As expected, the last 24 hours pushed the water system closer to normal operational levels. Overnight the authority had several new reports of minor line breaks that are considered normal for this time of year.
If you are you are a residential water customer and still do not have water, you probably have a frozen pipe in your home or frozen service line from the main line to your home. You will need to call a private plumber or contractor to resolve frozen pipes of any sort.
Additionally we are still under the emergency declaration with anticipation of that declaration being lifted at a special council meeting scheduled for 12:00pm (noon) Monday. All residents and commercial customers are reminded to continue to follow the strict water conservation request
The emergency operations center is being moved to the central fire station at 25 Chestnut Street with operating hours of 9:00 AM thru 9:00 PM. Central Fire Station is also the sole location for drinking water distribution. To contact the emergency operations center call 814-368-3141.

Margery A. “Minnie” Mooney, 74, of Ceres, PA
Margery A. “Minnie” Mooney “beloved wife, mom, and grandmother”
uuuMargery A. “Minnie” Mooney, 74, of Ceres, PA, passed away with her loving family by her side on Saturday, February 28, 2015 in the Olean General Hospital, Olean, NY, after a lengthy illness.
Born November 10, 1940 in Olean, NY, she was a daughter of Clifton and Winifred Norton Marvin. On September 26, 1958 in Portville, NY, she married Francis B. Mooney, who survives.
Minnie was a graduate of Oswayo Valley High School in Shinglehouse. She was employed by AVX Corporation in Olean, NY for 12 years and later worked at Zippo Manufacturing in Bradford for 15 years until her retirement.
Minnie loved to play solitaire and read, but her greatest love was her family.
Surviving besides her husband are four sons, Mark A. (Laurie) Mooney of Beaver Dams, NY, Jaime A. (Mary) Mooney of Hudson, Ohio, Brett A. (Anita) Mooney of Macedonia, Ohio, and Tracy O. (Pam) Mooney of Garfield Heights, Ohio; five grandchildren; nine great-grandchildren; and several nieces and nephews.
In addition to her parents, Minnie was predeceased by three brothers, Richard Marvin, Edgar Marvin, and Robert “Pete” Marvin; and three sisters, Barbara Baldwin, Twila Stickles and Verna “Peggy” Dumke.
In keeping with Minnie’s wishes, services and burial were privately held in the Evergreen Cemetery, Ceres.
Flowers are gratefully declined. Memorials in Minnie’s name may be made to the Shinglehouse Volunteer Ambulance Association, PO Box 98, Shinglehouse, PA 16748.
Minnie’s family has entrusted her care to the Virgil L. Howard Funeral Home, Shinglehouse, PA.

CELEBRATING OUR MAPLE HERITAGE THROUGHOUT MARCH ON PA ROUTE 6
Maple producers are a key part of the history and heritage along PA Route 6. These skilled craftsmen have passed along traditional production methods and developed an extensive product line that proves that maple syrup is just not for breakfast anymore. Declaring that Pennsylvania has the best maple syrup and products in the country, the PA Route 6 Alliance is recognizing March as Maple Month across Route 6.
Northern Pennsylvania is home to the majority of award winning maple producers from the state’s Farm Show; producers who practice traditions passed down through generations. From the How Sweet is it Farm in Saegertown on the western side of the corridor to the Journey’s End on the eastern side. The Best Syrup of the Show was from Jim and Dora Tice’s sugarhouse in Mainesburg and the top two winners in the Other Uses categories were Hamilton’s Maple Products in Ulysses and Charles Nelson from Genesee. Tice’s, Hamilton’s, and Nelson are located in the center part of the corridor.
Recently the International Maple Syrup Institute released information on how maple syrup is lower in calories and higher in nutritional value than other commercially available sweeteners. Since it is all natural, it makes a perfect ingredient for the whole or green food diet. The maple producers along the PA Route 6 Corridor are making a variety of tasty treats including maple dressing, mustards, marinates, snacks and candy.
March, when the sap is flowing, is the perfect time to visit these producers and their neighboring sugar houses to learn more how each producer collects and processes a little different and to taste the array of new maple products being developed each year. Most of the awards winning producers are part of a regional maple weekend. The PA Route 6 Alliance encourages travelers to make a weekend out of it by staying at one of the nearby bed and breakfast or local inns. One place not to miss to learn about the heritage of maple production is Hurry Hill Maple Farm and Museum, 11424 Fry Road, Edinboro (between MM 17N-18N), Pennsylvania’s only museum dedicated to preserving and interpreting the art and craft of making pure maple syrup and related products. Another place to learn about maple sugaring is at Keystone College in Factoryville (MM 322). Bartlett is seeking the Republican nod in the upcoming May Primary Election..
“With your support, I look forward to having the opportunity to make the McKean County Sheriff's Department into a public serving agency which will strive to ensure the safety and protection of the residents of our great county,” he said.
Bartlett has spent the last 15 years as a police officer with the City of Bradford Police Department. While employed at the City of Bradford Police Department he held the position of Detective and now serves as a School Resource Officer in the Bradford Area School District.
“In my time working as a School Resource Officer I have had many opportunities to work with our students and see firsthand how amazing these students truly are,” he said. “In my first year as School Resource Officer I started a Criminal Justice Club comprised of students ranging from grade nine to grade twelve who are interested in exploring more about the fields of police, fire, and EMS service.
“The club, which now has more than 45 active members, prides itself on being a community-serving club and have assisted the Bradford community with several different events.”
Most recently the students sponsored the National Law Enforcement Appreciation Day Walk, which encouraged community members to come out and show thanks to the local police departments.
He is also a Certified Instructor for Patrol Response to Active Shooters and of the ALiCE (Alert, Lockdown, Inform, Counter, Evacuate) Program.
The ALiCE Program is designed to prepare students, staff and the community on what to do in the event of an active threat situation. I have worked to train employees of The Bradford Area Schools, Port Allegany Schools, Otto-Eldred Schools, Austin School District, Beacon Light, The Learning Center, Saint Bernards School, Zippo, Case, Bradford Township Fire Department, Derrick City Fire Department and the City of Bradford Fire Department.
“It is my goal as sheriff to continue these trainings county wide to insure that all police, fire, and EMS personnel in McKean County are trained and knowledgeable of the ALiCE response program so that in the event of an active threat, we are prepared to respond as a team and successfully protect all of McKean County's citizens.:
He also would like to use the opportunity as Sheriff to offer school districts throughout the county that have been unable to staff a School Resource Officer, a sheriff's deputy to help protect our children and school staff.
“Having additional School Resource Officers available throughout the county will insure that no School District will have to go unprotected when school is in session”
.
He also wants to address training for jail employees.
“We can begin by insuring that our McKean County Jail staff receives up to date training on handling the modern day criminal. Our jail staff has a very hard job dealing with the people our community has decided we do not want out in public until their punishment time has been served.
“Providing them with proper training can help us make our jail a place where criminals will not want to go because we will not cater to their every request. Jails are designed to decrease the comfort levels of those incarcerated in them, not to provide them with perks they have not earned the right to be given. “
“I have always prided myself as a police officer in standing up for what is right and to make fair and unbiased judgments when facing any situation. I am a firm believer in our U.S. Constitution and am a strong supporter of our second amendment right.”
Bartlett graduated in June 1989 from Salamanca (N.Y).Central High School. After graduation he completed an associate degree in Applied Police Science from Jamestown (N.Y.) Community College. Then went on to attend the Mercyhurst Municipal Police Academy where he obtained my Act 120 Police Certification.
He and his wife, Christine Warfield-Bartlett, reside in Bradford Township.

Galeton Weather report for February 2015
Well, we say farewell to February 2015. It was a very cold and historic weather month. I am told it was the coldest February on record and perhaps the coldest winter month EVER.
More low high temperatures were noted across the state since 1934. In January and February we had 14 days below zero (10 in February). Pine Creek, Berger Lake and Lyman have been frozen over, solid since mid January. I am told the ice on Lyman is 18" thick. It will be interesting to watch it jam up when the thaw starts, if ever. This morning (28th) I noted the highest barometer i have ever noted 31 inHg.
We received 1.10" melted precipitation and 15.4" of snow. We had snow cover all month with several 11"-12" depth readings. The average was 9.6". Last year we had 2.32" of precipitation and 21.3" of snow. We had several mornings with in town readings of minus 10-17 degree readings and reports out of town, at West Pike readings of minus 26F. Readings in McKean county were minus 32-34 degrees. The average high is 32 degrees with the average low of 18 degrees. The record high is 57 degrees (2002) and the record low is minus 6 (2007). It is easy to note that we broke the low record on several days. Average rainfall is 1.67.
Just think, spring will be here in about 3 weeks. However, March can be a very snowy month.

Update on the Straub Brewery fire:
State Police Fire Marshal Greg Agosti says a fiber optic connection to the building was lost at about 8:47 this morning, indicating the earliest known time of a problem. He says no one was in the building at the time, and it did not have a fire detection or sprinkler system. The fire was discovered and reported at 9:14 a.m.
No one was hurt.
Agosti has ruled the blaze accidental and says there are absolutely no signs of foul play.
The main brewery was not damaged and remains open for business.
The Crystal Fire Department (St. Marys) and Fox Township, Johnsonburg and Ridgway fire departments battled the blaze. PennDOT, DEP and the St. Marys Street Department and Ambulance assisted as well.

Washington, D.C. – Today, Congressman Glenn ‘GT’ Thompson (PA-05) issued the following statement after the House of Representatives passed H.R. 33, legislation to fund the Department of Homeland Security through March 6, 2015.
“It is our Constitutional duty to ensure that our country remains safe and today’s vote will adequately fund agencies under the jurisdiction of the Department of Homeland Security. Plus, there are no funds in the bill to support the President’s unilateral actions on immigration.
When the Executive and Legislative Branches of our government are in disagreement, the Judicial Branch must play referee, and that is exactly what took place when a federal judge sided with a complaint filed by 26 states in opposition of the President’s moves towards amnesty.”
The legislation passed the House of Representatives by a vote of 357 to 60.

Robert Confer, 95, of 394 West Washington Street, Bradford, PA, passed away, Thursday, February 26, 2015, at The Pavilion at BRMC.
Born in Venus, PA on September 27, 1919, a son of the late John L. and Verna I. (Goodman) Confer.
On December 27, 1943 in Bradford he married Ruth "Beebe" (Diller) Confer who survives.
Mr. Confer attended Bradford schools. He had been employed at Kendall Refinery for 19 years and then at National Transit Company for 20 years, retiring in 1981 as a supervisor.
He was a member of the National Transit Retirees and AARP.
In addition to his wife of 71 years he is survived by a daughter, Linda L. (Larry) Esch of Barboursville, VA and a son, Douglas A Confer, of Bradford, five grandchildren, six great grandchildren and several nieces and nephews.
He was preceded in death by his parents, two sisters, Florence Ludwig and Violet Voorhies and six brothers, Cecil Confer, Francis Confer, Herbert Confer, Philip Confer, George Confer and Jack Confer.

On September 18, 1970 in North Carolina she married James R. Martin who preceded her in death. On June, 21, 1988 in Bradford she married Craig L. Campbell who survives.
Mrs. Campbell was a 1970 graduate of Bradford Area High School. She had worked for her cousins, the Dodaro Family, her entire career, as a waitress, at Caesar's Cove, Legend's and Anthony's Restaurant.
She was a member of the Italian American Progressive Club, and she volunteered at CARE for Children.
In addition to her husband she is survived by two daughters, Tina M. Martin, of Bradford and Lisa S. Martin of Erie, two brothers, Peter (Anne) Borsa, and Louis Borsa Jr., all of Chicago, three grandchildren, Tyler James Martin, C. Maximo Martin-Paterniti and Robert W. King, Jr. and several nieces and nephews.
She was preceded in death by her parent’s one brother Arthur L. Borsa and one sister Rosanne Backer.

She was born Nov. 26, 1944 in Niagara Falls, NY, the youngest daughter of six children of William A. and Hazel E. House Pringle. On Dec. 17, 1963, in St. Elizabeth Church, Smethport, she married William Owen Duffy, who survives.
Mrs. Duffy was a graduate of Niagara Falls High School and had worked in health care with several facilities over the years.
Judy loved cooking, canning and preserving. She did much of this from her gardens that she grew. She liked sewing for her family and household. She was also an avid sports fan, especially of football and basketball. Judy found relaxation in reading. She enjoyed non-fiction, since she tended to be a no-nonsense individual with a good sense of humor. She was a one-of-a-kind woman who mastered anything she put her mind to. She will be sadly missed by all those who knew and loved her.
In addition to her husband, she is survived by 10 children:
5 sons: Matthew of Girard, PA; Daniel of Castle Rock, CO; Mark of Central, SC; William of Bradford, PA; Charles of San Antonio TX.

She was born on March 1, 1926 in Bradford, a daughter of the late Carl A. and Leona C. Funk Johnson.
She was a 1944 graduate of the Bradford Area High School.
On November 19, 1945 in Bradford she married Donald A. Keesler who survives.
She was a member of the West Branch United Methodist Church. Every summer after their retirement Helen and her husband would travel to Frewsburg, NY and camp until the fall.
She was employed by Zippo Manufacturing Co. for 30 plus years; retiring in 1986.
In addition to her husband of 69 years, Donald A. Keesler of Bradford, she is also survived by one daughter, Carol Felmlee of Bradford; one sister, Arlene Clark of Bradford; one daughter-in-law, Laura Keesler of Gifford; three grandsons, Steven Larson of Colorado Springs, CO, Adam Felmlee of Port Allegany, Scott Larson of Bradford; three great granddaughters, Abby Larson, Rae el Larson, Haleigh Felmlee and several nieces and nephews.
In addition to her parents she was also preceded in death by one son, James Keesler.

Drawing Basics & Getting Ready to Paint Watercolors
During this 2-hour course instructed by Jessie Vaughn, you will perform a number of exercises that promote hand/eye coordination. You’ll learn about various drawing tools, perspective, and shading. In addition, you learn about watercolor paints, surfaces to paint on, and several watercolor techniques including: blending, layering, lifting, wet on wet, and dry brush. Color theory will also be explored. You’ll complete several small projects in this course. Please note that prior to taking I Love This Class, students must either complete this course or get permission from the instructor.

Pitt-Bradford to resume classes on Monday
The University of Pittsburgh at Bradford will resume classes as scheduled on Monday, and students may return to campus as early as Saturday.
All residence halls, campus services and facilities have water and are once again fully functional. However, since the campus, like the greater Bradford area, remains under a precautionary boil-water advisory, bottled drinking water will be available on campus for faculty, staff and students.
“Thanks to the exemplary professionalism and skill of our outstanding facilities and maintenance staff as well as many other dedicated campus personnel, Pitt-Bradford has come through this incident with minimal lasting impact,” said Dr. Livingston Alexander, Pitt-Bradford’s president.
Since students have missed nearly a week of classes, the faculty will work with them to ensure that each course is completed and all learning outcomes expected in each class are covered appropriately and adequately, explained Dr. Steve Hardin, vice president and dean of academic affairs.
Students will be in class for one week then will be off for a week for the regularly scheduled Spring Recess from March 8 to 15. However, the annual Cultural Festival, which was to have been held Saturday, Feb. 28, has been canceled.
During the week-long campus closure, most students living on campus left for the week; however, about 200 students remained. Therefore, several Pitt-Bradford staff members reported to work all week to ensure students’ safety and well-being.
“I am once again truly inspired by our ability to pull together and to go beyond,” Alexander continued. “That’s definitely true for Bradford as well—so many organizations and individuals came to our aid or offered their assistance. We are very fortunate to be part of such a caring community. "
The last time the campus was shut down for a week was during the Blizzard of 1977.

Born August 14, 1919 in West Pittston, he was a son of the late Edward and Eva (Styner) Davis.
On June 18, 1949 in Smethport, he married Lorraine E. (Walk) Davis who died March 3, 2009.
Mr. Davis was a 1937 graduate of West Pittston High School where he participated in football, wrestling, track and baseball.

Mr. Davis attended Williamsport Technical Institute where he studied construction and surveying. Following his graduation, he was immediately employed with Beckwith Machinery. He worked for Beckwith Machinery in the service department, and retired after 34 years of service as service manager.
He enjoyed traveling, photography, and spending time with his family. He spent much of his free time on home projects in the cellar of his home.
Surviving are four sons, James (Carol) Wilson of Warner Robin, GA, Edward (the late Joyce) Davis of Limestone, Thomas (Tina) Davis, and Stephen (Laurie) Davis all of Bradford, fourteen grandchildren, and several great grandchildren.

Galeton Borough Authority is asking water customers to let water run
Galeton Borough Authority is asking water customers to leave their water run during times of extreme low temps to help prevent water pipes from freezing.
Winter Preparation
• Your pipes won't freeze unless the outside temperature is below freezing. Even then, if your house is properly built and insulated, it is very unlikely that your pipes will freeze. The only time you need to leave the water running to prevent the pipes from freezing is during extremely cold weather that is cold enough to get through your insulation and drop the temperature around your water pipes below freezing. When you leave the water running, a very tiny stream is sufficient to prevent freezing. Stream should be no less than the width of a pencil lead.
Useful Precautions
• If you fear that your pipes are in danger of freezing, there are several other things you can do. Open the cabinet doors in your kitchen and bathrooms to allow the warmer house air to more easily get to where the pipes are. Turn the heat up in your house. During the day when you are around, you don't need to leave the water running, just turn your faucets on for a moment every hour or so. This will move the water and discourage any freezing that might have started.
Thawing Pipes
• If your pipes do freeze, you should thaw them as quickly as possible to prevent them from freezing even more. In most cases when water freezes in a pipe, it won't burst the pipe if you thaw it in time. If you allow it to freeze to a point where it splits the pipe, you will graduate from a nuisance into a genuine and expensive problem. The easiest way to thaw a pipe is with a hair dryer. Determine where the most likely point of freezing is and direct the hot air from the hair dryer directly onto the pipe. Leave the taps open and wait for water to begin coming through them.
Other Advice
• When you leave water running at night, use the tap that is farthest from where the main water pipe enters your house. This will keep water moving throughout the system. Be sure that you know where the main water shutoff is. If your pipes burst, you need to be able to turn off the water supply to minimize the amount of damage. If you have a recurring problem in the same place every year, install heavier insulation between this part of the pipe and the outside.

Dear Secretary McDonald:
Since November 1, 2014, the Choice Card, as provided under the recently enacted Veterans Choice, Access, and Accountability Act of 2014, has been distributed to approximately 8.5 million Veterans nationwide, yet less than one percent of recipients – 0.37 percent – have been authorized to access non-VA care through this program. With this in mind, we write to convey serious concerns regarding your implementation of the Choice Card Program with respect to funding for the program in connection with the Fiscal Year 2016 Presidential Budget Request and your interpretation of the 40-mile rule as provided under the Act. We ask you to address both of these concerns immediately.
First, we were dismayed to learn from the President’s Fiscal Year 2016 Budget Request that the Department of Veterans Affairs intends to submit a legislative proposal that would reallocate part of the funding for the Veterans Choice Program to other programs within the VA. It is deeply disturbing that the Administration would try to reduce funding for this program before this program has even been allowed to work – being in existence for only a few short months – and as barriers to care continue to exist. Instead, the Department should make certain that funding provided by Congress is being used to implement the Veterans Choice Program to the fullest extent possible.
Second, the VA is construing the eligibility criteria as it relates to the 40-mile rule so narrowly that it is excluding too many who are far away from the care that they need. As you know, the Choice Program provides Veterans with the option to receive non-VA health care rather than waiting for a VA appointment if there is a significant delay in scheduling an appointment or a Veteran has to travel more than 40 miles to receive VA care. While many Veterans are satisfied with care provided through the VA Health Care System, trips to VA medical centers can be difficult for rural Veterans, especially those who are elderly or ill. Because long drive times are a hardship for these individuals and can present a significant barrier to accessing care, many Veterans anticipated using their Choice Cards when Congress established the Choice Program last year.
The VA’s definition of the eligibility criteria is too narrow in two important respects. First, the VA does not consider the type of care available within 40 miles of where a Veteran lives. In many areas across the nation, the effect is that those who need services only available at a VA medical center, but who live near a Community-Based Outpatient Clinic, are prevented from using the Choice Card to access specialty care in their local community. While the Clinic may be within 40 miles, the VA hospital offering the required care is often more than 40 miles and hours of travel time away.
Second, the VA measures the 40 miles “as the crow flies” and not the actual distance that the Veteran would have to travel. Congress’ intent was to establish a pilot program that would allow Veterans to access non-VA care when they face an obstacle to care, whether it be an unacceptable distance to care or wait time for care. Given the clear intent of Congress to reduce barriers to care, it is perplexing that the VA is not using its authority to allow non-VA care for those who face a geographic challenge in accessing care, including long drive times or health conditions that make travel difficult. The impact of such an interpretation is to exclude from the program many of the Veterans for whom Congress aimed to make health care more accessible. For Veterans in remote and rural areas with limited transportation access, this could mean the difference between 30 minutes and half a day of travel.
As Secretary, you already have the authority to modify the way that the distance criteria is calculated so that the Choice Program is implemented as Congress intended, and we urge you to rectify the overly narrow definition without delay. Additionally, we urge you to stop any attempt to propose a reallocation of funds designed to kill the Choice Card program in its infancy.

He was employed as a store manager by Playtown (now Toys-R-Us) for 12 years and worked as a machinist for many years. Bill was a member of the People’s Church of Potter Brook and a former member of the Wiest Memorial Church in Schoeneck, PA.
A resident of Sabinsville since 1990, he previously resided in the Manheim area.

He was employed by Ingersoll-Rand, Cub Ransom Construction, and Consolidated Natural Gas Company. He attended the Potter Brook People’s Church and the West Union Mennonite Church.
An avid hunter and trapper, he loved the outdoors. Arnie volunteered with several construction and maintenance projects at local churches and was always available to assist family and friends.
Surviving besides his wife, Faith, are: four children, Roxanne (Richard) Langianese of Bradford, Steven (Georgia) Cary of Coudersport, Sandra (Steve Ryan) Cary of Nashville, TN, and Belinda (Randy) Rohrer of Coudersport; nine grandchildren; ten great-grandchildren; a sister, Alice Cervoni of Watkins Glen, NY; and nieces and nephews.
He was predeceased by two brothers, George Cary and Herman Cary; and four sisters, Ada Kibbe Winter, Lillian Walters, Genevieve Hurler Viera, and Edna Giardina.
Friends may call Saturday, February 28, 2015 from 2:00 – 4:00 and 7:00 – 9:00 PM at the Olney Funeral Home & Cremation Service, Ulysses, PA. Funeral Services will be held 2:30 PM Sunday in the Potter Brook People’s Church. The Rev. Samuel Brown and Arnie’s nephew, Rev. Robert Walters will co-officiate. Burial will be in Riverview Cemetery, Potter Brook, PA. Memorials may be made to the Potter Brook People’s Church, P.O. Box 217, Westfield, PA 16950. Person Struck By Vehicle At Tops In Bradford
At 1:59 PM on Friday, Police are responding to a person struck by a vehicle at Tops by the gas station in Bradford.
Police located the vehicle away from the scene and he was taken into custody. Graves was arraigned in front of Magistrate Cercone and placed in McKean County jail in lieu of bail. The victim was transported for injuries.

2015 Registration Is Now Underway SIGN UP BY 3/8/15
This registration is for:
• All girls’ softball teams- ages 8-16 (age on 12/31/14)
• Senior League Baseball- ages 13-16 (age on 4/30/15)
• Little League Baseball- ages 9-12 (age on 4/30/15)
• Jr. Little League Baseball- ages 8-12 (age on 4/30/15)
• Tee-Ball- ages 4-7 (age on 4/30/15)
Evaluations for 7 year olds to play Jr. Little League will be conducted by the Little League Coach. More information will be posted on our website as we get closer to the season.
No registration fee is required- we just ask that you participate in our fundraisers and work in the concession stand when needed.
