Department of Homeland Security Certifies Pennsylvania as REAL ID-Compliant

Today, PennDOT announced that the department has been notified by the Department of Homeland Security (DHS) that Pennsylvania is in full compliance with the federal REAL ID Act and regulation.
“This DHS designation is the culmination of countless hours of PennDOT employees’ efforts to meet federal requirements and ensure smooth travel and services for Pennsylvanians,” Governor Tom Wolf said. “I am gratified that our optional program is in place well ahead of the federal deadline of next fall and we are providing convenient, secure services for customers.”

The Pennsylvania Department of Transportation (PennDOT) has issued more than 138,000 REAL IDs since they became available on March 1.

“I am extremely proud of our team for reaching this designation and for also implementing an enhanced customer experience at our new and retrofitted centers,” PennDOT Secretary Leslie S. Richards said. “I strongly urge customers who may want a REAL ID to do so as soon as possible to avoid a potential rush at next year’s deadline.”

A federally accepted form of identification (whether it's a Pennsylvania REAL ID driver's license or ID card, a U.S. Passport/Passport Card, a military ID, etc.) must be used as identification to board a commercial flight or visit a secure federal building on and after October 1, 2020. There is no requirement that any resident obtain a REAL ID and PennDOT will continue to offer standard-issue driver's licenses and photo IDs.

Federal REAL ID regulations require that PennDOT verify a customer's identity, social security number, Pennsylvania residency, and name changes (if applicable), even if a customer already has a PA driver's license or ID card. More information about document requirements, including a printable document checklist (PDF), can be found on the Document Check page of the PennDOT Driver and Vehicle Services website.

PennDOT strongly advises its customers to gather the required documents – especially if they will need to obtain replacement documents – well in advance of the federal deadline. Some states may take up to six months to process duplicate birth certificates, so it is advisable to begin that process right away.

Customers have three options for obtaining a REAL ID product: customers may order their REAL ID online if they have been pre-verified; they can visit any PennDOT Driver's License Center, have their documents verified and imaged, and their REAL ID product will be mailed to them within 15 business days; or they can visit one of 12 REAL ID Centers and receive their REAL ID product over-the-counter at the time of service.

When a customer gets their first REAL ID product, they will pay a one-time fee of $30, plus a renewal fee (current renewal fee is $30.50 for a four-year non-commercial driver's license or a photo ID). The expiration date of their initial REAL ID product will include any time remaining on their existing non-REAL ID product, plus an additional four years, unless the customer is over 65 and has a two-year license. This expiration date structure means that the customer won't "lose" time that they've already paid for. After the initial REAL ID product expires, the customer will pay no additional fee, beyond regular renewal fees, to renew a REAL ID product.

PennDOT has upgraded seven of its existing driver's license centers to allow for over-the-counter issuance of REAL ID (Williamsport, Wilkes-Barre, Rockview in Centre County, Erie, Altoona, Norristown and South 70th Street in Philadelphia). These locations, along with the following new locations, are also accepting payment-card transactions:

1101 MacArthur Road, Allentown;
429 North Enola Road, Enola; and
2090 Lincoln Highway East, Lancaster.

Leona M. Foster, 88, of Germania, PA, formerly of Mechanicsburg, PA, passed away on Friday, May 24, 2019. 

Born November 23, 1930, in Harrisburg, PA, she was a daughter of the late Lewis and Miriam (Wilt) Minium. 

Leona graduated from Steelton-Highspire High School and she was married for 57 years, to Marlin Foster, who preceded her in death in 2008. 

Leona, along with her husband, owned and operated Pigeon Hill Art & Frame in Galeton. She was a member of the Pine Creek Valley United Methodist Church and greatly enjoyed wildlife art. 

Surviving are two daughters, Victoria Foster, Shermansdale, PA and Lynn (Jim) Long, Galeton; a son, Mark E. Foster, Mechanicsburg; two grandsons, Ryan Clement and Mark Foster; a granddaughter, Denise Clement; two great grandchildren; a sister, Linda Hoover, Rancho Cordova, CA; and several nieces and nephews. 

In addition to her parents and her husband, Leona was predeceased by a sister, Lois Kichman. A Memorial Service will be held at the convenience of the family. 

Arrangements have been entrusted to the Hess Funeral Home & Cremation Service, Galeton.

Jonathan D. (Jake) Lewis, 64, of Sizerville Rd., Emporium, PA, passed away Wednesday, May 22, 2019, in UPMC Hamot, Erie, Pa.

Born July 8, 1954 in St. Marys, he was the son of Gerald and Bernice Bates Lewis. On March 14, 2007 in St. Marys, he married Dawn S. Shaffer who survives.

A lifelong resident of Emporium he was a 1972 graduate of Cameron County High School and through the years was employed by several local industries including Lewis & Hockenberry, Inc. lumber mill and Motor Coils Manufacturing both in Emporium and Speer Carbon in St. Marys. For 3 years he worked out of state on oil rigs in Wyoming but soon returned to Emporium.

An avid canoer he canoed most of the West and North branches of the Susquehanna River in Pennsylvania. Other loves included rebuilding Jeeps and most of all his family.

In addition to his wife Dawn, Mr. Lewis is survived by: two sons, Gerald Lewis of Peoria, Arizona and Eli (Alecia) Lewis of Mt. Pleasant, Michigan; one daughter, Becca (Rafe Garza) Ruberto, also of Peoria; two grandsons, Isaac Surra and Parker Lewis and one granddaughter, Ilana Lewis all at home; two sisters, Geri (Ed) Kroft of Rixford, Pa., Jacqueline (David) Anderson of Washington, Pa.; sister-in-law, Kathy Lewis of Camp Hill; and also nieces and nephews.

He was predeceased his parents and two brothers, Clyde and Richard.

Private funeral services will be held at the convenience of the family.

Arrangements are under the direction of the Coppersmith-Condon Funeral Home, Emporium.

Julie G. TRAVIS, 50, of Corning, NY, died Friday, May 24, 2019 in Guthrie Corning Hospital, Corning, NY. 

Born October 9, 1968, in Corning, she was the daughter of Darrell and Nina Lowe Farnham. 

She was employed by McDonalds in Florida and as a caregiver with the Center for Disability Rights in Corning. 

Julie attended the Pentecostal Holiness Church in Cross City, FL. 

Surviving are: her mother, Nina Lowe of Old Town, FL; her father, Darrell Farnham of Corning; her companion of 12 years, Darren Leatherman of Corning; four children, Jeremy Farnham of Old Town, FL, Eric (Angela) Farnham of Avoca, NY, Cassandra Travis of Corning, and Timothy Travis of Corning; eight grandchildren including a grandson who lived with her, Shawn Travis; three brothers, Darrell Farnham, Jr. of Corning, William Farnham of Old Town, FL, and Donald Farnham of Corning; nieces, nephews, aunts, uncles, and cousins. 

A private graveside service will be held in Parker Hill Cemetery, Sunderlinville, PA. The Rev. David Brelo will officiate. 

Memorials may be made to a charity of the donor’s choice.

Iraq War Airman Honored at Bridge Dedication

Dozens of veterans, friends and family members gathered last Saturday to remember the service and sacrifice of Staff Sgt. Carl Enis by dedicating an area bridge in his honor.

The Iraq War airman and pararescueman was killed in the line of duty last March when his helicopter crashed during a mission in western Iraq. He was just 31 years old.

Act 161 of 2018 designates the bridge on U.S. Route 219 over the Kinzua Creek, also known as the Tally Ho Bridge, as the Staff Sgt. Carl Enis Memorial Bridge. Signs marking the bridge’s new designation, located at either end of the structure, were unveiled as part of the ceremony Saturday.

Enis served as a pararescueman, one of the most challenging roles in the Air Force. He was assigned to the Air Force Reserve’s 308th Rescue Squadron at Patrick Air Force Base, Florida, where he served for eight years. His awards and decorations include the Air Reserve Forces Meritorious Service Medal with bronze oak leaf cluster, the National Defense Service Medal and the Global War on Terrorism Expeditionary Medal. In the past two years, he received multiple awards, including Airman of the Year for both the 920th Rescue Wing and Air Force Reserve Command.

Although he resided in Florida, Staff Sgt. Enis has generations of connections to the McKean County area and spent a great deal of time locally with family, hunting and fishing in the Kinzua Creek over which the bridge named in his honor crosses. Enis’ grandparents owned the Enis Hotel in Westline, now known as the Westline Inn. His family also owned a hunting lodge in the area that he frequently visited.

I was honored to sponsor legislation to name the bridge at the request of local veterans with the support of the Lafayette Township supervisors.

Monday, May 27, is Memorial Day – a day set aside to honor the more than 1.1 million Americans who have died in wars which the United States entered. Please take a moment this weekend to remember these men and women who sacrificed their lives for us and for our country by participating in Memorial Day events in your community.

PA’s Opioid Epidemic – Employing More Tactics in the Fight

As we continue to combat the opioid abuse epidemic plaguing the Commonwealth, the House Health Committee has approved legislation to better regulate pain management clinics and help identify patients who previously overdosed.

House Bill 1005 would help health care professionals identify and better treat patients who previously overdosed by requiring first responders and hospital personnel to document the use of Narcan, Naloxone or any other opioid overdose agent in the patient’s record in a state database.

The database was created in 2014 to help track opioid prescriptions to prevent people with an addiction from obtaining multiple scripts from different doctors.

House Bill 1214 would require pain management clinic to be licensed and regulated by the Department of Health to ensure they are not prescribing or dispensing controlled substances inappropriately. While it is important to ensure people who are struggling with chronic pain can access the medications they need, it is equally important to prevent the diversion, misuse and abuse of controlled substances.

Both bills now go to the full House for consideration.
 

Reminder: Fish for Free on Sunday

The Pennsylvania Fish and Boat Commission is hosting the first of its two annual Fish for Free Days this Sunday, May 26.

Don’t miss out on the opportunity to enjoy fishing in any of Pennsylvania’s waterways, even if you don’t have a license. Both residents and non-residents are eligible. Just make sure you follow all other fishing regulations.

The second Fish for Free day is scheduled for Thursday, July 4.
 

Traveling Over Memorial Day? Check Traffic Conditions on 511PA.com

Travelers can log onto www.511PA.com to check current traffic impacts from construction, traffic delay warnings, weather forecasts, traffic speed information and access to more than 770 traffic cameras. The service is free and available 24 hours a day.

511PA is also available through a smartphone application for iPhone and Android devices, by calling 5-1-1, or by following regional Twitter alerts accessible on the 511PA website.

Travelers are always reminded to buckle up, put their phones away and stay sober when behind the wheel.

In other PennDOT news, driver license and photo centers will be closed Saturday, May 25, through Monday, May 27, for the holiday. Customers may still obtain a variety of driver and vehicle products and services online through PennDOT’s Driver and Vehicle Services website, www.dmv.pa.gov.
 

Outreach Hours Set for June 6

To help ensure access to state government information and services, I will hold outreach office hours at the following locations on Thursday, June 6:
  • Emporium Borough Office – 9-10 a.m.
  • Port Allegany Borough Office – 11 a.m. to noon.
Services available include assistance with any state-related issues or concerns, driver license and vehicle registration applications, and applications for various state programs, such as the senior citizen Property Tax/Rent Rebate and PACE/PACENET prescription drug assistance programs.

Veterans Service Hours in Bradford

Melissa Davis, a veterans service representative from the American Legion, will be available at the Bradford office this month on Monday, June 10, from 1-4 p.m. The Bradford office is located at 78 Main St., first floor. Please call 814-362-4400 to schedule an appointment.

Davis will offer veterans assistance with issues such as compensation, education, pension, health care and death benefits. Veterans need not be a member of the American Legion to participate.

Due to a scheduling conflict, there are no veterans service hours in Coudersport or Kane in June. They will resume in July.
