Police Identify Seriously Injured Victims Of Rock City Road Crash

State Police have identified the driver and passenger who were injured when their 1996 Subaru Legacy crashed after swerving to avoid a deer in the roadway. The crash occurred Tuesday at 9:30 am in front of 701 Rock City Road on Rt. 646 south of State Line Road in Otto Township.

Donald M. Holtz, 35, of Bradford, PA, and his passenger, Ashley M. Frederick, 24, of Portville, NY, suffered major injuries in the crash.

They were transported by Otto Township and Bradford City Ambulances to a landing zone at the Bradford Walmart where they were flown to trauma centers in Buffalo and Erie.

Troopers said the Legacy driven by Holtz, was traveling northbound on Rock City Road when a deer ran onto the roadway traveling east. Holtz swerved his car to the right to avoid an impact, traveling off the edge of the roadway onto the northbound shoulder, then began to counter steer to the left before losing control.

The car crossed both yellow lines and the southbound lane of travel on Rock City Road, where it impacted a large tree located on the south side of Rock City Road, causing major damage to the center front portion of the vehicle. The car bounced off the tree traveling northbound and came to final rest facing west.

Frederick was ejected through the front windshield.

Holtz was extricated from the vehicle by mechanical means through the passenger door.

Frederick was transported from the scene by Otto Township Ambulance and flown to Erie County Medical Center in Buffalo by Mercy Flight. Holtz was transported by Bradford City Fire Dept. Ambulance and flown to UPMC Hamot in Erie by Stat MedEvac 17.

Police filed three citations against Holtz for Drivers Required To Be Licensed, Tire Equipment violation, and Restraint Systems.

The vehicle was removed from the scene by Clayt's Towing. Trooper Andrew Brothers was assisted at the scene by Trooper Frank Millard, Otto Township Fire Dept., Derrick City Fire Rescue, Otto Township Ambulance and Bradford City Fire Dept. Ambulance.
