DCNR to Resume Spraying Woodlands to Combat Gypsy Moth Damage
Harrisburg - The Department of Conservation and Natural Resources will target
eight counties in an aerial spraying effort to combat the effects of growing gypsy
moth populations in northwest and north central Pennsylvania.
The gypsy moth is one of the most destructive forest pests in Pennsylvania. When
the insect’s population peaks, it may strip trees of foliage, leaving them weakened
and susceptible to disease, drought and attack by other insects. A tree begins to
suffer when 30 percent or more of its leaf surface is lost.
“After a three-year absence of severe gypsy moth damage in our state woodlands,
the invasive forest pest has multiplied in some areas to the point where
suppression efforts must be resumed,” DCNR Secretary Richard Allan said.
“Woodlands selected to be sprayed this spring were determined by the number and
concentration of gypsy moth egg masses found, previous defoliation and ecological,
historic or economic significance.”
Gypsy moth numbers are at high enough levels that 43,124 acres of state
forestland, state parkland and Pennsylvania Game Commission land will be sprayed
in Cameron, Clarion, Forest, Jefferson, Lycoming, Potter and Tioga counties. Sixty
five acres of private property also will be sprayed in Venango County.
“Spraying is a suppression and forest management effort that will protect trees
from moderate to severe defoliation,” Allan said. “The gypsy moth will continue its
cyclic population with ups and downs, and we cannot eradicate the insect. It’s too
well-established, and is here to stay.”
DCNR last sprayed for gypsy moths in 2009, when more than 178,380 acres in 25
counties were targeted across the state. In 2008 a total of 221,221 acres of
private, state and federal woodlands were sprayed in 27 counties.
“Counties and cooperating agencies opt to enroll and share in the costs of
treatment in this voluntary program,” State Forester Daniel Devlin said. “Spraying
was not needed in prior years because the gypsy moth’s natural enemy, the fungus
Entomophaga maimaiga, caused populations to collapse across the state.
“Spraying helps contain the widespread gypsy moth damage we’ve seen in the
past, but the major controlling factor is, and will continue to be, the prevalence of
this fungus in our woodlands,” Devlin said.
Using helicopters, the spray program will begin in mid-April and end by June 1.
Tree foliage will be treated at the rate of one-half gallon per acre with the biological
insecticide, Bacillus thuringiensis (Bt), comprised of naturally occurring Bacillus
spores which must be ingested by the caterpillar. No chemical insecticides are used.
Begun in 1972, forest insect spray programs are a cooperative effort among DCNR's
Bureau of Forestry, county governments and the U.S. Department of Agriculture
Forest Service's Forest Health Protection Unit. County governments share the cost
of treating private residential and local government-owned lands for gypsy moth
suppression.
DCNR is soliciting public comment on the proposed gypsy moth suppression
program at a public meeting between 10 a.m. and noon Monday, March 11, in
Room 7A, Rachel Carson State Office Building, 400 Market St., Harrisburg.

Charles William Simmons, 82, of Cyclone, PA
Smethport - Charles William Simmons, 82, of Cyclone, PA, died Friday (March 8, 2013) at his daughter’s residence in Cyclone.
He was born June 8, 1930 in Eldred, a son of Albert William and Mary Freer Simmons. On June 6, 1953 in Allegheny, NY, he married Rhea Valette Richards, who survives.
Mr. Simmons attended Oswayo Valley Schools.
He was a Sgt. in the U.S. Marine Corps serving during the Korean Conflict. Mr. Simmons was a chemical operator, employed by the Cargill Company of Columbus, Mississippi.
In addition to his wife, he is survived by
three daughters: Karen Ann Barksdale of Mississippi, Sherry Lynn Irons of Cyclone, PA, Darlene Marie Weaver of Driftwood, PA
one son: Albert Eugene Simmons of Arkansas
14 Grandchildren: Christina Simms, Cindy, Candise, Charlie, and Gene Simmons, Tammy Nowland, Jamie Barksdale, Randy Barksdale, Robert and William Weaver, Amy Irons, Joshua Irons, Leslie Kio, and Kelly Heffner
19 Great Grandchildren, one sister: Dortha Knapp of California, and several nieces and nephews
In addition to his parents, Charles was preceded in death by 2 brothers and 1 sister.

Minor Injury In Wykoff Run Road Crash
A Lewistown, PA, teen suffered a minor injury when his 2000 Oldsmobile Alero went off Wykoff Run Road in Gibson Township Friday night at 9:10 PM.
Todd D. Breon, Jr. 19, of Lewistown, PA, was driving northbound on Wykoff Run Road, negotiating a left curve when he fill asleep and subsequently went off the roadway and down a bank into the woods. The car went through a pine tree and stopped after hitting a second pine tree head on.
Breon, Jr. was wearing his seat belt and suffered only a small cut on the upper right corner of his nose. He did not require transport for his injury. Trooper Michael Meko cited him for Careless Driving. Sinnemahoning Fire Department assisted at the scene.

Port Allegany - Alice Ruth Mahood, 66, of Emporium, PA, died Saturday (March 9, 2013) at her residence.
She was born Sept. 11, 1946 in Schenectady, NY, a daughter of Wallace Dudley and Margaret Elizabeth Jones Spade.
Alice was a 1966 graduate of Port Allegany High School and attended New Castle Trade School in New Castle, PA.
She is survived by her mother, Margaret Elizabeth Spade of Coudersport, PA
two sisters: Margie (Gary) Greenwalt of Massillon, OH and Susan (Frank) Baker of Coudersport, PA
a niece: Margaret (Dustin) Crosby of Coudersport, and a nephew, Andrew Baker of Coudersport

In addition to her father, she was preceded in death by a son, Wallace Richard Mahood on June 23, 1986.
Visitation will be held on Tuesday, March 12, from 1-2 P.M. at Hartle-Tarbox Funeral Homes, Inc, 105 N Main St, Port Allegany, PA, where memorial services will be held at 2 P.M., with the Rev. Roger Laktash, officiating. Burial will be in the Grimes Cemetery, Port Allegany.

4 Year Old Girl Hurt In Lantz Corners Crash
A four year old female was transported to Kane Community Hospital by Mt. Jewett Ambulance for treatment of minor injuries after a 2 vehicle crash at the intersection of Rt. 6 & Rt. 219 at Lantz Corners Friday at 6:08 PM.
The juvenile from Cumberland, MD, was a passenger in a a 1996 Chevrolet Lumina, driven by Shane Duckworth, 20, of Ridgeley, WV. He and another passenger, Krista L. Salesky, 29, of Cumberland, MD, were uninjured in the crash.
Seena A. Housler, 56, of Mount Jewett, PA, the driver of 2011 Ford Fiesta, was unhurt. All occupants were wearing seat belts and the child was in a safety seat.
Trooper Matthew Petrof said the crash occurred as Duckworth was traveling north on Rt. 219, when he failed to stop at the posted stop sign at the 4 way intersection. Housler was traveling west on Route 6, stopped at the posted stop sign, and had the right of way. As Housler entered the intersection, Duckworth's vehicle struck the driver's side front end of Housler's Fiesta. After the initial impact, both vehicles came to rest in the middle of the intersection.
The Lumina sustained minor damage. The Fiesta was disabled and towed from the scene by Boylan's Garage. Duckworth was cited for a stop sign violation.
Mt. Jewett Fire Rescue and Ambulance assisted at the scene.

A Leete Hollow man was charged with Terroristic Threats, Recklessly endangering another, Simple Assault and Harassment on Thursday at 9:40 PM after a Domestic Violence incident at his home.
Brent Gaylord Cole, 53, of 18 Leete Hollow Drive, Coudersport, PA, allegedly threatened to harm himself and a 51 year old known female victim, then pointed a rifle at the victim, and pushed and shoved her.
Trooper Brian Ladick said Cole was charged by Criminal Complaint and arraigned before on call District Judge Delores Weiss and remanded to the Potter County Jail.

A Coudersport man was charged by State Police with Simple Assault as a result of a Domestic Violence incident in the area of Burrows Road and North Hollow Road in Sweden Township on February 3rd at 4:30 AM.
Drew Watson, 33, of 709 Park Avenue, Coudersport, PA, was alleged to have been involved in a physical altercation with a known female.
Trooper Kyle Butler arrested Watson and arraigned him in District Court 55-3-01 where he was released on $10,000. unsecured bail.

“beloved son, brother, and uncle”
Gary G. Dietze, 43, of Coudersport, formerly of Shinglehouse, PA, passed away of natural causes Thursday, March 7, 2013 in his home.
Born October 13, 1969 in Olean, NY, he was a son of Kenneth J. and Jacqueline E. “Jackie” Dietze.
Gary was a 1987 graduate of Oswayo Valley High School in Shinglehouse.
He had been employed at RAM Forest Products in Shinglehouse, then later at the former Ethan Allen Company in Eldred, and lastly at Donovan’s Sawmill in Shinglehouse.
Gary enjoyed NASCAR with his favorite driver being Dale Earnhardt, Jr. He was a Buffalo Bills fan and a Chicago Cubs fan. He enjoyed coin collecting and snowmobiling. He also enjoyed spending time with his family, especially his nephews.
Surviving are his father of Arizona; his mother of Shinglehouse; four brothers, Michael H. (Evie) Dietze of Summersville SC, Roger M. (Vicki) Dietze, David A. Dietze, and Virgil B. Dietze, all of Shinglehouse; four nephews, Joshua D. (Whitney) Dietze of Cartersville, GA, Brent Thomas Dietze, Nicholas B. Dietze, and Anthony J. Dietze, all of Shinglehouse; and several aunts, uncles, and cousins.
Gary was preceded in death by a brother, Kenneth Gregory Dietze.
At the family’s request, there will be no public visitation or funeral services.
In lieu of flowers, memorials may be made to Potter County Animal Assistance Project, c/o Coudersport Animal Health Center, 24 Kio Road, Coudersport, PA 16915.

Born in Pittsburgh, PA. on March 4, 1920, the oldest daughter and child of the late Andrew and Mary Kramer Kasper, she married Austin John Barbary, Sr., on November 9, 1942, was the mother of three children, Austin John Barbary, Jr. and his wife, Susan of Rollinsford, N.H.; the late Mary Linda Barbary, and the Rev. Sandra B. Kerner of Powhatan, VA., the grandmother of Kyle Barbary and Jenna Barbary; and the aunt of many nieces and nephews.
She was preceded in death by her infant daughter, her husband, her son-in-law, Fr. Robert J. Kerner, her three sisters and two brothers.
For the past 50 years she has lived in Warren County, retiring from GTE Sylvania after 20 years, in 1982.
As a long-time member of Holy Redeemer Roman Catholic Church in Warren, she served as an Usher and Eucharistic Minister. She visited the sick and homebound, bring Holy Communion to many parishioners of the years and leading Communion Services in the absence of a priest. Her spiritual life was deepened by participation in Cursillo and in the Spirit of Christ Charismatic Community. She was active in the Catholic Daughters of America, appointed to leadership positions as Regent, then district Deputy, and Grand Regent. Aurletta was a member of the Altar Rosary Society, serving a term as President.
Cooking and gathering people together around good food was her passion, especially in retirement. She made many meals for the clergy and for parish receptions; her passion led her to initiate the ministry of providing meals for families after funerals and she chaired this effort many years. Aurletta will be remembered for her willingness to serve in whatever way she was called by God, in prayer and in action, and always with a loving, joyful spirit.

Born October 15, 1936, in Bradford, he was a son of the late Clayton H. and Lucy (Chiodo) Troutman.
Mr. Troutman was a 1954 graduate of Bradford High School. He owned and operated Clayt 's Body Shop for forty years.
He loved the outdoors, hunting, fishing, kayaking and mountain biking. He participated in the Keystone Games, and the Master's Olympics, medaling in the discus. In 2009 he was awarded the "National Towman Award" in Baltimore MD.
Surviving is his long time companion Stacy Sapko, two daughters, Debra (Donald) Cummins, of Bradford, and Jennifer Beers of St. College, 4 grandchildren, Tiffany (Dean) Campbell, Jake (Ashlee) Cummins, Mike Cummins and Curt Cummins, 4 great grandchildren; Brister, Boston, Marshall and Sailor Campbell, a brother, Joseph Troutman, and a sister, Donna (Bruce) Kinney all of Bradford, and several nieces and nephews. He was preceded in death by his parents, a brother, Donald Troutman, a sister Shirley Inshetski.
Clayt will be sadly missed by family and friends and all those who he helped throughout the years.
Family will be receiving friends on Monday, March 11, 2013, from 4pm to 7pm in the Hollenbeck-Cahill Funeral Homes, Inc. South Ave., where funeral services will be held at 7:00pm with Rev. Raymond Gramata, pastor of St. Bernard Church officiating. Burial will be in McKean Memorial Park.

BRADFORD, Pa. – The Volunteer Income Tax Assistance program’s last tax preparation day has been moved from noon to 5 p.m. March 23 to noon to 5 p.m. March 24.
The event, which offers free tax preparation by University of Pittsburgh at Bradford students for low and moderate-income families, will still take place in Room 158 of the Dr. Richard and Ruth McDowell Sports Center on campus.
The session is limited to the first 40 taxpayers who sign up that day.
Accounting students who have been certified by the IRS will prepare 1040, 1040A and 1040EZ and Pennsylvania state returns for individuals.
Families and individuals interested in participating in the program are asked to bring proof of identity and Social Security cards for themselves and any dependents, hard copies of 2012 W-2 and 1099 forms, and proof of account (such as a voided check) for direct deposit of refunds if desired.
Residents who have significant income and expenses from their own businesses or people with a lot of investment activity should seek the assistance of a professional tax preparer.

Friday at 3:30 p.m.
Motorists in Bradford County are advised that Route 6 is currently closed at the scene of a multiple-vehicle crash near the intersection with Route 2025 (Homets Ferry Road) in Wyalusing Township, a few miles north of Wyalusing.
Traffic is being detoured.
Emergency responders anticipate Route 6 being reopened later this evening.

DEP Awards Energy-Efficiency, Pollution-Prevention Grants to 36 Small Businesses
HARRISBURG -- The Department of Environmental Protection has awarded $290,010 in grants to help 36 small businesses across Pennsylvania invest in energy-efficiency or pollution-prevention projects.
“Since 2004, DEP has invested $7.5 million in 1,756 small businesses statewide,” DEP Secretary Mike Krancer said. “We are committed to investing in energy and pollution-saving measures in small businesses.”
Pennsylvania’s Small Business Advantage Grant program, funded through the Hazardous Sites Cleanup Act, helps businesses with 100 or fewer employees. It provides 50-percent matching reimbursement grants of up to $9,500 to implement projects that will save 25 percent annually in pollution-prevention or energy-related costs.
Of the $1 million in grants budgeted for the current fiscal year, this is the last of three announcements of selected grantees. The 36 new grants will create more than $1.1 million in private-sector investment in small businesses.
Examples of eligible projects include high-efficiency HVAC and insulation upgrades, high-efficiency lighting to save energy, installation of energy-efficient heat pumps and new auxiliary power units that help large trucks reduce time spent with idling engines.

The Friends of Lyman Run will be holding its annual OPENING DAY OF TROUT fundraiser on Saturday, April 13 and Sunday April 14.
The group will be selling coffee, hot dogs and chili at the Get Outdoor trailer which will be parked at the Boat Launch area at Lyman Lake. This fund raiser is for the Kid’s Fishing Derby that will be held on Saturday, May 18 and is a free derby for kid’s aged 12 and under.
Any members who can volunteers some time for this fundraiser are asked to contact Maxine Harrison at (814) 435-2518. The food sale will run from 9:00 am until 2:00 pm. Area fishermen are reminded that hot coffee and some of the best hot dogs around will be available for lunch those days!
..The group is also asking any members who might be interested in helping to build blue bird boxes one Sunday afternoon in March to also give Maxine a call. The date for this workshop has not been set. This will involve a couple of hours at the Lyman Run State Park shop, helping to put bluebird box kits together and will be the group’s Earth Day project for 2013.

BRADFORD, Pa. – The University of Pittsburgh at Bradford will present a grant workshop webinar from the state Department of Conservation and Natural Resources.
The free webinar can be seen from 10:30 a.m. to noon March 13 in Room 200 of the Seneca Building at 2 Main Street, Bradford.
The workshop will prepare applicants to meet the requirements of Community Conservation Partnerships Programs for sustainable and green parks projects, trails, land conservation, emerging recreation trends and more. The workshop will assist community leaders, consultants, board members and park and recreation professionals interested in learning about resources available to plan, acquire and construct public recreation and conservation areas in their communities.
The deadline for grant applications is April 10. Those attending the workshop will learn about DCNR’s emphasis on greening, learn about changes to the 2013 grant program and gain a better understanding of how to develop a competitive and ready-to-go project.

Harrisburg – Pennsylvania residents are reminded to change the batteries in older-model smoke alarms and carbon monoxide detectors when they turn their clocks forward this weekend.
“Smoke alarms and carbon monoxide detectors save lives, but they’re only effective when they’re working properly,” State Fire Commissioner Ed Mann said. “It only takes a few minutes, but it can save you from a lifetime of heartache should a fire destroy your property or claim the life of a loved one.”
Before installing a detector or an alarm, Mann suggested writing the purchase date inside the unit. Whether a unit is battery-powered or hardwired, it should be replaced every eight to 10 years. Some newer models have a sealed battery compartment with a lifespan of eight to 10 years, and after that time, a new unit must be purchased.
Working smoke alarms cut in half the risk of dying in a home fire. Worn or missing batteries are the most common cause of a smoke alarm or carbon monoxide detector malfunction. Changing the batteries at least once a year is one of the simplest, most effective ways to prevent tragic deaths and injuries.
Carbon monoxide is created when combustible materials burn incompletely. Often called “the silent killer,” it is an odorless, colorless, tasteless gas that can incapacitate victims before they’re aware they’ve been exposed. Sources of carbon monoxide can include wood-burning fireplaces and stoves, gas-fired appliances, grills, and motor vehicles.
Symptoms of carbon monoxide poisoning are often mistaken for the flu and include nausea, headaches, dizziness, disorientation and fatigue.
Mann said this weekend also serves as an ideal time for families to review and practice their home evacuation plans.

Acting Treasurer Mary Jo Sherwood has announced that the Department of Agriculture has declared March as Dog License Awareness Month.
All dogs aged three months and older must be licensed annually, unless the dog has a lifetime license.
Regular annual licenses are $8.45.
For spayed or neutered pets, the cost is $6.45.
The cost for senior citizens (age 65 or older) or those with a disability, is regularly
$6.45, and $4.45 for a spayed or neutered pet.
The 2013 dog licenses are now on sale online and at the treasurer’s office. To buy a dog license online, visit the Treasurer’s Department on the county website. Dog licenses may also be purchased by mail.
Simply visit county website, download and complete an application, and mail it to the treasurer’s office with the appropriate fee. Payments made using a credit or debit card, whether online or in the treasurer’s office, will incur a convenience fee charged by the credit card issuer to cover the cost of processing the payment.
Licenses can also be purchased at the following agents: Bradford Senior Center, SPCA, Port Allegany Senior Center and the Kane Community Center.

The Woman Wildlifer: Campus Instructor Pens Article in State-Wide Publication

DuBOIS – As a senior instructor in Wildlife Technology at Penn State DuBois, Keely Roen works in a field where most of her colleagues are men. While the number of women has increased across many fields over the past few decades, women who work in fields devoted to the study of wildlife and forestry remain less common. Since this imbalance can often serve as a backdrop for unique challenges, conflicts or even interesting anecdotes, Roen recently decided to put down on paper some of the experiences different women have had working afield. Her article, The Woman Wildlifer appears in the current winter newsletter from the Pennsylvania Chapter of The Wildlife Society (TWS), which can be on their website at http://joomla.wildlife.org/pa
"The article kind of came about organically," Roen said. "I had been speaking to a few female friends and colleagues in wildlife and related fields and we seemed to share a lot of the same stories. I then mentioned this to one of the board members of the PA-TWS in passing at last year’s annual conference and she felt strongly it would be a good article."
Roen then began asking her female friends and colleagues in related fields to share their experiences with her, and the information came pouring in.
"I asked a few friends and I got some great quotes," Roen recalled. "I tried to keep it focused on the people sharing their stories. I could have written a novel with some of the information I received."
Roen began teaching at Penn State DuBois in 2001, and was promoted to the rank of senior instructor in 2011. She currently teaches Wildlife Management Techniques, Terrestrial Wildlife Management, Wildlife Statistics, and Environmental Science. She focuses research and lab activity on projects where she is able to get her students involved in meaningful, hands-on work. This fall will mark the thirteenth year that she and the other Wildlife Technology Program faculty will trap, band, and release northern saw-whet owls for study. She is also currently working with a student to study the distribution of golden eagles, using motion-activated trail cameras. She'll use those photos in her teaching afterward, and she will make a presentation along with her student at the Penn State DuBois Faculty and Student Research Symposium in April.

Here is a scheduled lane restriction/closure in the I-80 work zone near Mifflinville in Columbia County for next week.
The contractor will restrict Interstate 80 westbound to one lane between mile 241 and exit 242 on Monday, March 11. This traffic pattern change will close the right lane between 7 a.m. and 4 p.m. in order to install a new sign structure.
As a reminder, the I-80 westbound Mifflinville on-ramp remains closed. This is due to merging-traffic safety concerns in the narrowed two-lane area. The ramp detour remains in effect.

Ruth Martindill Wilson, 94, Pensacola, FL, Former Bolivar Teacher
Ruth Martindill Wilson, 94, Pensacola, FL, passed away peacefully on Monday (March 4, 2013) in Pensacola.
Born in Hamden, Ohio, Ruth graduated from Ohio University before her marriage in 1944 to Robert J. Wilson of Wellsville, NY. She was a member of Delta Kappa Gamma, an educators'’ honorary society. Ruth taught first grade for 18 years in Wellston, Ohio, and Bolivar, NY.
In 1974, Ruth and Bob “Luke” moved to Florida, where they enjoyed 30 years of retirement, including 20 years at Sun Air Country Club. She and Bob enjoyed hosting many Golfweek Seniors golf tournaments. She moved to Pensacola in 2007.
Ruth was preceded in death by her parents, Ernest and Sara Martindill; her siblings, William Martindill, Charles Martindill and Frances Mains; and her husband.
Survivors include her children, Dr. Sally Crenshaw of Pensacola, and Bob Wilson of Surry, Maine, and granddaughters, Emily and Elizabeth.
Trahan Family Funeral Home is in charge of arrangements.
A memorial service will be held at 11 a.m. on Saturday (March 9, 2013) at Holy Trinity Episcopal Church, 850 N. Blue Angel Parkway, with the Rev. Jandy Watkins officiating. A reception will follow at the church.

At 9:39 AM on Friday, Port Allegany Fire Rescue and Ambulance has been dispatched to a motor vehicle accident near 4894 Rt. 155. One person had been reported injured. There is no entrapment. The crash is North of Port Allegany at Intersection of Green Hollow and Rt. 155. Vehicle struck a parked auto in Postlewait's parking lot.

Think About It.
You Don’t Have To Agree
The funny thing about life is that you don’t have to agree with everyone to get along, or at least it used to be that way. I say that because there was a time you could disagree with someone and be accepted. Today, depending upon what you disagree on, you could be labeled a bigot, intolerant, behind the times, and a host of other terms that I won’t go into here. It’s sad really because it all seems to come back to the point of being right, or at least right in one’s own eyes.
I have a friend that used to wear a tee shirt that stated, “You Can Go To Hell If You Want To”. It was quite a bold and in your face statement and I’m sure it probably offended some people. But the point is, you can go to hell if you want to because your choices make it so. I choose to believe or not believe and what I choose to believe is more often about what I want, rather than what is right or true. In other words, what I desire can have more of an influence upon my decisions than truth. Paul said it this way, “I want to do what’s right, but I don’t do it. Instead, I do what I hate”, (Romans 7:15). I’ve also heard it described as having two wolves inside us that are fighting with each other and the one that we feed will win over the one that we don’t.
We all have heard the expression, “Do what makes you feel good”, but is that good advice? Are we really feeding a destructive choice that although may make us feel good for the moment; will have eventual long lasting negative impact? That’s part of the problem, agreement with others is more often based upon our own likes and dislikes, what makes us feel good, rather than what’s right or true.
Jesus made the statement that he was the way and the truth, (John 14:6). You may not agree with that statement, and freewill gives you every right not to, but it doesn’t take away from the fact that this is what Jesus spoke. If I accept what he said is true, then I also have to conclude that my way isn’t going to work any more and that I need to follow his way. Perhaps I should just ask; how’s your way working for you? Think about it.
