Application Open for 2021 Transportation

Alternatives Set-Aside of the Surface Block Grant
$18 million Available Statewide for Eligible Projects

Harrisburg, PA – The Pennsylvania Department of Transportation (PennDOT) announced that the application site for the 2021 Transportation Alternatives Set-Aside of the Federal Highway Administration’s (FHWA) Surface Block Grant Program is now open, and applications will be accepted through October 15.

“We encourage all eligible project sponsors such as local governments, transit agencies and school districts across Pennsylvania to explore this opportunity for funding important projects,” said PennDOT Secretary Yassmin Gramian.

Defined as ‘transportation alternatives,’ examples of eligible projects may include stormwater management, non-infrastructure projects such bicycle and pedestrian education, conversion of abandoned railway corridors to trails, and construction of turnouts, overlooks and viewing areas.

All participating large Metropolitan Planning Organizations (MPOs) selections and all District and Planning Partner application review comments will be due January 7, 2022. The statewide project selection committee will meet in January 2022 to recommend projects for receipt of statewide Transportation Set-Aside funds. Approximately $18 million in funds will be made available statewide. If the current transportation bill is extended beyond this federal fiscal year, another $18 million may be made available and additional projects will be selected from this round of applications.

Coudersport Man Failed To Appear at Hearing in Elk County Court

Ridgway Record

Jeffrey Wayne Duell Jr, 32, of Coudersport, failed to appear for his 2:30 p.m. hearing on Friday.

Duell is also well known to law enforcement, with past charges, and sentences not just in Elk, but additionally in McKean, Potter, Tioga, Bradford, and Blair counties.

All of his crimes involve property theft, with the term "kiter" being used for his frequent use of writing bad checks. He was only out on parole from Bradford prison for a few months before receiving these new charges in Elk County.

Ridgway-based state police were called to Legends Sport and Turf in St. Marys on May 19, 2020, for a report of a bad check that was written. Duell reportedly wrote a $13,458.98 personal check from Navy Federal Credit Union for the purchase of a Polaris RZR side-by-side machine.

Due to the COVID-19 pandemic, and his charges in other counties, the case was delayed and continued until this Friday. With his bail revoked Duell is subject to immediate arrest and detention.
