Name of Franklin homicide victim released; two arrested, charged

Firefighters discovered body of victim in brush fire in Venango County.

Franklin Police charged two people with homicide Friday after a body was discovered by area firefighters in a brush fire.

According to the Franklin Police Department, firefighters from the Borough of Polk were dispatched shortly after 5 p.m. Friday for a brush fire on Waterworks Road. They found a body after putting out the fire.

Venango County Coroner Christina Rugh identified the victim shortly after 11 a.m. Saturday as Tausha Baker, 25, of Franklin. Rugh said investigators determined Baker’s identity by matching tattoos on the body to photos of Baker. Family members have been notified. Rugh said an autopsy will likely be conducted early next week in Erie. A cause of death has not been determined.

It is believed the incident started in the city of Franklin and that Baker’s body was disposed of on Waterworks Road. A police report lists the time of the incident as 2:22 a.m. Friday.

Two people were arrested, Richard A. Kennedy and Amanda L. Cypher, and charged with criminal homicide, aggravated assault, abuse of a corpse, and tampering with or fabricating physical evidence. Kennedy and Cypher were arraigned before District Judge Andrew Fish and remanded to the Venango County Prison, where they were being booked Saturday morning. Read more...
