The regular meeting of the Galeton Borough Authority was held this date in the Borough Office with the following members present: Tony Adami, George Bowen, Jr., Joe Cimino and Tom Smith. Not present was BJ Lowther.

Others present were Solicitor-Mike Plummer and Borough/Auth. Secy.-Andrea Caracciolo.
Chairman Adami called the meeting to order at 5:00 PM followed by the Pledge to the Flag.

WATER REPORT
It was discussed how we are in Stage 2 of the Drought Contingency Plan, mandatory restrictions, and are really close to being in Stage 3, which is rationing. Households would be permitted to use 44 gallons per day with some exceptions. Businesses would have to reduce their water usage by 25%.
It was noted that we have received the PA Small Facilities Water and Sewer grant of $153,000 for the mandates at the water plant. This will settle the consent order that we have from DEP.

SEWER REPORT
Joe told the Authority that the bar screen has been repaired and is operating normal again. He also said that the clarifier tank is still operating sufficiently since repaired.
A discussion was held on the sewer plant upgrade. We did not get the 2019 competitive grant but are re-applying for the 2020 round. In the meantime, the plant needs some of the upgrades as soon as possible and cannot wait another year or so to see if we get the grant. Since it is going to be done in Phases, the engineers are going to get Phase 1 and Phase 2 ready to be put out to bid in the spring of 2021. We have already received the 2018 and 2019 CDBG entitlement grants for those phases.
It was also discussed that the CSO meter needs to be installed at the sewer plant ASAP as a result of the DEP plant inspection. The engineers are working on it.

OLD BUSINESS
Tony said that he was going to contact Rep. Owlett and Sen. Scarnati to see if the H2O grants are going to be out there again.
It was mentioned that the credit/debit card payments are going great so far. Several customers are taking advantage of it.

ADJOURNMENT
A motion was made by Joe Cimino, seconded by Tom Smith to adjourn. All were in favor, motion carried. The meeting adjourned at 6:52 PM. The next regular meeting is Tuesday, Nov. 2, 2020 at 5:00 PM.
