DEP Chiefs Strip Enforcement For Marcellus Violations From Field Inspectors

New DEP policy: no violations against drillers without approval from the top

No environmental violations related to drilling in the Marcellus Shale may be issued without personal approval from Secretary of Environmental Protection Mike Krancer, according to internal DEP emails.

The two-line email from executive deputy secretary John Hines to regional directors says “effective immediately” any actions, notices of violation and such must get the approval of the deputy secretaries with final clearance from Krancer.

“I need to repeat,” wrote Hines, “no final actions are to be taken unless approval comes from Dana and I with clearance from Mike. Any waiver from this directive will not be acceptable.”

THIS IS SOOOOOOOOOOOO WRONG, WHY WASTE THE MONEY ON OUR INSPECTORS !!!!!UNLESS I TOTALY AM MISS UNDERSTANDING THIS ACTION. anonymous 7:55 could not have said it better, I'am so sorry we voted these fools into office,heartbreaking,at the very least UNACCEPTABLE! I wish jail terms could be handed out for this injustice to penn.state. Someone NEEDS to check into this matter NOW!! TONIGHT!! I can not believe this is legal under any circumstance. That is why the inspectors are hired. They are not supposed to report what they find or ask for permission BEFORE writing them up. Money talks, sure hope you can live through this or are you moving out of PA? I for one would like ANSWERS!!!!

It sounds just like it should sound when talking about law enforcement.
A police officer does an investigation {DEP field rep} and passes that information to the District Justice.{DEP Regional Directors}They in turn decide to dismiss the charges,or bind them over for concideration by a Judge.[DEP Deputy Seceretaries}
Seriously people....
This reporter was sent on his way when he was the editor of the local paper because of his one sided views.Now that he is a reporter in Williamsport you think that his habits have changed any?

I think everyone is missing the point.
Hines actions were an attempt to bring some consistency to the way that regulations were being applied across the state.Everyone wants these regulations to be applied so that they protect us.(Myself included)
The industry wants the regulations applied in a manor that stays constant from day to day,area to area,so that they can be compliant.
This step is good for both sides of the drilling issue!That is the side of the story not told in full in this article.
Certainly we can't believe that every person in DEP above the field inspector level has been bought off by the gas and oil industry!
Another big conspiricy,or just a public servant identifying an ongoing problem and trying to address it for the benefit of all?

How the hell are they going to get IMMEDIATE actions on violations now? Severe, hazardous violations require that and the on-site inspectors are the who were able to do that.

We have 2 oil and gas inspectors and 2 water inspectors for our 14 county region.

We have met them and speak with them fairly regularly.

You are either intentionally lying to us or are a trusting fool to think that Krancer is anything other than an industry shill.

Either way, sir, having interfaced directly with our local DEP inspectors, I call bullshit on you.

It is you who are wrong. 6:35 is correct. If the inspectors came to your residence and wrote violations for every dead spot in your grass and dark spot in your driveway (don't forget the roadsalt dripping from your vehicle) because something must have caused this and whatever it is has the 'potential' to pollute waters of the Commonwealth as they do on Marcellus locations we would all be broke and in jail. Are there legitimate problems? No doubt. But how about if we focus on those with the DEP's limited resources instead of piling on inconsequential "violations".
