Reorganization Meeting of the Board of Supervisors of Liberty Township

The Reorganization Meeting of the Board of Supervisors of Liberty Township was called to order at 6:00 P.M. by Chairman Dick Brown. Supervisor Fred Ernst, III., Supervisor Neil Shepard and Secretary Cindy Speeth, were present. Also attending was David Culver.

PLEDGE OF ALLEGIANCE was recited by all.

1. On a motion by Mr. Ernst and a second by Mr. Shepard, Supervisor Brown was unanimously appointed as temporary Chairman.
2. On a motion by Mr. Ernst and a second by Mr. Shepard it was unanimously agreed to appoint Ms. Speeth as temporary secretary.
3. On a motion by Mr. Shepard and a second by Mr. Ernst, Supervisor Brown was unanimously elected as Chairman of the Board.
4. Supervisor Shepard made a motion to elect Supervisor Ernst as Vice-Chairman of the Board, Chairman Brown seconded the motion and it was unanimous.
5. On a motion by Supervisor Ernst and a second by Supervisor Shepard, it was unanimously agreed to appoint Ms. Speeth Secretary/Treasurer with compensation set at $15.56 per hour.
6. On a motion by Supervisor Shepard and a second by Supervisor Ernst, it was unanimously agreed to appoint Herman Burrows as shop boss with compensation set at $20.80 per hour.
7. On a motion by Supervisor Ernst and a second by Supervisor Shepard, it was unanimously agreed to appoint Donald Snyder, III. And Timothy Freer as full-time road crew with compensation set at $18.80 per hour.
8. On a motion by Supervisor Ernst and a second by Supervisor Shepard, it was unanimously agreed to appoint Mr. Bickleman as primary SEO and Mr. Fantasky as back-up SEO.
9. On a motion by Supervisor Ernst and a second by Supervisor Shepard, it was unanimously agreed to table the appointment of a township EMA Coordinator.
10. On a motion by Supervisor Shepard and a second by Supervisor Ernst it was unanimously agreed to appoint Sandra Kinney as the Township’s per capita tax collector.
11. Supervisor Ernst made a motion to appoint Berkheimer Associates as the Township’s EIT tax collector and Supervisor Shepard seconded. It was unanimous.
12. On a motion by Supervisor Ernst and a second by Supervisor Shepard, it was unanimously agreed to appoint Berkheimer Associates as the Township’s delinquent per capita tax collector.
13. On a motion by Supervisor Shepard and a second by Supervisor Ernst it was also unanimously agreed that any part-time road crew would be hired at $10.00 per hour or Supervisors could be hired part time at $18.80 with a CDL License and $12.00 per hour as a laborer. The Supervisors also stated that they would take no Supervisor’s pay in 2019.
14. The Treasurer’s Bond amount is set at $200,000.00 on a motion by Supervisor Shepard and a second by Supervisor Ernst, it was unanimously carried.
15. On a motion by Supervisor Ernst and a second by Supervisor Shepard it was unanimously agreed to appoint Andrea Stapleford, Esq. of Stapleford & Byham Law Offices as Township Solicitor with compensation as set forth in Letter Agreement set forth in minutes of the regular meeting on December 11, 2018.
16. Supervisor Ernst made a motion to appoint David Culver as Chairman of the Vacancy Board and on a second by Supervisor Shepard it was unanimously agreed upon.
17. On a motion by Supervisor Shepard and a second by Supervisor Ernst it was unanimously agreed to appoint The First National Bank(now JVB) and Northwest Savings Bank as depository for Township funds.
18. On a motion by Supervisor Shepard and a second by Supervisor Ernst it was unanimously agreed that the Township meetings will be held the second Tuesday of each month in the Rt. 155 Township Building at 6:00 PM. Any changes will be advertised.
19. On a motion by Supervisor Ernst and a second by Supervisor Shepard it was agreed that all the holidays would remain the same for workers and the secretary.
20. On a motion by Chairman Brown and a second by Supervisor Shepard it was unanimously agreed that Supervisor Ernst be appointed as voting delegate to the State convention.
21. On a motion by Supervisor Shepard and a second by Supervisor Ernst it was unanimously agreed to pay certain bills between meetings to take advantage of discounts and avoid penalties.
22. It was unanimously agreed on a motion by Supervisor Shepard and a second by Supervisor Ernst to use the Township Seal on DEP reimbursement forms.
23. On a motion by Supervisor Ernst and a second by Supervisor Shepard it was unanimously agreed that all other appointments, resolutions and ordinances remain the same.

The reorganization meeting was unanimously adjourned at 6:16 PM on a motion by Supervisor Shepard and a second by Supervisor Ernst .

REGULAR MEETING

The regular meeting of the Liberty Township Supervisors was called to order at 6:30 PM by Chairman, Dick Brown. Attendance remained the same.

REPORTS:
1. Ambulance Report was not received.
2. There were 7 fire calls for Liberty Township in December, 2018.
3. Secretary’s Report for December 11, 2018 was presented and unanimously
accepted on a motion by Supervisor Shepard and a second by Supervisor Ernst.
4. Treasurer’s Report for the month of January, 2019 was presented and
unanimously accepted on a motion by Supervisor Ernst and a second by
Supervisor Shepard. Chairman Brown stated that the monies carried over into the new year was approximately $70,000.00. The Supervisors said that the township did need a one-ton truck but they were in agreement that they should wait for the right deal. Supervisor Shepard also suggested that the township will also need a backhoe and loader in the future so instead of buying each maybe they could find a combination backhoe/loader for a good price.

CORRESPONDENCE:
1. Letter, materials for the PSATS Conference 2019 and invoice for 2019 were presented by Chairman Brown. On a motion by Supervisor Ernst and a second by Supervisor Shepard it was unanimously agreed that the invoice in the base amount of $540.00 would be paid to PSATS for the 2019 year.
2. Chairman Brown presented the PSATS Newsletter.
3. Chairman Brown presented the PennDot Newsletter.
4. Letter from Conservation District to UGI regarding Permit Transfer was presented by Chairman Brown for information only.
5. A 2019 invoice for $150.00 dues for the Pine Creek Council of Governments was presented and it was unanimously agreed to be paid on a motion by Supervisor Ernst and a second by Supervisor Shepard.

All correspondence was made available to the public.

NEW BUSINESS:
1. On a motion by Supervisor Ernst and a second by Supervisor Shepard it was
unanimously agreed to sign the Agreement between the township and Roger
Bickleman regarding him taking care of his own payroll taxes for the 2019
year.
2. On a motion by Supervisor Ernst and a second by Supervisor Shepard it was
unanimously agreed to have the secretary sign the letter from Roger Bickleman naming him as SEO and naming Todd Fantasky as alternate.

As no further business was brought before the Board, the meeting was unanimously adjourned at 6:43p.m. on a motion by Supervisor Ernst and a second by Supervisor Shepard.
