PA trooper charged in brutality case

HARRISBURG, Pa. (WHTM) – A state police trooper has been charged in the beating of a Harrisburg man last year.

A criminal complaint filed Friday charges Trooper Ryan Luckenbaugh with two misdemeanor counts of official oppression, a misdemeanor count of simple assault, and a summary harassment count.

Luckenbaugh, 36, of Mechanicsburg, is accused of kicking Chris Siennick in the face while Siennick was seated on the ground and handcuffed behind his back, according to the charging documents filed by the Internal Affairs Division of the Pennsylvania State Police. Read more...

People can get pretty tough once they have you in handcuffs.
I don't think they teach that at the academy, I'm pretty sure.

Oh no this could never happen, wait they are trained to brake the law and be bullies, and the courts allow them to get away with it. I am sure their are many many more that get away with it. Sure there some good honest cops that protect and serve but they are few and far between.

All of the posts listed on here before 6:28pm, are just so ridiculous. There are some bad cops but not that many. The problem is the media only shows the bad ones, they do not show all the good, helpful cops and cops that will lay their life on the line. If you really pay attention, a lot of the people shot and killed became threatening to the police and/or would not comply with what the police was telling them. I do realize the guy was handcuffed, which what the police officer did was very wrong. My question to all the posters before 6:28pm, if someone was trying to kill or hurt you or one of your family members, someone raped your daughter or son or maybe someone broke into your home and stole from you, are you going to call these same police officers that you are belittling? I also noticed not one person has the balls to at least put their first name on their post. One other thing, kids are not being taught to respect police or anyone else for that matter. I'm taking a guess, but I'm thinking that you people that posted all these comments was never taught to respect police, your elders or anyone else and you all are probably not teaching your children respect. Everyone should take responsibility for their own actions, including this police officer if he did do what he is accused of. Oh yeah, I am the daughter of a State Trooper and I was taught to respect other people and myself and that came respect was taught from my parents.

Beth, you're nothing but a bootlicker. It's their job to put their lives on the line. If they don't like that, find another damn job. The dangers of your job are no justification to kill innocent people.

There are far more dangerous jobs than being a cop, you don't see those people killing innocents in the name of job safety.

Oh bullcrap about the media not covering the good cops, the "good" cops go out of their way now to get in the media, like saving a duck with her ducklings, or taking groceries to a old woman who is raising her grandkids but got caught shoplifting food to feed them. I'm sick of reading or hearing how great cops are not covered enough. Point is all bad cops SHOULD be covered in the media, that's how they're weeded out!! I've met more bad cops then good cops in my lifetime & NO, I'm not a criminal. But when you talk to different attorneys in the area who come right out & tell you who the bad cops are here & how bad the DA is, what do expect us to say? As for cops being selfless & blah blah blah, I disagree it's a profession like any other & I owe them nothing more. They get paid a decent wage, use their patrol cars for personal use & even get expensive dogs my tax dollars paid for. Most cops are on a power trip, and technology is exposing it!!

@ 8:07 shut the hell up. If it weren't for people putting their lives on the line, both in the military and law enforcement, you couldn't run your freakin' trap the way you are! Just because they don't feel like their lives should be threatened by criminals and morons, doesn't mean they should find new jobs! There are bad cops, there are bad plumbers, carpenters, business men, athletes,,,,,yada-yada-yada. Let's not steroetype. Bad people are bad people. @ Beth, you hit it right on the head. I see we're in the minority though, but that's probably because we follow the law and show respect.

They look out for each other, just look how the potter county probation officer got away with what he did. His case got shipped off to Tioga county, he got ARD basically a slap, I mean a tap on wrist, swept under the rug. Bet for sure he will be back at his probation job in Potter county to continue to run a muck, like nothing ever happened. I do believe in everyone getting a second chance, but those who have a position of authority should be held to a higher standard, not get a get out of jail free card. wonder what the boot licker's think of that...???

oh yes people where did respect go? i am old beem all over the wold,spend 7 years in the u.s. air force,been in all the states drivind truck,and in the last 40 years, where has respect go? there isnt any,i dont like hearing people using bad words in front kids, or kids useing bad words , no respected, i am from the old school,respect every body weahter you like them or not, if you dont like them stay away.there are alot of trouble out there, when they get arested, i didnt do it.if you didnt do it you wouldnt be arested,

@ 1209.... with the advances in DNA Technology there has been many people found to be innocent of what they were accused of. so just because someone is arrested is not proof that they committed a crime. Respect for each other has gone by the wayside, I agree with that. with that comes the fact that everyone in this country has the right to believe in what the want and do as they want within what the law allows. your commit from your post @1209 is not respectful at all but you claim you have respect, if someone wants to make a post anonymously they can, this blog is set up that way, so that is their right to post anonymously you are being disrespectful to tell someone to shut up but you claim to have respect.

I agree with Beth! If he's guilty, then let the chips fall... That's why we have a judicial system. Even so, it doesn't mean that ALL are guilty! If there's one or two bad apples in the bushel, do you toss the whole bushel? If you do, then you have no common sense.

Can you imagine our neighborhoods or the entire country for that matter, without the men an women in blue? What if, there were no police officers, firemen, and first responders???

What would you do if nobody answered or came when you dialed 911?

The word "respect" really means nothing anymore, if it ever really did. Its only used by insecure people who want to feel as though others somewhat fear or admire them. These days "respect" is spoken frequently by weak people.
Obama used to throw 'respect' around everytime he spoke, saying we needed to respect other nations and they would respect us, but it didn't work and that's obvious. They walked all over him/us.
It seems as though minorities, gang members, bikers, and convicts etc. love to use the word as well as leaders who are lost.

As far as respect, most of the posters not all seem to not understand what respect really means. Respect means it is a way of treating or admiring someone. Treating is the big word here. Curious as to how many of the posters respect their parents, grandparents, their other half, maybe a teacher?
It sounds like most of the posters have a lot of hatred and anger towards cops and just people in general. How many of you have been pulled over or any other interaction with the police? Drugs, domestic violence??? I had been pulled over for speeding, ticketed and fined even when my father was on the job and I never received special treatment. I took my ticket and went on. I did not ask for special treatment and I knew I was in the wrong, so I took my punishment and never gave the cops a hard time and I never cried about it and degraded the cops because of it.
I'm also assuming and maybe I shouldn't but I'm figuring that most of you have gotten into trouble with the law either by drunk driving, drugs or domestic violence because of your hatred towards cops or you all really believe everything you hear. I do know that there is so much gossip in Potter County and over half of it, is totally wrong.
I really hope that you people that hate cops so bad that you never need their help but if you did they are their to help people no matter what people think of them. Yes when someone joins the police department they take an oath to protect and serve and that was their choice to join.
No I'm no bootlicker people. I grew up with a father that was a State Trooper that I had a lot of respect for (r.i.p.) and I know a lot of people on Potter County respected and really liked him.
Plus I know everyone has their own opinions.
