No Injuries In Car/Deer Crash On Cowley Hill Road Monday

A Coudersport teen was uninjured when she swerved to miss deer in the roadway on Monday at 10:25 pm on Cowley Hill Road in Portage Township.

Kayla Elaschat, 19, of Vine Street, Coudersport, PA, was operating a 2002 Chevrolet Malibu easterly on Cowley Hill Road when she sighted several deer. She swerved to miss the deer and lost control of her vehicle, which struck the guiderail along the north side of the road and began to spin, coming to rest in the middle of the roadway.

Elaschat was able to exit the vehicle on her own. Troopers reported no visible injuries. She was not wearing her seatbelt. The Malibu suffered disabling front end damage.

Troopers cited her in District Court 55-3-01 with Driving vehicle at safe speed, and Restraint Systems.

Not wearing a seat belt. I just don't get it. They are so easy to put on. It only takes a second or two. And it can save your life. That's what they are there for. Doesn't anyone who won't wear a seat belt think their life is worth saving?

I would like to know why it is you can be charged with "driving vehicle at safe speed"? I thought that you are supposed to drive at a safe speed.
