borne illness can lead to expensive medical bills, lawsuits, and loss of good reputation and business. Participants in this workshop will learn up-to-date methods for safely handling and preparing food for large groups. The workshop is appropriate for non-profit food providers such as churches, fire companies, schools, and civic groups. The date for this class will be Thursday, October 22 from 6 - 9 p.m. Location for this class will be determined on enrollment. The cost for the course will be $12. PENNDOT INVITES STUDENTS TO SHOWCASE CREATIVITY, LEARN ABOUT AVIATION
HARRISBURG – Young artists across the state are invited to express their creativity through PennDOT’s annual aviation art contest. “The History of Flight” is the theme for this year’s contest, sponsored by the department’s Bureau of Aviation.
“What started as an experiment in flight has grown to a vital international industry that employs 288,000 Pennsylvanians,” said PennDOT Secretary Allen D. Biehler, P.E. “This contest is a great opportunity for children to express their creativity while they learn about the industry, whether it’s in the classroom, with their parents, or even at their local airport.”
Entries will be judged in two divisions: first through third grades, and fourth and fifth grades. There will be 22 statewide winners, with one winner from each division selected from each of PennDOT’s 11 district offices. Winners will receive a certificate signed by Secretary Biehler and a mounted, full-color, 16-by-20-inch copy of their entry. The students’ schools will also receive a mounted copy of the artwork for display.
Artwork should be submitted on 8.5-by-11-inch or 9-by-12-inch paper, unframed, unmatted and unlaminated. All work must be done by hand (with an exception for children with physical challenges).
Permitted formats are: acrylic, oil paint, felt-tip pens, indelible ink, soft ballpoint pens, watercolor or crayons. Formats that are not permitted include: non-permanent media such as pencil or charcoal, computer-generated artwork and collage work using photocopies.
The back of each submission should include the student’s name, grade level, county and school address and phone number. Entries will not be returned. Contest flyers are available at www.dot.state.pa.us (click on the “Aviation and Rail Freight” link).
Entries must be postmarked by Oct. 16. Send entries to: Bureau of Aviation, c/o Eric Locke, 400 North Street, Harrisburg, PA 17120 or PO Box 3457, Harrisburg, PA 17120-0064.
Winners’ schools will be notified by telephone.

On October 10, 2009 the PA Route 6 Heritage Corporation announced the final round of selection for communities to participate in the PA Route 6 Heritage Communities Program and to receive designation as a Route 6 Heritage Community
The PA Route 6 Heritage Communities program helps guide boroughs and municipalities in the development of a localized heritage tourism plan that takes into account the uniqueness and quality of life for each community.
Six communities have received full designation as a Route 6 Heritage Community; these include Smethport (McKean), Corry (Erie), Union City (Erie), Coudersport (Potter), Austin (Potter) and Galeton (Potter). These communities are actively implementing their heritage work plans. Four communities began the planning process in January 2009; these include Conneaut Lake (Crawford), Youngsville (Warren), Wyalusing (Bradford), and Waymart (Wayne). On September 28, 2009, three more communities were just chosen to participate in the program: Milford (Pike), Carbondale (Lackawanna) and Tunkhannock (Wyoming). The PA Route 6 Heritage Corporation is hoping to fund 3 more communities under Heritage Communities Program.
The Heritage Communities Program includes:
- Identification, assessment of localized heritage themes (cultural, historical, industrial, etc.) to augment and complement Route 6 heritage issues;
- Local engagement and consensus building on the role of heritage to the community and the capacity of the community to sustain it;
- The relationship of sustainable heritage development to everyday community life and the local sense of place, and the value and interest afforded to the tourist;
- Preservation and enhancement of historical structures and sites, unique architecture, and traditional neighborhoods;
- Engagement of the local business community in the development, marketing and maintenance of a sustainable local heritage tourism effort, especially retail and service businesses catering to the traveler;
- The preservation and enhancement of the viability and appearance of central business districts of key nodes along the Corridor area;
- Identification and enhancement the local hospitality infrastructure to assure that the community is visitor ready;
- Inclusion of community design and aesthetic (i.e. streetscape, facades, gateways and gateway gardens, developmental standards, etc.) recommendations;
- Encouragement of well-planned development and the avoidance of sprawl and haphazard development in the interest of preserving the positive characteristics of Route 6, the Corridor area and the respective communities;
- Treatment of open space, trails, waterways and greenways, and recognition of their importance for heritage-tourism, eco-tourism and alternate transportation;
- Localization of traffic calming measures that address traffic safety, traffic circulation and tourism concerns;
- Establishing and maintaining adequate signage and information for visitors and identifying the community as an official the PA Route 6 Heritage Community; and
An individual municipality and two municipalities working cooperatively are eligible applicants for the program. At least one participating municipality in each application must be either a Borough or City, and be within ten miles of Route 6/Business Route 6 or Route 6 N.
Applications to participate in the Heritage Communities Program are due on December 30, 2009. Selection will be made by late January 2010.

Clearfield – PennDOT issues the following travel update for the Route 219/Bradford Bypass project in McKean County for the week of October 12. All work is weather dependent.
• Bolivar Drive (State Route 346) remains closed for bridge painting on the Route 219 structures that span Bolivar Drive. Traffic follows posted detour.
• Kendall Avenue remains open to two-way traffic. Work will continue with daytime flagging.
• Work continues on southbound reconstruction by placing bituminous pavement.
• Northbound and southbound traffic are traveling in the northbound lanes, separated by concrete barrier from Forman Street to north of Hillside Drive.
• Southbound ramps at the Foster Brook interchange remain closed. Traffic is to follow the posted detour.
• Work continues on southbound bridges and includes steel retrofits, deck repairs, latex deck application, concrete barrier and painting.
• Tuna Valley Trail access at Bolivar Drive remains closed due to bridgework. Trail access is still available at Crook Farms and the Seaward Avenue side of Tuna Crossroads (Township Route 369).
• Access at Hillside Drive remains restricted from Route 219 north to Hillside Drive and from Hillside Drive to Route 219 south. Traffic follows posted detour.
• Drivers should use extra caution while entering the construction area from the on-ramp areas. Be aware of approaching traffic speeds and restricted lanes at ramps.
• Watch for slow moving and stopped vehicles through the entire work zone and obey posted speed limits. Lane width in the construction zone is 10 feet.

AFG Grant Ap Period Ends October 23
Firefighter Grants
Washington, D.C.—The Department of Homeland Security will open the application period for Assistance to Firefighters Grants (AFG) at 8 a.m. on September 21, 2009 and end it at 5 p.m. on October 23, 2009.
“These are competitive grants that address the safety of the public and of firefighters from fire and fire-related hazards,” said U.S. Representative Glenn `GT’ Thompson, R-Howard, a long-time volunteer firefighter and emergency medical technician. “Organizations eligible to apply should begin the process as soon as possible.”
The projects supported by the grants are often those that include smoke alarm installation, fire prevention and public safety education campaigns, and arson prevention and awareness programs, according to the Federal Emergency Management Agency (FEMA).
The AFG program is administered by the Department of Homeland Security (FEMA) Grant Programs Directorate in coordination with the U. S. Fire Administration.

Work Set to Start on Elk County Transportation Recovery Project along Route 219
Work Set to Start on Project along Route 219
CLEARFIELD – PennDOT Engineering District 2 announced today that preliminary work on an Elk County, resurfacing project will begin Monday, Oct. 12. The project is financed with federal funds from the American Recovery and Reinvestment Act (ARRA).
IA Construction Corporation of Zelionople is the prime contractor on the $3.8 million project that will help preserve U.S. Route 219 from Johnsonburg to the village of Wilcox.
Monday will bring sign setting activity, along with moving of equipment and materials. Through the end of 2009, work will feature drainage updates and tree trimming. In 2010, construction activity will include roadway repair and resurfacing, new inlets, structure repairs, guide rail and pavement markings. All work will occur during daylight hours with flaggers in place.
The project is part of PennDOT’s more than $66 million investment of federal economic recovery funds being spent on 17 transportation projects across the nine counties of District 2.

The presentations will take place from 8 to 9:30 a.m. and include a continental breakfast and a 60-minute Webinar followed by a 30-minute discussion moderated by an industry practitioner. The first four sessions will take place in Swarts Hall Room 162. The last one will take place in the Mukaiyama University Room of the Frame-Westerberg Commons.

Lawrence C. Fuller
“beloved father, grandfather & brother”
Shinglehouse, PA---Lawrence C. “Larry” Fuller, 71, of Shinglehouse, PA, formerly of Maryland, died Friday, October 9, 2009 in Geisinger Medical Center, Danville, PA, after a short illness.
Born June 11, 1938 in Olean, NY, he was a son of Lawrence L. and E. Winnona Austin Fuller.
He was a 1956 graduate of Oswayo Valley High School in Shinglehouse. After graduation from high school, Mr. Fuller served in the U.S. Air Force for 3 years in Germany. He was employed for many years at the former Clark Brothers in Olean in the cost accounting department. He later spent many years living and working in the Baltimore, Maryland area in the automotive parts industry.
Mr. Fuller was a member of the Bolivar Golf Club in Bolivar, NY. An avid golfer, he played golf every day he was able. His greatest loves were his cats and his family, especially his grandchildren.
Surviving are two sons, Scott (Sheila) Fuller of Tunkhannock, PA and Kris P. (Theresa) Fuller of Syracuse, NY; seven grandchildren: Michael Fuller, Marisa Fuller, Aimee Wilder, Sierra Wilder, Maggie Fuller, Rebecca Fuller, and Justin Fuller; a brother, Phillip J. (Laurie) Fuller of Shinglehouse; and three nieces.
Besides his parents, Mr. Fuller was predeceased by a nephew.
In addition to his brother Phil’s unwavering devotion and his love and care for his brother, many friends and family members contributed to his care by bringing meals to his home and driving him to doctors appointments and treatments.
At Mr. Fuller’s request there will be no public visitation.
Friends are invited to attend a memorial service on Tuesday, October 13, 2009 at 11:00 a.m. at the Virgil L. Howard Funeral Home, Shinglehouse, PA with the Rev. John J. Minor, Youth Pastor of the Coudersport Gospel Tabernacle Church, officiating. Burial will be in the Bell Run Cemetery, Shinglehouse, PA.
In lieu of flowers, memorials may be made to the Shinglehouse Community Emergency Fund, Shinglehouse, PA 16748.

Potter County--I Think They Goofed!! WARNING!!
The National Weather Service has issued a Frost & Freeze Warning for every county bordering Potter County for tonight. Potter County sits right smack in the middle of this warning area, but is not included in this warning.
It is not logical.
So Solomon's words for the wise is issuing our own FROST & FREEZE WARNING FOR POTTER COUNTY tonight and tomorrow morning.

Rep. Marty Causer Missed His Senior Expo Because Of Budget
PA Representative Martin Causer, (R-Turtlepoint) missed his own party on Friday. Rep. Causer was stuck in Harrisburg dealing with the PA budget negotiations while his helpers put on his annual Senior Expo at the Roulette Fire Station.
A near capacity attendance, judging from the parking lot full of cars, checked out the many booths set up to give information to the Senior Citizens and their families.
There were booths representing government agencies, health care businesses, State Parks, utilities, funeral homes, educational opportunities, health insurance, investments, AARP, Potter County Human Services, Banks, Red Cross, and many, many more offering assistance to Seniors.
Rep. Causer has used these Senior Expos as an opportunity to meet with his constituents on a one to one basis. Last year he served hot dogs and chili to the Senior Expo participants. He hosts the annual affair first in Bradford and later in the year at the Roulette Fire Station.

Ronald G. Fay, Age 87, of 442 E. Main St., Westfield, PA
Ronald G. Fay, Age 87, of 442 E. Main St., Westfield, PA, passed away October 8, 2009 at his home.
He was born December 17, 1921 in Elkland, PA, the son of Gordon and Ethel Button Fay.
He retired from Eberle Tanning Co., was a World War II veteran, avid sportsman, enjoyed collecting knives and coins and spending time with his great-great-grandchildren.
He is survived by his sons, Kevin (Holly) Fay of Bethel, CT, Lynn "Stub" Fay of Westfield, PA; daughters, Joyce Ahearn and Richard Ray of Jena, LA, Mary Stevens of Lithia, FL, Penny (Ralph) Tormey of Westfield; four grandchildren, seven great-grandchildren, seven great-great-grandchildren; brothers, Robert (Beverly) Fay of Potterbrook, PA, Richard (Eva) Fay of Potterbrook; sisters, Phyllis Cutlip of Brookville, FL, Alice Grover of Galeton, PA; several nieces, nephews and cousins.
He was preceded in death by his wife, Bertha; son, Ronald Jr.; grandsons, Donald Burdick III and Justin Aldrich; brothers, William and Keith; and sister, Marie Adams.
Friends are invited to call at the Kenyon Funeral Home, 222 W. Main St., Westfield, PA, Sunday 2:00 to 4:00 and 6:00 to 8:00 p.m., where funeral services will be held Monday at 11:00 a.m, Pastor Lewis Young officiating. Burial will be in Champlin Cemetery, Westfield, PA, with Full Military Honors. Memorial donations may be made to the Sabinsville Vol. Ambulance Assn.

Rep. Martin Causer Comments On Budget
Causer: Budget Process Frustrating
HARRISBURG - More than 100 days after the July 1 deadline, a state budget bill is finally on the governor's desk, awaiting his signature, Rep. Martin Causer (R-Turtlepoint) said today. (note: it has since been signed)"This year's budget process was, by far, the most frustrating I have experienced in my seven years in the state House," Causer said. "A $3.2 billion deficit, along with a governor bent on increasing people's taxes in a recession, made it very difficult to come to an agreement."
While Causer is pleased to see the budget finally getting done, he ultimately voted against the proposal.
"This budget could have been much worse, but it also could have been much better," Causer said. "There are always good points and bad points in every budget, but a major drawback of this spending plan is that it fails to plan for the future.
"I am deeply concerned that Pennsylvanians will be facing significant tax hikes in the next couple years because this budget fails to adequately control state spending," he said. Read more at 1490 NewsBlog

Rendell Signs Budget
Harrisburg – Governor Edward G. Rendell signed legislation today to enact a $27.799 billion state General Fund budget for 2009-10 that increases education funding while reducing overall spending. It contains no new broad-based taxes.State-dollar spending is $1.9 billion lower than in 2008-09. When $2.6 billion in federal stimulus dollars are included, the new budget still spends $524 million less than last year.
"While the budget I have signed today is late, it’s a responsible budget, given the economic condition of the nation and the state," Governor Rendell said. "This budget is a half billion dollars smaller than the budget we enacted last year. In fact, it is only the third budget in the past 50 years that is lower than the previous year’s." Yorkshire Bans Wind Turbines; Allegany Town Board May Change Direction
Town board rethinking wind-turbine farms in light of ban in Yorkshire

ALLEGANY - Supervisor Patrick Eaton said a recent ban on wind turbine farms by the Yorkshire Town Board has caused Allegany Town Board members to rethink its position regarding proposed wind turbines in the Chipmunk area.
Another issue expected to have an impact on the proposed 32-turbine Everpower wind farm in the Chipmunk area in the southwest portion of the town of Allegany is the town’s portion of PILOT (payment in lieu of taxes) payments negotiated by the Cattaraugus County Industrial Development Agency (IDA).
The town councilmen will meet in special session Monday at 6 p.m. at the Town Hall with Daniel Spitzer, the attorney they hired to advise the town on wind-power issues.
One of the issues the supervisor wants to address is a proposal to extend the distance from which a wind turbine’s noise is measured, or to remove it, which would in effect draw around each windmill based on a certain noise (decibel) level. That line could not extend past a residence. More...
