911 center deals with ‘significant failure’

Clinton Co. Commissioners eye new telephone system

LOCK HAVEN - A "significant computer failure" occurred over the weekend at the Clinton County Communications Center, and Emergency Service Director Kevin Fanning told the commissioners Monday it's only a matter of time before it happens again.

Fanning recommends a $350,000 system upgrade to rectify the problem, citing an aging network that's likely to see more failures in the future.

"Part of the telephone system for the 911 emergency calls experienced a significant computer failure," Fanning said. "We were down to two positions instead of three and it took eight hours to get it back to the point where it is somewhat functional."

On Monday, Fanning said, the station was still reduced in function and the dispatcher was unable to see addresses or wireless information automatically.

While no 911 telephone calls were missed and no area residents were placed at risk, Fanning said, the failure does open the county to liability concerns.

Commissioner Adam Coleman was called in to deal with the emergency and, after after conferring with court officials, approved the cannibalizing of a computer in the Probation/Domestic Relations Department in order to partially restore the system. More...
