ROULETTE TOWNSHIP SUPERVISORS JANUARY REGULAR MONTHLY MEETING

January 7, 2019
The Roulette Township Board of Supervisors held their monthly meeting on January 7, 2019 at the Roulette Township Building. Chairman of the Board, Jeremy Morey, called the meeting to order at 6:22pm. with the Pledge of Allegiance. Also present were Supervisors Jim Ostrom and Brian Drabert.

VISITORS ATTENDING:
• Present at the meeting were:Cody Lentz, Mike Fessenden, Jeff Fessenden, Ryan Miller (ARS Engineering), Justin Fillhart, Theresa Welsh, Laurie Barr, Dawn Kent, Karen Johnson and Mark Rees

PUBLIC COMMENT:
• Justin Fillhart asked if there were any plans to do Lanninger Creek Rd. shoulders in the future
• Karen Johnson, Jeff Fessenden, and Mike Fessenden were concerned with the vacancy rate that the township implemented on vacant properties hooked up to the water and sewer system. After a long discussion Supervisor Morey made a motion to put the vacancy fee on hold and hold a special meeting on January 24, 2019 at 6 p.m. Supervisor Drabert seconded the motion and the motion was carried.
• Theresa Welsh gave statistics for Aqua owned water systems and asked the supervisors to please reconsider selling the water/sewer system to Aqua.
• He also asked if the PR Valve had been fixed yet and discussion was held on dirty water that he and some of Lanninger Creek Rd. residents have been having an issue with. Justin would also like the township to update 911 of the contacts for the township.

POLICE REPORT:
• December police statistics were given by the secretaries.

RVFD CALL STATISTICS REPORT:
• Chief Fillhart gave the statistics for December.

WATER/SEWER REPORT:
• He also asked if the PR Valve had been fixed yet and discussion was held on dirty water that he and some of Lanninger Creek Rd. residents have been having an issue with. Justin would also like the township to update 911 of the contacts for the township. Tim Bunta, the licensed water/sewer operator, is going to help Cameron Fryer and Cody service the blowers in the sewer plant. Cameron & Cody believe that they found the issue as to why the blowers were not turning off.They found something that was burnt in the control panel. Supervisors would like for them to contact Mark Blair, from Electric Solutions, Inc., to look at the control panel.

MONTHLY MINUTES:
• The minutes from the December monthly meeting were presented. Supervisor Morey made a motion to accept the minutes. Supervisor Ostrom seconded the motion and the motion was carried. There was no discussion from the floor.

UNPAID BILLS:
• Supervisor Morey made a motion to pay all unpaid bills except Nittany Engineering. Supervisor Ostrom seconded the motion and the motion was carried.There was no discussion from the floor.

BALANCE SHEET:
• After carefully reviewing the balance sheet and ledger, Supervisor Morey made a motion to accept the balance sheet and ledger, Supervisor Ostrom seconded the motion and the motion was carried. There was no discussion from the floor.

ROAD BONDS:
• Current Road Bonds – 05-2018 Three Rivers Forest Products LLC – T530 from SR 4003 to Clara Twp. line
• Closed Road Bonds –No new closed bonds

OLD BUSINESS:
• Discussion was held on flushing the water lines and it was decided that they would be flushed in the spring. There was no discussion from the floor.
• Supervisor Drabert made a motion to bid out 210 ton of #8 stone, 130 ton of #57 stone, 200 ton of 2A limestone, and 130 ton of 2RC. Supervisor Morey seconded the motion and the motion was carried. There was no discussion from the floor.
• After some discussion on a new truck for the water/sewer dept., with the suggestion of a local resident to try looking for a ¾ ton truck, Supervisor Morey made a motion to get quotes on a ½ or ¾ ton regular cab, 8 ft. long bed with 4-wheel drive truck for the water department. Supervisor Ostrom seconded the motion and the motion was carried. There was no discussion from the floor.
• Discussion was held on getting placards made for dangerous structures.

NEW BUSINESS:
• No one will be going to the Triple Divide Water Coalition meeting. There was no discussion from the floor.
• Supervisor Morey made a motion for Supervisor Ostrom to go to the LTAP training class in Coudersport. Supervisor Drabert seconded the motion and the motion was carried. There was no discussion from the floor.
• Supervisor Morey made a motion to enter into an agreement with Haines & Company for the water/sewer audit. Supervisor Drabert seconded the motion and the motion was carried. There was no discussion from the floor.
• Supervisor Morey made a motion to reject Haines & Company’s letter of engagement for DCED, instead, they would like for the Roulette Township Auditors to do the DCED Audit. Supervisor Drabert seconded the motion and the motion was carried. There was no discussion from the floor.
• Supervisor Morey made a motion to enter into a contract with Nittany Engineering for the Chapter 94. Supervisor Ostrom seconded the motion and the motion was carried. There was no discussion from the floor.

OTHER BUSINESS:
• Supervisor Drabert made a motion to send Supervisor Morey, Supervisor Ostrom, and Assistant Secretary Trudi Bowser to the 2019 PSATS Conference in April. Supervisor Ostrom seconded the motion and the motion was carried. There was no discussion from the floor.
• Supervisor Morey asked to have the other end of the sewer plant road opened up again. There was no discussion from the floor.
• Discussion was held about doing Cow Hollow & Lanninger Creek Rd. drainage with a dirt & gravel/low volume road grant.
• Supervisor Morey asked to have the trees trimmed on the corner of North St. and Fishing Creek Extension. Dawn Kent also asked about the tractor trailers parked on the corner of River St. Extension and Main St. Also some discussion on the parking in front of the Friendly Inn on Main St. The supervisors asked the secretary to contact Chief Phelps on those issues.
• Discussion was held on the drainage gates and how they need fixed and cleaned out.
• Supervisor Morey asked if we were going to do anything with the tar buggy.
• Supervisors spoke with Ryan, from ARS Engineering, and asked if a meeting can be scheduled between them, L. C Whitford Co., Inc. and Randy Albert, PennDOT Rep.
• Supervisor Morey would like to look into an ordinance for meth houses and asked the secretary to get in touch with Vance from Erb Inspections to see what they can do.

CORRESPONDENCE & INFORMATIONAL:
• All correspondence was reviewed.

ADJOURN:
There being no further business to discuss,Supervisor Morey then moved to adjourn the meeting. Supervisor Ostrom seconded the motion. All supervisors voted in favor and the meeting was adjourned at 7:12 p.m.
