Robert L. Capwell
Robert L. Capwell of Wellsboro, PA passed away on July 22, 2022 at Broad Acres Nursing Facility.
He was born on June 3, 1927, the son of Beatrice (Andrews) and Lamar Capwell.
He is survived by his daughters: Susan (Bob) Erway of North Myrtle Beach, SC, and Kathy (David) Kennedy of Wellsboro; five grandchildren: Todd (Maryjo) Erway of Saratoga Springs, NY, Brandt Erway of Greenville, SC, Matthew (Kristie) Kennedy of Linglestown, PA, Adrienne (Michael) Gilbert of Mechanicsburg, PA, and Jillian (Michael) Kulczyckyi of Union Deposit, PA; and seven great-grandchildren.
He was preceded in death by his wife Joann, his parents, and his sister Betty Flannigan.
Robert was a graduate of Southside High School in Elmira, NY and the Rochester School of Business. He retired from Nabisco Foods after 38 years of service as a sales representative.
He is a veteran of World War II, serving in the Navy in the Pacific Operation. Robert
continued his commitment to serving others by volunteering in the Wellsboro community: a 60-year member of the Wellsboro United Methodist Church, faithfully serving on many committees; as a member of the Wellsboro Lions Club, supporting the organization’s many missions, including serving as its president. He was awarded the outstanding Lion of the Year honor and had the distinction of being the oldest member of the club. He also volunteered as the former secretary of the Jacob Miller Cemetery and was a long term volunteer at Broad Acres Nursing Facility.WWII Veteran
Robert enjoyed hunting, fishing, golf, skiing and he left a legacy to his family and others of service and caring for the outdoors.
Friends and family are invited to pay tribute to Robert’s life from 5-7pm Friday, July 29, 2022 at the Tussey-Mosher Funeral Home, 139 Main Street, Wellsboro, PA. A private family graveside service will follow on Saturday.

eDNA FROM INVASIVE SILVER CARP IDENTIFIED IN LAKE ERIE’S PRESQUE ISLE BAY
Pre-cautionary electrofishing found no carp, additional eDNA sampling planned
HARRISBURG, Pa. (July 21) – The Pennsylvania Fish and Boat Commission (PFBC) today announced that it has conducted targeted invasive carp sampling in Presque Isle Bay, Erie County, after the U.S. Fish and Wildlife Service (USFWS) detected the presence of Silver Carp environmental DNA (eDNA).
On July 11, 2022, the PFBC was informed by the USFWS that laboratory results from routine eDNA sampling conducted by the USFWS in May 2022 detected Silver Carp eDNA at one of the 100 sample locations in Presque Isle Bay. In response to this detection, the PFBC conducted targeted boat electrofishing sampling near the detection location on July 14, 2022. No Silver Carp were collected or observed. In addition, boat electrofishing sampling operations conducted by the PFBC in the same area of Presque Isle Bay on May 18, 2022, for another purpose prior to the positive eDNA findings, did not capture any invasive carp.
While no physical invasive carp specimens have been detected, the PFBC has requested that the USFWS collect additional water samples from Presque Isle Bay in the fall when more favorable environmental conditions are present for eDNA sampling.
The detection of eDNA is simply that, a determination of the presence of eDNA. It cannot determine whether the presence was from a live fish or from another source, such as bird feces, water transported in the live well of a recreational boat recently in waters infested with Silver Carp, or from melted ice used to store Silver Carp at fish markets that flowed into storm sewers. However, repeated detections of eDNA over time increases the concern that the genetic material may have come from fish living in the area where the sample was collected, which is why future eDNA sampling is recommended.
Invasive carp, including Bighead Carp and Silver Carp, pose a significant threat to the Great Lakes ecosystem, the $7 billion-dollar fishery, and other economic interests dependent on the Great Lakes and its tributaries. Bighead and Silver Carp compete with native and recreational fish species and are known to quickly reproduce. Anglers are urged to become familiar with the identification of invasive carp, including both adults and juveniles, as the spread of juvenile invasive carp using live bait buckets has been identified as a potential point of entry into Great Lakes waters.

Bradford Man Bitten By His Own Dog While Attacking Female
On 7/21/2022 at 1443 hours officers were called to 44 East Corydon Street for a report of a dog attack.
Officers arrived on scene and learned that Jonathan James RECK assaulted a female victim within his apartment. During the altercation he was attacked by his own dog causing bite wounds to his arm.
The female victim did have visible marks on her person and pain from the assault.
RECK was taken into custody and charged with, (1 count) of Simple Assault (M3), 35 780-113(a)(16) Possession of a Controlled Substance (M), & (1 count) Harassment (S). Magistrate Engman arraigned RECK on the aforementioned charges and he was released on $10,000 unsecured bail.

Body Of Missing Charter Boat Captain Fred Forsythe, Jr. of Coudersport Recovered, Ending Lengthy Search

RIPLEY, NY – The body of a charter boat captain who fell into the waters of Lake Erie earlier this month has been recovered.
The Chautauqua County Sheriff’s Office says 70-year-old Fred Forsythe Jr’s remains were located along the shore in the Town of Evans, New York, on Friday, just two weeks after he went missing.
Back on July 7, the Coudersport, PA resident fell from his charter boat while out on Lake Erie leading a fishing expedition near Ripley, New York.
Dozens for first responders, including members of the Chautauqua County Water Emergency Team and U.S. Coast Guard, took part in a lengthy search for the Captain, which was unsuccessful.
An investigation into the incident found that Forsythe Jr. was attempting to bring a fish on to the boat when he lost his balance and entered the water.
Others on the boat were unfamiliar with its operation and were not able to get the boat turned around before Forsythe disappeared under the water.
ALLEGANY COUNTY’S 23rd ANNUAL HOUSEHOLD HAZARDOUS WASTE COLLECTION DAY
Do you have any chemicals, weed killer, or rat poison sitting around? The Allegany County Department of Public Works is holding their annual Household Hazardous Waste Collection on September 10, 2022.
The collection event will be held from 8:00 a.m. to 12:00 pm at the Belmont Transfer Station on County Rd 48 in Belmont. Items like chemicals, pesticides, insecticides, and pool chemicals can be brought in for proper disposal. We will also be accepting latex and other household paints under the New York State product stewardship plan and in coordination with PaintCare.
Pre registration is required to participate. A solid waste permit is NOT required and the collection is free to Allegany County residents.
