Medicaid To Suffer Deep Cuts Under New Corbett Budget

Proposed Pennsylvania Budget Would Harm 1.2 Million Pennsylvanians Who Rely on Medicaid

The Corbett Administration released its proposed budget for the 2014-2015 Fiscal Year. The budget would make deep cuts to Pennsylvania’s existing Medicaid program. These cuts would harm more than 1.2 million Pennsylvania adults who currently rely on Medicaid for health coverage, most of whom are pregnant, elderly, sick, or are living with disabilities.

The proposed budget assumes that the federal government will approve the Department of Public Welfare’s (DPW’s) Healthy Pennsylvania proposal. Unlike all neighboring states, Pennsylvania rejected a straightforward Medicaid expansion to provide health coverage to 500,000 uninsured adults who do not otherwise qualify for coverage. Pennsylvania is the first state to use extending coverage under the Affordable Care Act as a “Trojan Horse” to set new, drastic limits on health care for all current Medicaid recipients. Today’s budget proposal would lock in those limits.

DPW’s health coverage plan would prevent people with disabilities and seniors from getting the care that they need. It would cut:

Radiology services, like x-rays, ultrasounds, mammograms, CT scans, and MRIs. The cuts would prevent people with complicated cancer diagnoses from getting appropriate diagnostic and monitoring services. Services would be limited to $750 per year.
Laboratory services, such as blood work or urinalysis. The cuts would prevent people with uncontrolled diabetes from getting appropriate lab work and monitoring. Services would be limited to $350 per year.
Medical equipment and medical supplies, like hospital beds, walkers, respirators, oxygen tanks, catheters, adult diapers, and ventilator tubing. Every motorized wheelchair would require a special exception. The cuts would force homebound seniors into more expensive nursing home care. Services would be limited to $2,500 per year, combined.
Outpatient mental health treatment. People with serious mental illness, like bipolar disorder, major depressive disorder, or schizoaffective disorder, would no longer be able to attend weekly therapy and monthly psychiatric appointments. They would be limited to 40 visits per year, well below the current Medicaid limit of 60 per year.

Pennsylvania should not use the Affordable Care Act as a vehicle for decimating its Medicaid program in the coming Fiscal Year. Community Legal Services calls on lawmakers to support a budget that preserves Pennsylvania’s Medicaid program as a critical safety net for the seniors, pregnant women, and individuals with disabilities who need it most.

I do not mind taking care of the elederly sick and the ones that are REALLY DISABLED. I am sure you know many people that are on disability and are in better shape than you are This system needs to be looked into Go Corbett and make it fair. Some people need it and can't get it because there are way TOO many that misuse the system. How many people do you know that can't do anything???? Not many that can't do a sit down job. Many people do computer jobs at home. Stuff enevlopes etc. I am willing to help people that can't. I stand behind you Mr Corbett

I believe the system should be used for those that need it but we are taking care of way too many young disabled children and adults for parents to collect benefits and have no responsibilities for the care, there should be a check and balance system in place

Agree with 10:10 and 10:41. It's getting real old to be in a store and see those food stamp cards come out for a cart of food, and then you see the person wearing trendy UA and Hollister clothes, texting on a Android or IPhone and loading the groceries into a newer model SUV. Then one sees a elderly person or another fellow FT working person checking their cart and possibly putting stuff back because they are actually paying for their grocery bill...plus the others. I've heard persons in the ER and pharmacy complain that they have a small copay attached to their ACCESS Medicaid services- yet they are talking on an IPhone. It's almost like they really believe that welfare owes them, owes them,owes them. Those are the persons that make some taxpayers despise our nations welfare system. A helping hand is one thing---a hand out to those who choose to work the system is another. Just sayin how some people feel.

I am sick and tired of people bitching about people who are getting help from the government!!! FYI... My husband worked all of his adult life and supported his family and paid taxes and gave to charities. Now he is disabled because of a heart surgery that didn't go well, for the rest of his life.!! You would begrudge him a little help? You don't know us or our situation!!!!! Our wonderful governer would do well to remember that he was elected to this office by people in Pennsylvania including people on WELFARE!!!!!!!

@12;16 If you read the comments from those against it, it says "there are people that need it" It sounds like your husband needs it and deserves it. I hope this doesn't affect your family in any way, but as we all know there are many more people "using" the system than there are "needing the system"

12:16 This is what we are talking about. Your family needs help. Your husband WORKED . It is the people that have never worked a day in their life and get the same amount of money you do and never paid a penny in. I saw a person that never worked had a cartfull of food I couldn't afford and used their acess card and then swiped their acess card the opposite way and got cash and went right over to the lottery machine with the cash and played the lottery. Is that right fair???? I didn' know you can get cash with a acess card until I saw it. I'm sure some buy their drugs that way to. I have worked since I was 13 and I am now 75 and am still working because I just got choped from my insurance that my employer said I would have it for life. So much for peoples words.After paying for insurance for 40 years and thank the good Loard never had to use it I should have a little cushion to fall back on but NO anyone over 65 got chopped. THANKS OBAMA when he got on TV with his smile and said if you have insurance you can keep it. Lies I guess he ment the welfare can keep theirs.

I'm a Disabled Veteran. I get Medicare/Medicaid. And $190 now in food stamps. My wife who is trying to make our situation better by going to school. Had her prescription drug coverage dropped. Costing us a extra $57 dollars a month. On top of the fact that in the last 6 months they have reduced our food stamps by fifty some bucks. So I get a big 1.5% cost of living increase in January. And am actually poorer now than I was before it. I will admit I buy the occasional pack of cigs. Course I suppose after all I have seen, and done, and been through. A small vice is warranted. Course apparently from the attitudes of some folks I'm not entitled, or owed even that. Because I get food stamps, and medical assistance. Shouldn't be allowed a soda, or candy bar neither. I mean why should I have any enjoyment in my life. Shoot I can't even get a hot sandwich. Got to cook it my dang self. Cause I can't get it from the deli with "food" stamps. Now I know there are those who abuse the system. Always will be someone trying to get something for nothing. But those of us who need it and bloody well deserve it. Should not be punished. I am thankful I live in a country where help is available. And I appreciate what I do get. But why keep taking from the poor? I know there are better ways, and better places to cut. And I am fine with drug tests, and stricter requirements. But I think I have suffered, and still suffer, quite enough for my country. Why do I have to give more? Why do my wife, and son have to suffer? If she gets sick what am I supposed to do? Our elected officials are meant to represent us. To help the people. Not hurt the people.......

Thank you for your service! I hope and pray things get better for you. I also pray your wife and son never get sick. I have a decent job and insurance, but my wife and kids got sick this winter. Had to take them to the Dr. for antibiotics. I have a 6000 dollar deductible on my insurance. I'm struggling to pay the bill, have to figure out what other bill I'm not going to pay, so I can pay the Dr. I swear I was better off when I made min wage and received 900 dollars a month food stamps. With my two kids and wife having free government health care. Now I make sixty grand a year and struggle mightily to get by. This country is ass backwards.

I got a raise in SS but they uped my medicare so now I am $20.00 in the hole. I do not know what they expect us to do I have worked 45 years and my pay goes down yearly. This year going in the hole $20.00 also got my insurance choped so I have to come up with $300.00 dollars more. Now I have to drive an ancient car no new clothes and not as much food.Hope I can pay my gas bill because of the cold winter.There is something wrong with his picture when I see welfare people eating steak smoking whatever have a upscale cell phone I paid for.and having more kids when birth control is free to them
