Friends of Kettle Creek and military veterans,
The Kettle Creek Watershed Association (KCWA) will sponsor a 3-day weekend Project Healing Waters Fly Fishing (PHWFF) outing for disabled/recovering military veterans on Kettle Creek from Friday, May 6 through Sunday, May 8, 2016.
The PHWFF program is designed to assist disabled/recovering military veterans deal with injuries and/or adjust to civilian life with the peaceful, therapeutic activity of fishing. PHWFF is dedicated to aiding in the physical and emotional rehabilitation of disabled military service personnel through fly fishing.

All weekend housing, meals, snacks, soda/water and necessary fishing supplies will be furnished at no cost to the participants. Each participant will have a KCWA ‘mentor’. Imagine how welcome they will feel if they are first-time visitors to the Kettle Creek Valley.
Please help KCWA with this weekend outing. Since all meals will be prepared locally by volunteers (no catering, no restaurants), we believe we can feed each participant for about $20.00.
We are looking for business donors as well as individual donors. Ham & beef roasts are needed for the Saturday night KCWA banquet honoring these vets. Potter County Farmers' Market To Meet Tuesday On 2016 Plans; Consider Change In Hours
A meeting to put the finishing touches on plans for the 2016 Potter County Farmers' Market will be held on Tuesday, April 5 at 6:30 p.m. at the Coudersport Public Library.
At this meeting, participating vendors will be considering a change in the operating hours for the weekly market. Currently the market is held from 1:00 to 5:00 p.m. on Fridays. The group will decide on Tuesday whether to change the hours to 3:00 to 6:00 p.m. to accommodate requests from folks who wish to stop after work.

PFBC Seeks Comments on Sayers Lake Proposal
HARRISBURG, Pa. (March 31) – At its quarterly business meeting held here today, the Pennsylvania Fish and Boat Commission (PFBC) proposed a change to crappie limits at a popular lake in Bald Eagle State Park and voted to remove a no-wake zone on the Delaware River.
The meeting followed last night’s special public event at the State Museum in Harrisburg to commemorate the PFBC’s 150th anniversary.
“Over the course of the next year, I invite fellow anglers and boaters to join in our commemoration of the last 150 years,” said PFBC Executive Director John Arway, who was named the Commission’s 10th executive director on March 2, 2010, and has worked for the agency for 36 years. “It will be a great time to learn about our agency’s contribution to the health of Penn’s woods and waters and celebrate the fact that our 86,000 miles of streams, nearly 4,000 lakes and reservoirs, over 404,000 acres of wetlands and 63 miles of Lake Erie shoreline are still home to more than 25,000 species of known plants and animals, and perhaps, many thousands more yet to be identified.”
“These facts demonstrate the enormity and complexity of the challenges that face the Commission as we strive to fulfill our legislative and Constitutional duties to protect, conserve and enhance our Commonwealth’s aquatic resources,” he added.
During today’s formal meeting, Commissioners approved for public comment a proposal to change angling regulations for crappie at Foster Joseph Sayers Lake at Bald Eagle State Park in Centre County.
“The lake is a popular crappie fishery with high angler use and harvest and it’s not reaching its full potential under the current regulations,” said Jason Detar, Chief of the PFBC Division of Fisheries Management. “Only about 8 percent of the crappies in our fishery surveys meet the current legal size of 9 inches or longer. The majority of adult crappies collected during our fishery surveys are in the 7-inch to 8-inch range, and anglers want to harvest some of these fish.”
Currently, the daily limit for crappies is 20 and the fish must be at least 9 inches long. Under the proposed changes, anglers would be allowed a daily creel limit of 10, of which no more than five can be over 9 inches.
“The changes would allow anglers to still harvest some of the larger fish which are 9 inches or longer, as well as some of the smaller fish which are not currently available to harvest,” added Detar. “The goal is to increase the overall numbers of 9-inch and longer crappies by reducing some of the harvest of these fish, and by thinning the numbers of 7-inch and 8-inch fish through angler harvest.”
The PFBC held a public meeting about the proposal last month at the state park’s Environmental Learning Center. A majority of the participants at the meeting supported a change in the regulations. Public comments will now be accepted for 30 days after the proposal is published in the PA Bulletin. If adopted on final rulemaking, the amendment will go into effect on Jan. 1, 2017.
Also today, the Board approved a proposed regulatory amendment which would remove a no-wake zone on the Delaware River in Bucks County in order to mirror New Jersey state law. The amendment would eliminate the no-wake zone from the mouth of Paunacussing Creek approximately 3,000 feet to a point in the vicinity of Green Hill Road. If adopted on final rulemaking, the amendment will go into effect on Jan. 1, 2017.
In other action today, Commissioners added 99 waters to the list of wild trout streams and revised the section limits of five waters. The list can be found on the PFBC website.

Also today, the Board presented former Commissioner William R. Worobec with an outstanding leadership and dedication award. Mr. Worobec served as the Fifth District Commissioner from 2006 to 2014, representing Bradford, Columbia, Lycoming, Montour, Northumberland, Snyder, Sullivan, Tioga and Union counties.
The Board also presented a Heroes of Water Rescue award to Virgil Chambers, who was one of the founding fathers of and an employee in the PFBC’s boating-safety and water rescue programs. The award recognizes individuals who make a significant, lasting and continuous impact

The success of the Commission’s Water Rescue Program is a direct result of Virgil’s vision and hard work. Without his early effort, the program would not be where it is at today.”

Three workers hurt in Willing roof collapse

WILLING — Three people who were working on a barn at a Fitzstephens Road farm were seriously hurt Thursday rescuers said, when they fell after the roof and side of the structure collapsed.
The three were among those working on the structure on a windy day.
“Three patients fell approximately 30 feet — all males, all with potential head injuries. They were on the trusses working,” said Wellsville Rescue Chief Josh Kemp. “One's being taken to Jones Memorial (in Wellsville)."
Kemp noted that of the other two patients, one of the men was being taken to a landing zone set up by Willing firefighters and the other to a landing zone set up by Wellsville firefighters. Mercy Flight and LifeNet were to each fly one victim out for treatment. Later Thursday, county dispatchers said only one patient was flown to a Rochester hospital. No information on where he was taken was available that night. County dispatchers said they had not been notified of any fatalities. Read more...

Roulette Fish & Game Club Trout Stocking Saturday

The Roulette Fish & Game Club will meet at the trout hatchery pond on the Buchsen farm on the West Branch of Fishing Creek Saturday, April 2nd at 9 am to stock trout in the local area creeks. ANYONE INTERESTED COME ON OUT AT 9AM.
Stocking will take place in the East & West branches of Fishing Creek, Sartwell Creek, Trout Brook, Card Creek, and Mina.

Work Continues Next Week on I-80 in Montour County
Montoursville – A multi-year, $30 million project continues next week on Interstate 80 in Montour County. There will be night work in the westbound lanes through much of the week and one day of day work in the eastbound lanes.
Night work on I-80 westbound will begin on Tuesday, April 5 and be completed on the morning of Friday, April 8. Work will be performed each day from 7 p.m. to 9 a.m.
The westbound passing lane will be closed in one-mile increments from mile 223 to mile 229 while the contractor sets concrete barrier in preparation for shoulder reconstruction work.
On Wednesday, April 6, the eastbound driving lane will be closed from mile 223 to mile 224 and from mile 228 to mile 229 from 7 a.m. to noon so the contractor can remove shoulder rumble strips to prepare for the installation of traffic crossovers.
This work is part of a $30 million reconstruction project on I-80 eastbound from Danville to the Columbia County line. The project includes 3.6 miles of reconstruction and bridge work in the eastbound lanes. The project also will include shoulder construction and bridge work in the westbound lanes in order to maintain two lanes of traffic in each direction for the majority of the time during construction.
Other parts of the project include concrete patching in the eastbound and westbound lanes from the Northumberland County line to the Danville interchange. Construction began in late 2015 and will be completed in the fall of 2018.
Motorists should expect delays, be alert and drive with caution through the work zone.

FRIENDS OF HANLEY LIBRARY DONATE LAPTOPS FOR STUDENT USE

Students are able to use the laptops inside and outside of the library. Marietta Frank, director of the library, said that three previous laptops donated by the group have been very popular with students, and so she had requested that the group donate more.
The Friends of Hanley Library exist to support the library. Each year, the group donates items to make the library more comfortable for students, including computer tables and other furniture.
In addition to items to enhance student comfort, the organization has donated works of art such as a numbered replica of the Pitt-Bradford panther statue by Bradford native Dave Hodges and an original painting by Bradford native and Chronicles of Narnia illustrator, Roger Hane.
“We’re a support group for the university and the community,” Friends’ president James Guelfi said.
Since its creation in 1990 the Friends have played an active role in the community by hosting public events focused on local, alumni, and faculty authors four times a year. Other activities are an annual book sale fundraiser and a Seasonal Reading program on WESB's Live Line.
The Friends was the idea of Pitt-Bradford staff member Betty Blaisdell, who served as president of the organization for fifteen years. It was and still is the only organization of its kind out of all the Pitt campuses.
Guelfi, who was among the original members and officers, described the organization as “A group of friends that became friends of the Hanley Library.”
Current vice president Holly Spittler said, “The thing that we all have in common is books, culture, and a value of what a library brings to the college and the community.”
In addition to an annual reception for its members, the Friends has a benefit that many in the community appreciate, the ability to check books out from the library’s 95,000 volumes.

PITT-BRADFORD SPONSORS EVENTS FOR SEXUAL ASSAULT AWARENESS MONTH
BRADFORD, Pa. -- The University of Pittsburgh at Bradford is sponsoring a number of events in April in conjunction with Sexual Assault Awareness Month.
The highlight of the month will be a talk by keynote speaker Kimberly Corban at the “Take Back the Night” rally and march against rape, sexual assault, domestic violence, dating violence and sexual abuse. The event will take place from 7:30 to 9 p.m. April 13 at the Harriett B. Wick Chapel and is open to the public.
In 2006, Corban was a college student at the University of Northern Colorado, and an intruder broke into her apartment and raped her. Corban went on to testify at her assailant’s trial in 2007, helping to convict a man who police said would likely have become a serial rapist or serial killer, according to The Washington Post. She has worked ever since to advocate on behalf of sexual assault survivors and in support for gun rights.
“Take Back the Night” is sponsored by the Offices of the President, Academic Affairs, and Student Affairs, the History and Political Science Club, the International Relations/Model United Nations Club, the African-American Student Union, the Latino and Caribbean American Student Association of Bradford and the YWCA Victims’ Resource Center.
Other public events during the month are an “Asking for It” event on consent sponsored by the Pitt-Bradford LGBTS Alliance from noon to 1 p.m. April 6 at Wick Chapel.
The Alliance will also offer two “Safe Zone” trainings for anyone interested. The first will take place from 6 to 7:30 p.m. April 6 in Dining Rooms A and B of the Frame-Westerberg Commons. The second will take place from 1 to 2:30 p.m. April 7 in the same location. Safe Zone training helps individuals share their experiences and viewpoints, become more comfortable talking about LGBT issues, and learn how to be a supportive ally.
On April 13, from 2 to 4 p.m. outside the Commons, the campus’s Democratically Engaged Members of Society club will hold a “Slut” Walk event to raise awareness about victim blaming and slut shaming regarding sexual assault.
On April 14, students will join with the YWCA Victims’ Resource Center, the Blaisdell Foundation, the Zippo/Case Museum, American Refining Group, Bradford Regional Medical Center and Northwest Savings Bank for “Walk a Mile in Her Shoes,” a march against rape, sexual assault and gender violence. The march will be held from 5:45 to 7 p.m., beginning and ending at Veterans’ Square downtown.
Students will also have the opportunity to attend bystander intervention training throughout the month, sponsored by the Division of Student Affairs. Bystander intervention trains students to interrupt a potentially harmful situation, such as allowing a friend who has been drinking to leave a party. It also emphasizes curtailing inappropriate jokes or innuendo.

Gary Alt Presents Umbaugh Lecture at Penn State DuBois
DuBOIS - Gary Alt, former biologist for the Pennsylvania Game Commission, spoke at Penn State DuBois Thursday night as the 2016 Umbaugh Lecturer. Made possible by the generosity of Robert and Joyce Umbaugh, the Umbaugh Lecture brings highly qualified speakers in the fields of science and technology to the campus each year. It is free and open to the public.
Alt spoke about his experiences working in wildlife management and his career highlights since graduating from the first wildlife technology class at Penn State DuBois in 1972.
Alt worked as a wildlife research biologist for the Pennsylvania Game Commission for over 27 years, and for 22 of those years he led the statewide black bear research management program. He was head of the statewide deer research and management program for five years. During his tenure, Alt was responsible for launching some of the largest field studies in the country on black bears and white-tailed deer, and made some of the most sweeping changes to bear and deer management in the history of Pennsylvania.
With colleague Hal Korber, Alt produced a video on black bears that generated over $1.5 million for the Pennsylvania Game Commission and won five awards the International Wildlife Film Festival in Missoula, Montana. The two teamed up again and produced over 35,000 deer management videos that were distributed to the general public which were instrumental in an educational campaign to win support for major policy changes.
An active public educator, Alt has presented over 1,500 lectures to over 300,000 people during his career. He has been honored in Time Magazine as a Conservation Innovator and his work has been published in a variety of professional journals and featured in People Magazine, National Geographic World, Sports Illustrated, Readers Digest, National Wildlife, the Wall Street Journal, USA Today, New York Times, Philadelphia Inquirer, Washington Post and hundreds of other magazines and newspapers. Alt’s work has also been given national television coverage by Good Morning America, CBS Sunday Morning News, National Geographic Explorer, and more.
