Galeton Borough Council Regular Meeting

February 12, 2014

The Galeton Borough Council held its regular meeting this date in the Borough Office with the following members present: Doug Droppa, Mike Messino and Kelly Macensky. Not in attendance were Ben Hoppe and Ron Tarabori.

Others present were Chief Brackman, Mayor Petrencsik, Michael Plummer, Dustin Shepler, Alyson Leach and Borough Secy/Treas.-Andrea Caracciolo

Vice President Droppa called the meeting to order at 7:00 P.M. followed by the Pledge to the flag.

Minutes
After reviewing, a motion was made by Mike Messino, seconded by Kelly Macensky to approve the 1/6/14 minutes as presented. All were in favor, motion carried.

Treasurer’s Report
After reviewing, a motion was made by Kelly Macensky, seconded by Mike Messino approving the treasurer’s report for Jan/Feb 2014 as presented. All were in favor, motion carried.

Committee Reports
Council member Messino informed Council that the Insurance committee had met prior to the meeting and went over all the quotes and situations of the employees insurance. The committee felt that with all of the changes, the best situation is to put all the employees back on the group plan with a “0” deductible. There was a 34% decrease in premium effective at our renewal date of 4/1/14. Enough money was budgeted for 2014 to cover the changes.
A motion was made by Kelly Macensky, seconded by Mike Messino to go with the Highmark Shared PPO “0” deductible plan at renewal of 4/1/14. All were in favor, motion carried.

Mike Plummer, now solicitor for the Galeton Borough Authority gave a report on the previous night’s Authority meeting. He told Council that a discussion was held on the abandoned properties that are still getting billed sewer each month and the property’s water is off and house uninhabitable. He is suggesting that a committee be formed made up of Authority and Council members to come up with a solution to the problem.

AT THIS TIME, 7:10 P.M., MAYOR PETRENCSIK ASKED FOR AN EXECUTIVE SESSION TO DISCUSS POLICE BUSINESS.

The meeting was reconvened at 7:30 P.M.

Mayor Petrencsik told Council that he would like to donate his yearly Mayor’s compensation to a Memorial Park Fund for a possible future memorial site on Main Street.

Mayor Petrencsik also complimented the Borough Crew on the plowing, cindering and cleaning of the streets that they do during and after all the snow and ice storms we have been having this year.

Police Report
Chief Brackman presented his monthly report.

He also informed Council that an arrest was made today on the Heart’s Desire burglary. The individual was cited with multiple felonies and misdemeanors.

Borough Secretary
The secretary presented a proposal from Alfred Benesch on being engineers for the Borough on an as use basis, no retainer. A motion was made by Mike Messino, seconded by Kelly Macensky to hire Alfred Benesch & Company as Borough engineers for 2014 with no retainer just on an as use basis. All were in favor, motion carried.

Resolutions
A motion was made by Mike Messino, seconded by Kelly Macensky to adopt Resolution 1-2014 assigning the Potter County Tax Claim Bureau to collect delinquent per capita taxes. All were in favor, motion carried.

A motion was made by Kelly Macensky, seconded by Mike Messino to adopt Resolution 2-2014 stating that there will be no automatic 5% increase in sewer rates for 2014. All were in favor, motion carried.

A motion was made by Kelly Macensky, seconded by Mike Messino to adopt Resolution 3-2014 authorizing Bernard F. Hoppe, M.J. Messino and Andrea Caracciolo to be signers on all Borough checking accounts with two signatures required. All were in favor, motion carried.

Old Business
A motion was made by Kelly Macensky, seconded by Mike Messino appointing Mike Messino to the Police Pension committee replacing William Pinney. All were in favor, motion carried. The committee is Kelly Macensky, Michael J. Messino and Mayor Petrencsik.

New Business
Vice-President Droppa read to Council a resignation letter from Trixie resigning as a Board member of the Galeton Borough Authority effective immediately. Trixie only agreed to be on the board until another interested party could be appointed.
A motion was made by Mike Messino, seconded by Kelly Macensky accepting Trixie Blass’ resignation from the Authority. All were in favor, motion carried.

A motion was made by Mike Messino, seconded by Kelly Macensky appointing George A. Bowen, Jr. to the Galeton Borough Authority with a 5-year term ending 12/31/18. All were in favor, motion carried.

Bills
A motion was made by Mike Messino, seconded by Kelly Macensky to pay the bills for February 2014. All were in favor, motion carried.

Adjournment
A motion was made by Kelly Macensky, seconded by Mike Messino to adjourn. All were in favor, motion carried. The meeting adjourned at 8:16 P.M.

WHY DID GALETONS WATER RATES RAISE AGAIN? I THOUGHT WE HAD OUR PAST DUE ACCOUNTS TAKEN CARE OF. THE PEOPLE THAT PAY EVERY MONTH ARE BEING SCREWED AGAIN

I thought it said we weren't having our rates raise?

Water and sewer rates are not the same thing...
