City of Bradford Police Chief Bartlett Now on Unpaid Leave

We have a small update on the status of the investigation into City of Bradford Police Chief Butch Bartlett.

When contacted by WESB News about the matter, City Administrator Chris Lucco said the internal investigation is still going on but, as of Thursday, Bartlett is now on unpaid leave.

Two months ago Bartlett and Officer Matthew Gustin were put on paid administrative leave pending the completion of an investigation into the arrest of Matthew Confer on May 5.

Gustin is still on paid leave.

After a video of the arrest started circulating, allegations of police brutality arose.

McKean County District Attorney states:

“When the District Attorney’s Office receives a complaint alleging wrongdoing by a police officer, the nature of the allegation determines what occurs.

If the allegation relates to dishonesty or otherwise raises a concern about an officer’s credibility, the DA has to review the matter because the DA’s Office is responsible for ensuring the integrity of criminal complaints filed and testimony presented in court to allow a judge or jury to make a decision in a case.

I have assigned this investigation to the Chief County Detective. The Chief County Detective and an Assistant District Attorney have conducted interviews, the most recent one occurring yesterday. There is a standard protocol for this type of investigation that was drafted by the District Attorneys’ Association with feedback from police unions that ensures the ability of the DA’s Office to gather information while providing officers with the ability to provide an interview.

This type of investigation concludes with a determination of honesty or dishonesty and, therefore, determines whether information provided by an officer can be used as the basis for criminal charges in any criminal case in the future or if an officer will be able to testify as a witness in any prosecution.

This investigation is nearing completion.

Because the District Attorney’s Office works with the officers involved, any allegation about criminal wrongdoing by the officers in the present case was referred to an outside agency. I referred this investigation to a lieutenant with the State Police in Punxsutawney who has assigned it to a member of the State Police.

Any other allegations that my office has received have been referred to the Attorney General’s Office.”

So he can file for unemployment?!?! I wouldn’t give him a red cent!! What he does need is the chip knocked off his shoulders and he NEEDS inpatient anger management classes!!! He has always been a rough tough guy as he thinks!! Time to fire him and idk what Mayor McDonald was thinking when he was presented that position not unless the two are “great friends “!!!!

I have a couple comments. First, it shouldn't and doesn't matter who this was done to. Whether this guy is a, in your words, a thug or whether it was a family member of yours or mine. But based on the article, it appears that there is much more to the story than just this incident. It looks like there are multiple groups taking a hard look at it.

It is about time action is taken against him. This man has attempted to destroy the lives of so many people for his own power. He has always acted as though he is above the law and will turn on a fake charismatic charm to try to convince people with influence that he is a stellar individual and a police officer with integrity. I agree that it doesn’t matter who the person is-police brutality is never acceptable. Bartlett is known to torment and torture those less fortunate-he needs to be off the streets.

Don't you just love how they use another police agency to investigate their own? No bias there! That little club of theirs called the Thin Blue Line is such garbage and the cause of a great deal of corruption. Even the former mayor of Bradford admitted that this cop was a problem. I'm even willing to go out on a limb and state that most of the cops are Freemasons and if one is willing to do the research, it will discovered that this secret organization is as evil as one could possibly imagine. These satanists are going to protect their own at all costs.

As I said when this 1st came out, someone did not do their job or a very in depth background check when they hired the Chief.....There is a saying that a leopard cant change its spots. It will always be a leopard. There is also another saying "Little Man's Syndrome". Think about it...
