Driver Who Struck & Killed PennDot Worker Was DUI

Driver In Fatal Crash Was DUI
Donald C. Blocher, 42, of Salamanca, NY, the pickup truck driver who struck and killed a PennDot flagman and seriously injured another PennDot worker in Foster Township on October 1st was jailed today on DUI and other charges. See original story & photo.

In a news release this afternoon, State Police said at 10:00 am on November 17, 2010, Donald C. Blocher, 42, of Salamanca, NY, was arraigned before District Judge Rich Luther in Bradford.

Blocher is charged with:

  1. HOMICIDE BY VEHICLE WHILE DUI (F2)
  2. AGGRAVATED ASSAULT BY VEHICLE WHILE DUI (F2)
  3. HOMICIDE BY VEHICLE (F3)
  4. POSSESSION OF DRUG PARAPHERNALIA (M)
  5. DUI-3 COUNTS
  6. OBEDIENCE TO TRAFFIC CONTROL DEVICES (SUMMARY)
  7. DRIVING VEHICLE AT SAFE SPEED (SUMMARY)
  8. CARELESS DRIVING (SUMMARY)
  9. RECKLESS DRIVING (SUMMARY)

Blocher was remanded to the McKean County Jail in lieu of $500,000. bail.

PennDot flagman Jack A. Griffin, 51 of Bradford was killed, and PennDot equipment operator James B. Burrows, 51, of Eldred was seriously injured when they were struck by Blocher's pickup truck in a work zone on Route 646 in Foster Township.

Unfortunatley just like most other DUI's he will slip through the cracks in the laws and be on the road again in no time and be a guaranteed threat to do it again!!

Wow.. To think he will get more of a jail sentence then that State Cop did who killed that woman on 219. I for one believe that Ex State cop should be hung on his charges for one knowing the Law first hand, and taking it upon himself to drink and drive killing another human being. He deserves more then 1 to 7 years. Cops need to be shown they are not above the Law like it is percieved to citizens.

If you were able to see the grin on this fellows face when he was talking with the troopers or heard him yell, "where were your signs" when he got out of his vehicle. He didn't even realize he hit a person. Hope they hang the bugger !!! If you had to work on the road for a living you would understand that alot of people don't take workzones seriously enough

Just my opinion but if you get drunk and kill someone with your vehichle they should be able to charge you with premeditated murder and use of a deadly weapon. You got behind the wheel of your own accord, and in a drunk's hands a vehicle is about as deadly a weapon as they come.
