CERES TOWNSHIP MEETING AGENDA 1 SEPTEMBER 2020
Meeting called to order by Chairman Joseph Neal at 6:00 PM.
***PLEDGE OF ALLEGIANCE***

Minutes of previous meeting of 4 August 2020 reviewed. Motion to accept as read by Supervisor Joseph Neal, 2nd by Supervisor Anthony Plants, 3rd by Supervisor Jeffery Moyer. Motion carried.

PUBLIC COMMENT
Resident Robert Friedl e-mailed the following: I would like a retraction of the meeting minutes printed on Solomon’s Word on 8-7-20. I never called anyone a “liar”!!! There was a conversation concerning Mr. Gross’ e-mail, I merely asked for the records that Mr. Moyer stated in the July meeting he would show me. In August, Moyer stated they couldn’t find the records. As an auditor for Ceres Township for many years, I know if there was a record it would be available. It was stated by Mr. Plants in the June meeting that stone was being spread by the supplier and would be continued as necessary. All I asked for was the record. I also would like to finish the stone conversation, transparency, and records. As stated many times in the meeting records, “communication is the key”. Sincerely, Robert Friedl
Resident Friedl’s name was deleted from the minutes of 4 August 2020 pertaining to the retraction. Mr. Friedl was also shown a copy of the paperwork he requested.
Resident Deb Payne thanked the road crew for cleaning the ditches
Resident Ruthie Sisson asked if the fine for littering on the roads could be increased.
Resident Bob Friedl asked if a permit was needed for an agricultural – the answer is that a local permit is required.

OLD BUSINESS
Trash days will be on 18-19-20 September
Auditor appointment – tabled from last meeting – Deb Payne was appointed as auditor from 2020 through 2022.
Opening of Gravel Bids – bid for 1 September 2020 to 1 September 2021 - bid was awarded to Glenn Hawbaker. Bids were as follows:

NEW BUSINESS
Building permit from Paul Plants – addition to barn for cattle - approved
Building permit from Steven O’Connor – enclose existing deck and entry with roof - approved
Building permit from Greg James – 10’x40’ deck on front of house - approved
Bridge Inspections – four bridges were State inspected in Ceres Township
Oswayo Valley Memorial Library Annual Report – yearly donation of $600.00 was approved
Estimated Allocation of Municipal Liquid Fuels for 2021 will be $86,865.53, and Turnback Money will be $35,840.00.
Enforcement of Junkyard Ordinance #24 – Supervisors will meet with a resident on Thursday afternoon regarding the Ordinance.

ROADMASTER’S REPORT
Roadmaster Jeff Moyer stated that the tar and chipping has been completed, and they are now working on cleaning ditches. Mowing will start again after Labor Day. The newly purchased excavator works well. Roadmaster Moyer also thanked the Eldred Boro for their help cleaning up after the recent storm.

SUPERVISORS’ COMMENTS
Supervisor AJ Plants thanked the residents of the Township for helping to clean up after the recent storm.
Supervisor Joseph Neal stated that Township home owners need to know that Junkyards cannot be started without following the requirements as stated in the Ceres Township Ordinance #24.

BILLS REVIEWED – motion made by Supervisor Joseph Neal to pay bills, 2nd by Supervisor Jeffery Moyer, 3rd by Supervisor Anthony Plants – motion carried.

The next meeting will be on 6 October 2020, at 6:00 PM, at 12 Barbertown Road, in Ceres Township.
