Opportunities to Acquire Machinery and Equipment
Does your municipality need equipment but can’t afford it? Does this prevent you from providing vital services to your community? Municipal budgets are tight, and at the Governor's Center for Local Government Services (GCLGS) we understand that and want to assist in any way we can.

One way to get necessary equipment at an affordable price is through reutilization. This is where the Pennsylvania Department of General Services (DGS), Bureau of Supplies and Surplus Operations (BSSO) can help. BSSO administers several programs to help Pennsylvania communities acquire much-needed resources at a cost savings to purchasing new. The main program offered is the Federal Surplus Property Program, where all municipalities and local government units (fire/police, emergency management, schools, etc.) are eligible to receive property no longer used by the federal government.

BSSO also manages all state property no longer in use. As part of this program, the state offers a semi-annual Private Municipal Auction of PennDOT heavy equipment no longer in use. This is a great way for municipalities to purchase valuable equipment at an affordable price.
