ATSDR Completes JKLM Health Consultation
by Laurie Barr·
Saturday, December 14, 2019·
On Dec. 6, 2019 the Agency for Toxic Substances and Disease Registry (ASTDR) published a final report titled PUBLIC HEALTH EVALUATION OF WATER DATA COLLECTED IN THE VICINITY OF THE JKLM NATURAL GAS WELL ON THE REESE HOLLOW 118 PAD.1 The study stemmed from events that began on September 14, 2015 when JKLM Energy LLC (JKLM) started drilling a gas well and during drilling, the drill bit, which had been lubricated with Rock Drill Oil 150 became lodged 570’ below the surface. The depths of private water wells2in the area are generally under 200’ according to a Department of Conservation and Natural Resources (DCNR) online database.
Between September 15 and 18 2015 JKLM injected an estimated 100 gallons of a product known as F-485 mixed with 15,000 gallons of water into the uncased well bore in a process used to dislodge the drill bit. The products, unapproved by DEP for uncased wells, migrated into the aquifer and consequently into local water wells in the area of Burrows Rd & North Hollow Rd, Sweden Twp., PA., Potter County. According to Jennifer Means, DEP Oil & Gas Program Manager, DEP and JKLM received initial reports of soapy water in home water wells on Sept. 18, 2015.3 Detections of BTEX (benzene, toluene, ethylbenzene, and xylene) in groundwater sampled from September 2015 to February 2016 suggested that Rock Oil components were present in groundwater following the incident.
The recently published health consultation was conducted in response to a citizen petition asking ATSDR to evaluate any potential health effects associated with the Rock Drill Oil and F-485, the two known products used by JKLM during drilling and the drill bit retrieval procedure. ATSDR is a federal public health agency, part of the U.S. Department of Health and Human Services but has no authority over oil and gas activities. Read more...

The Department of Labor and Industry (L&I) is now accepting applications for $6.6 million in PAsmart Apprenticeship grants to help more workers “earn while they learn” and gain the hands-on skills for good jobs in high-growth industries. Building on the House GoodJobs4PA initiative launched earlier this year, the grant program is designed to build a diverse talent pipeline into the building and construction trades; expand registered apprenticeships and pre-apprenticeships in non-traditional industries with an emphasis on health care, manufacturing and information technology; and support registered apprenticeships and pre-apprenticeships through ambassador networks across the Commonwealth. Eligible applicants include organizations that serve as sponsors or intermediaries of registered apprenticeships including businesses, community-based organizations, economic development organizations, industry associations, labor organizations, local education agencies, local workforce development boards, nonprofit organizations, post-secondary institutions, public libraries and STEM ecosystems. The deadline to apply is Jan. 10, 2020. Grant materials, requirements and information about the bidder’s webinars are available on the department’s website here. |

Protect Against the Flu
|
With more than 2,600 laboratory-confirmed cases of flu statewide, the Department of Health is urging residents who have not already gotten a flu vaccine to do so. Guidelines recommend everyone 6 months of age and older should get the vaccine each season. It takes about two weeks for the antibodies from the vaccine to develop protection against infection. Influenza is a contagious disease, caused by the influenza virus. It attacks the nose, throat and lungs and may include the following symptoms: fever, headache, tiredness, dry cough, sore throat, nasal congestion and body aches. To further prevent the spread of flu, Pennsylvanians are also encouraged to practice healthy habits such as covering your mouth and nose when you cough or sneeze, frequently washing your hands during flu season, and remembering to disinfect commonly touched objects such as door knobs, light switches, countertops, cell phones and computers. If you do become sick with the flu, it is important to stay home and rest. If you are at risk for developing serious complications from the flu, or feel extremely ill, you should see a medical professional immediately. |

Special Weather Statement
National Weather Service State College PA
1024 PM EST Fri Dec 13 2019
While temperatures were mainly above freezing as of late
evening, isolated icy spots will be possible overnight. This
will be especially the case across the ridgetops and in the
deeper valleys. Persons traveling overnight should be alert for
a wide range of conditions. Remember that untreated surfaces such
as ramps, bridges, and sidewalks often ice up first. In addition,
patchy dense fog will be across the region. Remember to use your
low beam headlights in areas of fog.
