Galeton Borough Authority Regular Meeting August 2, 2016

Members Present: Tony Adami - Chairman; BJ Lowther; Tony Cimino, George Bowen
Not Present: Joe Cimino
Others Present: Rob Pflug - Council Inter-governmental liaison; Annie Caracciolo- Borough Secretary; Tom Smith - Borough Foreman; Mike Plummer - Solicitor; Trixie Blass- Secretary

The meeting was called to order at 7:08 p.m.

BJ motioned to approve the minutes of the July meeting as presented. George seconded the motion. All voted aye and the motion carried.



Tom reported that we are currently “holding our own” with water supply regarding the Drought. Operators are keeping a very close eye on the situation and will implement Stage 3 (rationing) of the Drought Contingency Plan if necessary.

Permits have been obtained to proceed with construction at the Wetmore. The crew will meet with the contractor to finalize details of scheduling, materials and cost.
Emphasis on notification to all the proper agencies in the required time was made.

Information for abandoning the Germania Street well is expected in the near future from Larson Design Group.


Tom reported that flow at the plant has been low due to lack of rain and mandatory restrictions placed on water usage.

LDG is waiting for the draft of NPDES permit from DEP.

A meeting is scheduled to discuss funding for the WWTP upgrades. Annie informed the board that
$13, 000 of the Act 13 money has been designated by council to go toward the upgrades at the sewage treatment plant. Tony A. shared an email he received that may also provide help toward funding of the upgrades.


Tony A. questioned what the council decided regarding GIS mapping of the system and Rob replied that the matter had been tabled at the last council meeting.

Review of past due accounts has demonstrated that since policies and procedures of billing and collections has been strictly enforced, the amount of past due accounts has dropped significantly.
With budget time approaching, the Authority board has been thoroughly examining the water and sewer budgets, comparing expenses, revenues, etc. in an effort to determine a more precise budget for the new year. Lengthy discussions were held on various portions of their calculations and a work shop has been scheduled for Tuesday, August 30th at 5:30 p.m. in the Borough office to further discuss and analyze with the Borough Council.




BJ motioned to adjourn the meeting at 8:55 p.m. George seconded the motion. All voted aye and the motion carried. Meeting is adjourned until the next regular meeting scheduled for Tuesday, September 6 at 7:00 p.m. in the Borough office.
